Mission :

Under the responsibility of the Country Director, you will supervise all ACF operations in the Ituri province and in particular the zonal support hub. You will lead a dynamic team that responds to emergencies in two offices in the area (Bunia and Drodro), as well as with temporary offices depending on the needs covered by the mobile base. You will contribute to the development and implementation of the country strategy, represent ACF with local stakeholders, and ensure monitoring and negotiation of humanitarian access at the level of the area of ​​responsibility. You will assess needs based on the programmatic strategy to ensure the best support for programs, compliance and harmonization of programmatic and support procedures throughout the area. Finally, you will monitor the implementation and quality of the programs.

More specifically, your role will be to:

Ensure that all projects are implemented consistently, in accordance with timelines and agreements with donors in compliance with ACF policies and procedures.
Implement project management and logistical, financial and human resources monitoring tools.
Ensure monitoring and quality of reports for donors, internal reports and data collected in the area of ​​operation.
Support the development and implementation of effective and efficient monitoring, support, quality control and ethics systems and processes.
Ensure everyone’s accountability; guarantee the implementation of functional, appropriate methods for listening to and addressing community concerns.
Promote ACF operations vis-à-vis other humanitarian actors as well as communities and authorities.
Provide an analysis of the security situation, specific security risks and measures to be put in place and carry out analyzes on access and humanitarian space in order to maintain operations.
Provide support and coaching to field teams, ensure their development and continuous strengthening of their capacities.

Profile :

You hold a graduate degree in monitoring and evaluation, international relations/business, humanitarian affairs, international development, public health, statistics, epidemiology, demography or other studies, supplemented by technical experience in these same sectors. You have at least 5 years of experience in humanitarian organizations, ideally including the implementation of nutrition/health, mental health and psychosocial support, food security and livelihoods or WASH programs.
You have experience in management and supervision of multi-sectoral humanitarian programs/activities and experience managing teams and programs in complex contexts. You are able to manage and apply a continuous control mechanism for operations in order to increase their quality and identify and limit the risks associated with their implementation. You are also capable of applying and enforcing humanitarian principles and values ​​in the field. You have very good abilities to analyze context, a situation and its issues.
You have sensitivity to cross-cutting themes of gender, protection and environment and an ability to operationalize these. You have a perfect command of the Microsoft Office package.

YOUR CONDITIONS OF EMPLOYMENT
Fixed-term contract under French law: 7.5 months
Start date: 05-15-2024
Gross monthly salary: from 2,899 to 3,376 euros depending on experience
Per diem and living expenses monthly: $974 net, paid in the field
Monthly context allowance: 450euros
Child allowance: 1500euros per year and per child present in the country of origin with ceiling
Transport and accommodation: Coverage for travel and collective accommodation
Medical Coverage: 100% covering health and repatriation insurance contributions
Leave and RnR: 25 days per year of CP and 20 RnR per year; payment of the ticket with ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
