Job Description

Background and Organizational Context

According to the Humanitarian Response Plan; in 2023, two-thirds of the population of Yemen—21.6 million people—will need humanitarian assistance, and protection services. The 2023 Humanitarian Response Plan for Yemen (HRP) requires US$ 4.3 billion to reach the 17.3 million most vulnerable people in need (PiN) of humanitarian support as a result of protracted conflict, displacement and economic deterioration, compounded by recurrent natural disasters.

The total projected number of people in need in 2023 has decreased slightly from 23.4 million people in 2022 to 21.6 million in 2023 and the overall intersectoral target from 17.9 to 17.3 million people. These changes are mainly due to technical modifications to cluster-level needs assessments and revised food security projections released in October 2022. They do not reflect an across-the board improvement in the humanitarian outlook and gains that have been registered in 2022 remain extremely fragile.

The humanitarian response in Yemen will support people facing multiple vulnerabilities, including but not limited to internally displaced persons and those attempting to return, Muhamasheen,8 persons with disabilities, and migrants and refugees.

The United Nations Human Settlements Programme (UN-Habitat) is the UN organization mandated to promote environmentally and socially sustainable human settlements and adequate housing for all. The Sustainable Development Goal 11 aims to “make cities safe, resilient and sustainable” and the New Urban Agenda, the outcome of the Third UN Conference on Human Settlements, Habitat III (Oct 2016) seeks to maximize the potential of urbanization as a force for sustainable development. UN-Habitat is thus concerned with the sustainable development of cities and urban communities and provides support in urban policy and spatial planning at different levels (national, regional and local), reconstruction and housing, rehabilitation of infrastructure, and the promotion of equitable land rights and tenure security.

Duties and Responsibilities

The National Programme Officer ensures proper and effective coordination with the government counterparts focusing on the achievement of the following results:

  •  Lead the coordination with the relevant Ministries’ senior official and stakeholders to align the UN-Habitat formulated projects with the government development priorities in the field of urban planning, land management and affordable housing.
  •  Lead the coordination of information sharing and reporting to the different ministries related to the progress of ongoing projects and ensure effective participation of counterparts in the review and evaluation of completed initiatives/projects.
  •  Analysis and research of the political, social and economic situation in the country provide support of the country programme team, Sectors/clusters incorporating UN-Habitat focus thematic areas and potential interventions.
  •  Development of strategies, policies and programmes in close consultation with UN Agencies particularly for the Humanitarian Need Overview (HNO) and Humanitarian Response Plan (HRP)
  •  Coordination of the UN-Habitat Annual Work Plan, reports and proposals for funding preparation in coordination with the project managers in the field.
  •  Lead the coordination and collection of data and information from the project managers and consultants on progress of works and adjust the work plan accordingly
  •  Preparation of regular and ad-hoc reports to UN-Habitat HQ, donors and government counterparts
  •  Organization of and advice on the delivery of training and capacity building activities and their co-ordination in Yemen
  •  Provision of advice to the Urban Governance, Land and Housing Team on shelter/housing related issues in Yemen
  •  Preparation Terms of Reference for personnel and public / private institutions and associated activities and follow up on the recruitment procedures for staff on projects.
  •  Drafting Project Concept Notes and Proposals and contribute to the development of Project Documents
  •  Review of technical reports and comment on the application and relevance in the context of Yemen
  •  Preparation of routine reports on shelter/housing projects and specialist briefings for donors, project partners and UN Team
  •  Ensures timely and quality of documents prepared for the different programme needs in close consultation with Head of Programme focusing on the achievement of the following results:
  •  Preparation of terms of reference for project activities, including the required capacity building/ training activities held for the personnel of different partner ministries /authorities /agencies. Extract lessons learned from previous similar activities managed by the programme and propose future improvements accordingly.
  •  Review and verify all requests for contract payments for individual consultants/contractors submitted for services and/or works and prepare recommendations to the Head of Programme accordingly.

Required Skills and Experience

Education:

  •  Master’s degree in urban planning, civil engineering, architecture, geography, economics, social science or any related field. A first-level university degree with additional 2 years’ qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  •  5 years progressively responsible “post qualification” experience in development projects. UN or international organization experience is preferable.
  •  Implementation, monitoring and evaluation, and coordination are required.
  •  Good knowledge of the UN system and its procedures; and
  •  Good computer skills.
  •  Good negotiation and coaching skills.

Language requirements:

  •  Fluency in both written and spoken English and Arabic required.
