Background and Purpose of consultancy:

Technical Consultancy in mainstreaming the demographic dividend and its indicators is into Integrated Development Plans in select municipalities of KwaZulu- Natal, Eastern Cape and Limpopo. Sustainable development cannot be achieved without assuring that all women and men, girls and boys, enjoy the dignity and human rights to expand their capabilities, secure their reproductive health and rights, find decent work, and contribute to sustainable economic growth. To define the necessary policies and investments to secure that future, governments must know the demographic characteristics such as size, sex, location, and age structure of their present and future populations, and utilise the information so that they can tailor investments for inclusive growth, and leave no one behind. Other critical indicators belong to fertility, mortality, education and health of the population. The more disaggregated (by age, sex and location) these data are, the better information a government will have to plan for public policies for building human capital and ensuring sustainable development. The Population Policy for South Africa (1998), places human beings at the centre of development and as the ultimate beneficiaries of all development. The objective of the Policy is to enhance the quality of life of all people and one of the mechanisms to achieve this is “the systematic integration of population factors into all plans, programmes and strategies at all levels and within all sectors and institutions of government.” The Municipal Systems Act (MSA) of 2000 requires that each municipality formulate an Integrated Development Plan (IDP), which is a five-year strategic development plan showing how the municipality aims to carry out its socio-economic development in a democratic manner over a five-year period. The United Nations Population Fund (UNFPA) has supported the governments of KwaZulu- Natal, Eastern Cape and Limpopo in strengthening the integration of population and development issues into IDPs. In 2019, desktop research on “The Demographic Dividend in South Africa: A case study of the Eastern Cape” and a “Gap Analysis on Mainstreaming the Demographic Dividend into IDPs in KwaZulu-Natal” were generated in the scope of this work. In 2020 the technical assistance focused on strengthening the knowledge management and mainstreaming the demographic divided into 8 districts Integrated Development Plans in Eastern Cape and 11 in KwaZulu-Natal. uilding upon the above knowledge base and prior work, UNFPA is seeking a service provider to produce animated videos to capture understanding of Demographic Dividend on how this concept presents an opportunity for young people to capitalize on issues of economic growth and poverty reduction when recognized and it’s used as a catalytic investment that can propel the production of working age population. The animation to also capture the linkage of the DD to population issues of the country. The content will be provided.

Scope of work: (Description of services, activities, or outputs)

UNFPA requires the services of individual consultant to produce 3 two-minute animated videos of the above- mentioned content that is simple for public servants to grasp what DD is and why is important to understand it and government to invest in it linked to the population issues of the country. Assignment starts 1 October 2023.

The company will be expected to produce animation videos in English with local languages sub-titles in Zulu and Xhosa.

Duration and working schedule:

The assignment duration is 1 October – 15 December 2023. The draft edited animations must be ready for dissemination by 15 February 2024 at the latest. All raw materials will be turned over to UNFPA upon completion of each photo and video mission.

Methodology, Deliverables and Timeframe

The service provider will: ● Create the animation videos of the above-mentioned content to be provided. The content should be people-cantered and be sensitive to gender, culture and other diverse sensitivities as per the UN’s normative values.

Deliverables: Develop 3 short (i.e., 2 – 3 minutes long) educational and informational videos to capture attention of stakeholders and individuals interested in concepts of DD.

Evaluation criteria

  •  More than 5 years’ professional experience (10);
  •  Educational qualification in Multimedia, Videography, Audio and Digital Visual Communications or related field (10).
  •  Extensive experience in producing advocacy content (50);
  •  Extensive experience sub-titling in English, in house translations and ability to translate complex concepts and ideas in either isiXhosa or Zulu into usable digital content (20);
  •  Experience in producing similar animations. (10).
