IMPACT AND REACH

REACH was born in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Programme for Satellite Operational Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that enhance the decision-making and planning capacity of the humanitarian community in emergency contexts, including, of reconstruction and development. REACH facilitates information management for aid actors through three complementary services (a) needs and situation assessment facilitated by REACH teams; and; b) analysis of the situation using satellite imagery; c) provision of databases and related mapping (Web) and expertise facilities.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS. IMPACT was launched on the initiative of ACTED, an international NGO headquartered in Paris and is present in around thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from the operational support of ACTED in its areas of intervention.

COUNTRY PROFILE

Country ranked 163rd out of 191 of the’Index of human development (HDI), Haiti is experiencing a deterioration of the socio-economic, political and security context that has recently contributed to exacerbate structural issues. This deterioration is reflected in particular in a impoverishment of households, linked to a particularly high rate of’inflation of prices while the country depends at 60% food imports and the rise of’ insecurity.

Initially concentrated in certain areas of the city of Port-Au-Prince, the activities of armed gangs have intensified and spread throughout most of the metropolitan area (ZMPAP), including, as well as in departments such as’Artibonite, exposing a significant proportion of Haitian households to abuses and internal displacement.

Haiti is one of the 10 countries in the world most exposed to natural disasters. The 2021 earthquake, which struck Haiti on 14 August, had devastating effects on the livelihoods of people and infrastructure in the country. In addition, during the year 2022, social unrest due to the fuel crisis and the cost of living traveled the country.

In full growth, the’IMPACT Haiti team is looking for a/a Senior’ evaluation officer to strengthen the capacities of the junior evaluation officers under his responsibility, and renew the’Multisector Assessment of Needs (MSNA) in 2024 on the entire Haitian territory.

The MSNA is the largest IMPACT project in Haiti, which aims to assess the humanitarian needs of populations throughout the territory, and in all humanitarian sectors. The project aims to implement data collection from around 4,000 households, over 2 and a half months. The preparation of the project requires good coordination capacities for all the teams, active participation in internal and external meetings, capacity building for junior colleagues, and excellent editorial capacity for all of the planned products.

As part of its mission, the/the assessment officer/e will be welcomed by ACTED, a global IMPACT partner, to, and will be under the direct responsibility and management of the national director of ACTED and its delegates for all administrative, security, logistics and finance matters. He/she will therefore fully comply with the rules and regulations of ACTED in terms of security, administration and human, logistical and financial resources.

FUNCTIONS

Under the direction of the/the Research Manager of the’A multisectoral unit for annual planning and monitoring of the humanitarian situation, the/the senior evaluation officer/e is responsible for/e the implementation of IMPACT research cycles in Haiti, including the stages of preparation, data collection, analysis, writing, dissemination and evaluation. Throughout the research cycles, the senior/assessment officer/e engages with partners to promote their participation and maximize their impact. He/she also ensures an efficient and transparent use of the resources necessary for the implementation of the projects. This may include direct supervision of evaluation teams.

The/the person/in charge/e of’evaluation senior will be in particular responsible for :

  • The establishment of the MSNA research cycle, in particular :
  • preparation of research design,’sampling, terms of reference, with humanitarian coordination (handler of’information and sector leads, and Inter-Sector Coordination Group)
  • the preparation of data collection tools and field tests in coordination with the Field Manager
  • development of training materials
  • where appropriate, management coordination with collection partners and monitoring data collection and quality in coordination with the Field Manager
  • the development of the’ data analysis plan and the’ whole process of’analyses
  • the production of internal and external presentations and the preparation of REACH’s contribution to the’Atelier d’Joint Analysis (AWG)
  • production of reports,’information sheets, dashboard, etc.
  • l’supervision of’un/e or AO/JAO present/es on the project

RESPONSIBILITIES

The senior evaluation officer is responsible for overseeing the planning, implementation and monitoring of the research cycles to which he / she is assigned, in close coordination with the other members of the team and with the external partners concerned. In doing so, the senior evaluation officer will ensure effective management of projects and related resources, including ( where applicable ) national and international assessment staff responsible for hierarchical management.

