Job Description

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance and supports the results of UNDP’s 2022-2025 Strategic Plan, summarized in its “3x6x3” framework, including strengthening institutions to progressively deliver universal access to essential services based on Structural transformation, Building resilience and Leaving no-one behind. The HIV, Health and Development Group (HHD Group) within BPPS, is helping to contribute towards this outcome. The HIV and Health Strategy 2022-2025: ‘Connecting the Dots’ elaborates UNDP’s work on HIV and health in the context of the 2030 Agenda for Sustainable Development.

UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural, and economic determinants of HIV and health in partnership with UN entities and other organizations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels.

UNDP has been identified by the Global Fund to support the national stakeholders as the PR for the Belarus HIV and TB grant (the ‘Grant’). Under the overall supervision of the Programme Analyst, with matrixed reporting to the PSM Analyst, the Logistics Associate supports the implementation of the Grant in the area of procurement and supply chain management in accordance with UNDP rules, policies and procedures and corporate agreements with the GF and working in close coordination with national stakeholders, the GF (including Local Fund Agent), CCM, and technical and UN partners, the GF/HIST and other UNDP programmes.

Ensure the logistical services through the organization of adequate reception, storage and distribution of health and non-health commodities.

Ensure logistic compliance with UNDP policies, rules, and regulations (products reception, storage and distribution until the end-user) and ensure timely availability of accurate logistic data/information;

  •  Contribute to SOPs development for logistic activities
  •  Ensure rapid processing of customs clearance procedures and organize the reception of products by the recipients as well as timely availability of required documents and permissions;
  •  Support the PSM Analyst in capacity assessment or procurement processes of Sub-Recipients, contractors engaged in the provision of storage and/or distribution services, and oversee the adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations;

Facilitate supply chain arrangements, transferring of goods and communication with stakeholders

  •  Supervise the services provided for the storage and distribution of health and non-health products;
  •  Ensure fluid communication with providers; Maintaining ongoing contacts with UNDP CO, local customs authorities, end recipients, shipping/carrier companies in order to keep up-to-date information on shipment and ensure completeness and correctness of shipping documentation;
  •  Ensure supervision visits to peripheral storage sites and health facilities in collaboration with the HIV and TB programmes on aspects relating to the management of health products;
  •  Ensure adequate storage of health products in the central store and departmental stores;
  •  Support and supervise the preparation of orders according to the schedule; assistance in preparation of distribution plans, delivery-acceptance certifications, supervision of all stages of distribution process;
  •  Ensure that requisitions are made according to schedule and follow them up;
  •  In collaboration with the Ministry of Health develop the transport plans of health commodities;

Assist in asset management for non-health products procured with grant funds

  •  Support stock and asset management (inventory digital and manual) at central and peripheral levels;
  •  Report to the supervisor any discrepancy relating to the storage and management of health products;
  •  Propose improvement measures in storage and logistics; Monitoring the quality, quantity, cost and efficiency of the movement and storage of goods,

Assist the Procurement Associate when necessary and upon request of the PSM Analyst;

  •  Ensures effective engagement with national stakeholders and knowledge transfer;

Perform any other tasks as assigned by the PSM Analyst

Minimum Qualifications of the Successful NPSA

Min. Education requirements

  •  Secondary Education is required.
  •  University degree (Bachelor’s degree) in Business, Public Administration, Logistics, Economy or other related field will be given due considered but is not a requirement

Min. years of relevant work experience

  •  Minimum 6 years (with secondary education) or 3 years (with Bachelor’s degree) of experience in the procurement and logistics.

Required skills

  •  Experience in logistics management of health products is an asset;
  •  Experience in capacity development of national counterparts is an asset;
  •  Procurement and/or logistics experience in development projects is an asset;
  •  Experience with inventory management systems is an asset;
  •  Procurement and Supply Management certification or an equivalent is an asset.
