Present in the Angoumois region since 1990, Médecins du Monde has been developing a health mediation program since 2019 for foreign people in precarious administrative situations (people without a residence permit, asylum seekers without accommodation, people under Dublin, European procedure so-called “inactive” and unaccompanied minors not supported by the Department).

Made up of around ten volunteers (medical and non-medical) and two employees, this program aims to facilitate comprehensive health care integrated into common law for migrants in precarious administrative situations present on the site. Greater Angoulême.

JOB DESCRIPTION

Under the supervision of the operational center manager based at headquarters, your mission is to coordinate all operations in the Poitou-Charentes territory. In particular, you guarantee the adequacy of programs with operational, administrative, financial, human, material and organizational objectives while coordinating and leading a team. You also ensure the deployment of frameworks, policies and procedures, and you manage the implementation of the associative project in the area of ​​intervention. Finally, you develop and lead advocacy and partnerships.

You manage a team made up of 2 employees and around ten volunteers.

More specifically, your main responsibilities are as follows:

Supervision and leadership of a multidisciplinary team (employees and volunteers)

  • Directly supervise 2 employees (inform, set objectives, monitor activities, manage leave, safety, training, skills management)
  • Participate in the recruitment of human resources (volunteers, employees and interns)
  • Establish a working environment favorable to the well-being of employees and volunteers, and be responsible for the health and safety of your team (including through updating the DUERP and its application)

Development and management of the territorial strategy and representation

  • Participate in the definition of the Poitou Charentes territorial strategy
  • Actively participate in developing testimonies and structuring advocacy
  • Represent MdM to authorities, local stakeholders, partners, donors and media
  • Monitor collaboration agreements between partners, authorities, regional bodies and donors and MdM, propose new developments

Operational management: monitoring the implementation of activities and compliance with procedures

  • Monitor the implementation of project activities as validated by the association’s decision-making bodies
  • Supervise the implementation of the project transfer planned for the end of 2025
  • Lead reflection on the prospects at the end of the project
  • Ensure the implementation of the delegation’s actions
  • Manage the drafting of the annual report
  • Guarantee the collection of data in conjunction with the access to rights and care observatory and the French operations department
  • Follow the application of the association’s general rules and procedures in terms of political, HR, financial and logistical positioning
  • Guarantee compliance with legal and administrative rules related to the activity
  • Guarantee the quality of practices and respect for people’s rights
  • Guarantee the safety of employees, volunteers and patients, in conjunction with the headquarters security department

Animation of associative life and spaces for reflection

  • Guarantee the quality and regularity of the circulation of information to mission managers, the college and all project stakeholders
  • Support salaried teams in their relationships with volunteer teams
  • Plan and lead coordination meetings and reflection spaces necessary for the proper functioning of activities
  • Support mission managers in their role as guarantors of the political and functional framework of activities

Budget monitoring and fundraising

  • Carry out and/or supervise MdM and donor reporting
  • Carry out and/or supervise budget construction and budget monitoring
  • Prepare financial reports in conjunction with the French operations management
  • Participate in the search for funding: participate in the identification of potential financial partners, contribute to the drafting of funding requests

CONDITIONS OF EMPLOYMENT

  • Full time
  • Position to be filled as soon as possible on a fixed-term contract for 18 months
  • Gross monthly salary of €3,570
  • Position based in Angoulême with occasional trips to the MdM-France headquarters in Saint Denis (Seine-Saint-Denis)
  • Punctual presence required for evening and weekend meetings
  • 13th month equivalent paid in 2 installments – from 6 months of actual work seniority
  • Mutual (60% participation of MdM and 40% of the employee)
  • 22.5 RTT / in
  • 5 weeks of paid vacation / year
  • Restaurant vouchers worth 9.00 euros (60% contribution from MdM)
  • Public transport ticket reimbursement at 50%
  • Teleworking agreement subject to eligibility of your position: 110 days of teleworking per year (i.e. on average 2.5 days of teleworking per week) with the obligation to work face-to-face at least 5 days per month

REQUIRED PROFILE

  • Higher education in project management and public health (BAC+5)
  • Minimum 5 years experience
  • Good knowledge of the French institutional environment and regional frameworks for health and medico-social action
  • Proven experience in project management in the social and health field, with populations in precarious situations, or in the international solidarity sector.
  • Proven experience in team management
  • Experience working with volunteers required
  • Knowledge of the associative environment and the MdM association is a plus
  • Ability to analyze territorial issues
  • Ability to argue, negotiate and convince with authorities