More specifically, the senior assessment officer is responsible for the following tasks :

1 ) Planning and implementing research : Ensure the quality and smooth running of the entire MSNA research cycle and support links with other existing projects ( HSM )

a. Context analysis and identification of existing gaps in’information ;

b. S’ ensure that the research cycle is implemented in accordance with the REACH standards ;

c. Technical proposals on the choices and practices of research methodologies and their implementation (production of questionnaires, participation in the implementation of collection monitoring tools, etc.);

d. Production of MSNA products (Reference terms, final products).

e. Coordinate the MSNA project, with all Data, GIS, Operations, Security teams as well as the Country Coordinator.

f. Follow up on the’ entire data collection, including supporting the’data team in the cleaning of certain data.

g. Ensure the participation of external partners in research planning

2) Participate in the’ identification of logistical, HR and financial needs

a. Frequent participation in the internal meetings of’IMPACT;

b. Identification of HR, logistical and financial needs for the MSNA ;

c. Follow-up of deliverables and the chronogram of colleagues under his responsibility.

3) External engagement and capacity-building : Ensure a regular commitment to the structures of humanitarian coordination as well as’a capacity building

a. Provide training to external partners (technicians, government, NGOs, etc.) when necessary (e.g., on MSNA data) ;

b. Participation and organization of’IMAWG meetings when relevant, as co-lead ;

c. Participation in the meetings of the various clusters and identification of the potential needs of the clusters, as well as project opportunities ;

d. Representation of REACH to external partners : Local and international NGOs, government actors ;

e. Presentations of IMPACT project results at relevant workshops.

4)’ team management, capacity building and country strategy : Ensure the research strategy of IMPACT projects and the hierarchical management of two Senior’ Evaluation Officers

a. To ensure the distribution of tasks within the’evaluation team (2 Seniors, 3 officers) ;

b. Develop skills, implement capacity-building methods for the’ set of research officers’, GIS and data ;

c. Preparation of training materials ;

d. Identification of internal and external training potentials for the’team ;

e. Ensure the development and monitoring of the country strategy for the’ research team.

CONDITIONS REQUIRED

  • University training : Excellent academic qualifications, including a Master’s degree in a relevant discipline (international relations, political science, social research, sociology, economics, development studies, or similar).
  • Experience in management : Prior experience in a management role in an ONGI in the field. Proven experience managing international and national teams in humanitarian contexts.
  • Safety environment Ability to operate in a complex and challenging security environment or previous experience in high security challenge contexts an asset ;
  • Familiarity with the help system Familiarity with the aid system and with the research methods ;
  • Communication and reporting skills Excellent communication and reporting skills, including proven experience in contributing to high level presentations/briefings.
  • Years professional experience At least 3 years of relevant work experience or proven progression within IMPACT.
  • Research skills : Excellent research and analysis skills are an asset. Experience in assessments. Monitoring and evaluation, field research and evaluations are an asset.
  • Software skills Proven knowledge of the Microsoft Office suite, notably Word, Excel and PowerPoint. Advanced R skills, or other statistical analysis software are an advantage. An experience with InDesign, Table or Power Bi is a strong asset ;
  • Skills in managing various tasks Ability to perform multiple tasks in tight time, over many research cycles in a complex environment ;
  • Independence level A self-employed person with a proven ability to work independently ;
  • The intercultural working environment Ability to function in an intercultural environment requiring flexibility ;
  • Language skills Mastery of French and’anglais required ;

REMUNERATION AND BENEFITS

· 2’820 CHF to 2’880 CHF per month (before income tax), and a monthly subsistence allowance of 300 USD.

· NB – IMPACT salaries are strictly determined by our salary grid according to the grade of the position and the level of education of the staff. A security adjustment and/or location-dependent isolation is then applied to take into account the fact that some staff members have to work in difficult places where living and working conditions are much more difficult elsewhere.

· Accommodation and food in a house of’ hosts.

· Membership in a Swiss private pension fund (Swisslife – about 9,975 % of gross staff salary), health insurance, life insurance and repatriation assistance

· ’avion tickets every 6 months and visa fees covered (travel costs in the country and professional expenses are fully covered)

· 2-3 months of R&R (bullet of’avion up to’ 500$ + 200$ of’ subsistence allowance) if the’ location permits

· Contribution to the transport of luggage: between 20 and 100 kg, depending on the duration of the contract (+ luggage and personal property insurance)

· annual leave of 36 days per year. Public holidays of the country of’assignment. Leave for family or compassionate reasons, if applicable.

· Initiation before departure – 3 days at the headquarters of’IMPACT Initiatives in Geneva + one week of training before departure at the headquarters of’ACTED in Paris, France, including 4-day in situ safety training; and ;

· IMPACT gives priority to the psychological safety of its staff and the’health insurance provided covers, among other things, up to’ 1000 € per year of psychosocial counselling costs.
