Summary of main functions :

The portfolio of the Administration unit which covers the main office in Bangui and the field offices includes: Installations, assets, fleet, transport, travel, protocol, accommodation, purchases and contracts, space occupation, carpooling and passenger mobility, environmental sustainability, engineering, occupational safety and health / duty of care, United Nations reform, event management, internal controls, data analysis and visualization.

The incumbent will have to support the head of the Administration unit in the implementation of the Administration’s strategies, ensure an effective and efficient performance of administrative functions in line with the regulations, WFP procedures and standards, and ensuring capacity building for staff in general and the Administration in particular.

Under the direct supervision of the head of the Administration unit, the incumbent will exercise the following functions :

  •  Develop annual plans and monitoring of the budget and purchases including contract management.
  •  Contribute to the operationalization of more or less long-term strategies and to the improvement of policies, systems and procedures to ensure that the services provided support WFP’s strategic objectives and are consistent with the organization’s policies, standards, regulations and processes.
  •  Supervise direct subordinates to the main and indirect field office by acting as a point of reference and supporting them with more complex analyzes and requests ; to ensure compliance of all services provided with organizational practices.
  •  Contribute to preparedness actions such as risk analysis and emergency planning, monitoring risk management and reporting on the measures taken.
  •  Ensure the role of focal point designated by CO for health and safety issues at work of WFP.
  •  Support a culture of environmental sustainability through model actions that promote sustainability in all administrative activities.
  •  Represent WFP in forums such as The United Nations Reform and the Bangui Operations Management Team ( OMT ).
  •  Analyze data and develop reports and dashboards as management and basic tools for planning, decision-making and innovation.
  •  Ensure capacity building for WFP staff and partners.
  •  Maintain a productive partnership with other units and WFP partners ( government, United Nations agencies, suppliers of goods & services ).
  •  Monitor standard emergency preparedness practices to ensure that WFP is able to respond quickly and deploy the necessary food and resources to affected areas early the crisis.
  •  Work closely with the WFP regional office in Dakar and WFP headquarters in Rome on various initiatives to automate administrative functions ; actively participate and contribute to the various requests and initiatives of headquarters and the Regional Office, while providing timely feedback to ensure that the interests of the country office are safeguarded.

QUALIFICATION AND EXPERIENCE REQUIRED

  •  University degree in business administration / public administration, finance, engineering or other relevant areas related to general service management and office administration.
  •  Three ( 3 ) years or more of experience in administration and in a related field with a master’s degree and five ( 5 ) years or more with a baccalaureate.
  •  Experience in the United Nations system as well as mastery of management systems or any other administrative management software would be considerable assets.
  •  Good command of the Word, Excel and PowerPoint IT tool.

Language

  •  Perfect mastery of written and spoken French.
  •  Master ( B level ) of English.
  •  Knowledge of the local language would be an asset.
