STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese. ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the 2020 Nobel Peace Prize Laureate and the world’s largest humanitarian organization. WFP works on saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters, and the impact of climate change. WFP’s engagement in the Philippines is constantly evolving. The upcoming Country Strategic Plan 2024 – 2028 aligns with national development plans and aims to support the Government’s commitments to strengthen the national social protection programme.

One of the key Government priorities under this commitment is to reduce food insecurity and malnutrition of vulnerable households by improving their access to healthy food. In order to advance this objective, the Government has asked WFP to support the implementation of an electronic food voucher pilot program called Walang Gutom, No Hunger. The objective is to provide food insecure households with nutrition-sensitive food assistance coupled with social and behaviour change communication and contribute to the prevention of child malnutrition. The pilot will be implemented jointly with the Department of Social Welfare and Development (DSWD) and in close collaboration with the Asian Development Bank. The results of the pilot project will be used to support DSWD in its scale up effort for a national electronic food voucher programme.

The pilot will support a total of 3,000 households over a period of 6 months in five regions of the country. WFP is looking for an enthusiastic and committed Knowledge Management and Learning Officer Assistant to lead on development and implementation of the pilot’s Knowledge Management Framework, with a strong focus on knowledge management to support the nation-wide scale up of the programme.

JOB PURPOSE

The Programme Policy Officer (Knowledge Management and Learning (KML) Officer for the Voucher Pilot Project) will work in the WFP Programme Unit and in close coordination with the Research, Assessment and Monitoring Unit.

KEY ACCOUNTABILITIES (not all-inclusive)

The incumbent will work under the direct supervision of the Voucher Project Manager and the overall supervision of the Head of Programme. The incumbent will be responsible for the following tasks and duties:

  •  Lead on the design, development, and implementation of a Knowledge Management Framework for the digital food voucher pilot.
  •  Undertake activities for discussing, documenting, synthesizing, storing, sharing, and applying knowledge to incorporate key knowledge management approaches into existing ways of working of WFP and DSWD.
  •  Assist with the development and implementation of new approaches to identify and document knowledge, good practices, and innovations from the voucher pilot to ensure critical knowledge is effectively and appropriately captured.
  •  Undertake activities to support learning before, during and after the project to ensure knowledge and learnings are incorporated in recommendations for the scale up.
  •  Support the development of a variety of evidence, information, and knowledge products tailored to particular audiences to enable the application of knowledge and evidence for the scale-up.
  •  Coordinate and collaborate closely with internal WFP units, in particular the Research, Assessment and Monitoring Unit as well as DSWD, ADB, BCG and other partners who are supporting various streams of knowledge and evidence building
  •  Create and maintain a knowledge repository to ensure all voucher-related knowledge, learning and supporting resources are easily accessible and up to date.
  •  Draft inputs for briefings, talking points or presentations as needed.
  •  Perform other related duties and responsibilities as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE

  •  Education: Advanced University degree in Knowledge Management, Information Management, Business Management, Social Sciences, Learning, or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.
  •  Experience:
    •  At least three (3) years of postgraduate (Master’s degree) professional experience. Additional years of experience in the relevant field of work with a background and interest in international humanitarian development is an advantage.
    •  Experience with designing and implementing KML strategies/frameworks
    •  Experience in creating targeted learning and knowledge products
    •  Experience in cash or voucher programming desirable
  •  Knowledge: Training and/or experience utilizing computers including word processing, spreadsheet and other software packages
  •  Language: Ability to communicate (written and oral) fluently in English.
  •  Competencies:
    •  Practical understanding of knowledge management and learning concepts, principles, and methodologies.
    •  Has excellent oral and written communication skills
    •  Is able to clearly articulate to a range of stakeholders in and outside of WFP.

REMUNERATION PACKAGE

WFP offers a competitive salary package including an approximate salary of PHP107,000 ++/ per month, leave entitlements, and a comprehensive medical insurance which can be extended to eligible dependents.
