Unaccompanied Minor Program Coordinator (F/M) – Paris At Doctors of the World

Today, many unaccompanied minors present in the Ile de France territory are left to their own devices, wandering. They do not benefit from any protection measures even though their medical, administrative and social situation is alarming and their access to care remains difficult.

In 2023, Médecins du Monde carried out a diagnosis of needs, highlighting in particular the need for a daytime respite place dedicated to unprotected unaccompanied minors and those on the street to be open.

Taking into account its expertise and experiences with this public, MdM wishes to contribute to the opening and structuring of such a place within which several actors will intervene in order to meet the needs of unaccompanied minors.

Under the supervision of the general coordinator of the Paris site, you will be responsible for defining the structuring of the health component within the respite place in conjunction with other health stakeholders, while proposing and formalizing an intervention strategy with Unaccompanied Minors not supported by child protection in Île-de-France, and more particularly being on the street in Paris.

JOB DESCRIPTION

Under the responsibility of the general coordinator, your mission is to:

  • Represent the findings of the exploratory mission carried out among unaccompanied minors in Île-de-France to the associative and institutional actors who contributed to it
  • Encourage the involvement of Médecins du Monde in the respite place intended for unaccompanied minors when it opens, in order to enable the definition of intervention methods and their sizing and thus propose a project to the decision-making bodies of MdM
  • If the project is validated, coordinate its launch in its strategic, human, operational, advocacy and representation components

More specifically, your responsibilities are as follows:

Before the opening of the day respite place

  • Ensure the planning and feedback of the exploratory mission to all stakeholders
  • Mobilize health stakeholders – as well as their funders – and initiate with them, and in close collaboration with volunteer teams, the co-construction of local health activities and the definition of inter-actor articulation
  • If necessary, recruit volunteers from this phase

Once the day respite place is open

  • Intervene on site in order to gradually structure the health intervention within it in close collaboration with other health actors and the site manager
  • Define the connections and possible partnerships with the different actors operating within the site
  • Support the volunteer teams working with unaccompanied minors currently in the area and coordinate their interventions
  • Analyze more precisely how MdM could intervene
  • Define and write a project in a co-construction approach with volunteer and employee teams according to the framework defined by MdM

In transversal

  • Represent MdM to associative, political and institutional partners in connection with general and regional coordination
  • Maintain contextual monitoring and identify possibilities for positioning the MNA intervention
  • Participate in the search for funding, write grant applications and follow up on files
  • Carry out budget construction and budget monitoring
  • Communicate with the delegation’s other project teams, as well as with the members of the steering committee and the departments at headquarters (France operations department; health advocacy department, etc.)

In the event of validation of the project during the duration of the contract, you will be responsible for coordinating the launch of the project in its strategic, human, operational, advocacy and representation components, in accordance with Médecins du Monde frameworks.

CONDITIONS OF EMPLOYMENT

  • Position to be filled as soon as possible on a fixed-term contract for 9 months
  • Full time
  • Gross monthly salary of €3,306
  • 13th month equivalent paid in 2 installments – from 6 months of actual work seniority
  • Mutual (60% participation of MdM and 40% of the employee)
  • 22.5 RTT / in
  • 5 weeks of paid vacation / year
  • Restaurant vouchers worth 9.00 euros (60% contribution from MdM)
  • Public transport ticket reimbursement at 50%
  • Teleworking agreement subject to eligibility of your position: 110 days of teleworking per year (i.e. on average 2.5 days of teleworking per week) with the obligation to work face-to-face at least 5 days per month

REQUIRED PROFILE

  • Diploma in project management, bac +4/5 level
  • Minimum 5 years of experience required in project coordination
  • At least one experience of project formalization with a view to opening a program
  • At least one experience of multi-actor work (partnerships, volunteers, etc.)
  • Mastery of institutional partnership relations
  • Great analytical and writing skills
  • Comfort with popular education animation tools
  • Experience on the theme of unaccompanied minors, child protection, health is a plus
  • Knowledge of medico-psycho-social actors in Ile-de-France is a plus
  • B license desired
  • Mastery of office tools (Word, Excel, Internet)
  • Languages: fluent French (written, spoken), English desired
