BACKGROUND: Indonesia is one of the most hazard prone countries in the world. Located in the ring of fire, frequency and the impact of disasters in Indonesia pose a significant risk to Indonesia’s food security and socio-economic development. With hydrometeorological disasters constituting 75 percent of the total annual hazards, climate change is a notable risk multiplier in Indonesia context. Additionally, high population density in hazard prone areas, coupled with strong dependence on the country’s natural resources and underlying structural challenges, make Indonesia vulnerable to the climate-induced disasters and climate variability. The Nusa Tenggara Timur (NTT) Province in particular faces the compound challenge of high poverty and stunting rate, high risk of hydrometeorological hazards, and challenging topography. NTT province is very susceptible to long dry spells and droughts. In 2017, the National Disaster Management Agency (BNPB) reported that a total of 11 out of 22 districts in NTT were affected by the severe dry conditions, impacting over 640,000 people. The impact of drought is particularly high, as the majority of NTT’s population relies on agriculture-based livelihoods, resulting in limited access to clean water, failed harvests, decreased income and food insecurity for vulnerable groups. In early 2023, following the issuance of an early warning related to the El-Nino phenomenon by the National Meteorology, Climatology and Geophysics Agency (BMKG), the Government of NTT declared “Siaga Darurat “ (disaster readiness alert) on drought, forest, and land fire (Governor Decree: 172 /KEP/HK/2023). BMKG’s further issued an advisory, indicating that 20 districts across the NTT Province are likely to be affected by the El-Nino. Since 2008, WFP Indonesia has been supporting the Government of Indonesia with disaster preparedness and response, providing technical assistance aimed at strengthening of the Government systems and processes for more effective disaster management. With a rising disaster occurrence and better predictability of climate-induced hazards, WFP has been increasingly exploring alternative approaches such as forecast-based financing and anticipatory action. As a part of this effort, WFP Indonesia is providing technical assistance to the Government of NTT with reviewing its current Drought Contingency Plan (CP), focusing on, among others, improved anticipatory measures.

JOB PURPOSE The main purpose of this assignment is to support the provincial government on addressing potential El Nino-induced drought through development of Drought Operational Plan (RenOps) and potentially Concept of Operations (ConOps) together with the Drought Working Group (Pokja) and other relevant stakeholders in the NTT Province

KEY ACCOUNTABILITIES: Under the direct supervision of the Climate Change Officer, and with support from Head of Climate, DRR and Supply Chain of WFP Indonesia and with the technical support of the technical team, the incumbent will be responsible for the following:

  •  Review existing provincial & national related policy, regulations and strategic plans, with focus on disaster readiness and emergency response protocols.
  •  Approach and coordinate with the key stakeholders under the Drought Working Group to identify the ongoing activities, initiatives, plans, gaps and challenges, including mapping of mandates and responsibilities in drought response for the Working Group Members.
  •  Review the existing documents and the current Drought Contingency plan as a main source, to inform the development of the RenOps and ConOps.
  •  Conduct consultations, discussions, interviews and coordinate regularly with the key stakeholders at provincial level to facilitate the process of the RenOps and ConOps development.
  •  Support the Provincial Disaster Management Agency (BPBD) with the establishment of the logistics coordination platform as required.

Deliverables: -Drought Disaster Response Operational Plan (Rencana Operasi Bencana Kekeringan) of the NTT Province is developed in line with existing policies, plans and guidelines.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

Advanced University degree in International & Humanitarian Affairs, Disaster Risk Management or other field relevant to international development assistance, or Secondary school with additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE

Desired Experiences: – Experience involved in medium scale of emergency/disaster responses in Indonesia within the last 10 years. – Design and implementation or involvement policy discussions and decisions related to Humanitarian relief programmes and/or response operations. – Experience in working with government agencies particularly and not limited with Indonesia’s National Disaster Management Agency (BNPB) or Regional Disaster Management Agency (BPBD). – Experience in coordination, networking, and facilitating discussions and workshops.

Knowledge: – Demonstrated understanding of Emergency Preparedness & Response or the humanitarian sector and coordination of humanitarian operations involving Government, Military and International agencies including both NGOs and commercial sector actors. – Demonstrated understanding on Indonesia’s Disaster Management Law and its derivatives regulation or policy.

LANGUAGE: Fluency in both oral and written communication in English and Bahasa Indonesia.
