Key Accountabilities (not all-inclusive)

  •  To lead and/or manage the generation of the VAM evidence base that supports food security and nutrition policies and programmes (e.g. emergency food security assessment, rapid needs assessment, programme design, cost-effectiveness analysis, and operational efficiency).
  •  Lead/conduct complex food security, nutrition, markets, and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes, and guidance to enable effective decision-making.
  •  Provide technical GIS mapping support for event-based food security surveillance and monitoring, and mapping of hazards, disaster risk and exposure analysis especially to support programme decisions and planning linked to anticipatory action and pre and post disaster response.
  •  In consultation with GIS focal, lead digitization, maintain and update Geo-database and Spatial Data Infrastructure (SDI) and provide timely geo referencing information for programme operation.
  •  In Consultation with head of VAM, contribute technical knowledge and organize capacity strengthening initiatives for teams, partners and the Government stakeholders to enhance the use of geo-reference information.
  •  In Consultation with the head of VAM, participate or coordinate with partners for food security data collection, analysis, and dissemination, particularly with the Government of Somalia FSNAU, FAO, and Food Security Cluster and work closely with partners to strengthen data quality, accuracy and consistency to build credible performance evidence.
  •  Keep up to date with and advise on food assistance developments and issues and the potential impact upon WFP activities to enable timely and appropriate programme evolution and intervention.
  •  Provide expert advice and support to WFP Area Office and its partners on food security and nutrition strategies, policies, programmes, and ensure the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
  •  Work with gender and protection focal points at the Area and Country Office to ensure effective mainstreaming in the unit’s practices, activities, and tools.
  •  Liaise Programme Managers at the field level and Country Office level regularly to support analytics required on programme implementation and targeting the most vulnerable.
  •  Support the capacity building of WFP staff, partners, and national and local government to conduct vulnerability and food security analysis to effectively inform preparedness and response activities.
  •  Provide support to relevant partners focusing on food security and nutrition issues to enable sharing of experiences, lessons learned, and best practices.
  •  Act in an assigned emergency response capacity as required to meet emergency food assistance needs

Minimum role requirements:

Education: A degree in GIS and remote sensing or a degree in social sciences, agricultural economics, food security, nutrition or a closely related field with professional skills in GIS and Remote Sensing or demonstrated past working experience in GIS, surveying and mapping, disaster and hazard mapping.

Experience:

  •  Minimum of 3 years of professional experience in GIS mapping and Spatial Data Management, Vulnerability analysis or early warning, or a closely related field.
  •  Experience working in the humanitarian / development sector, able to perform and deliver in a timely manner.

Knowledge and Skills:

  •  Profound grasp of GIS mapping and proficient utilization of GIS software: ArcGIS, QGIS, and Python.
  •  Extensive experience using database and statistical software: SPSS, STATA, R script.
  •  Ability to work independently under minimum supervision and supervise a team.
  •  Skillful application of data visualization platforms.
  •  Strategic thinking and planning proficiency.
  •  Strong analytical aptitude.
  •  Proactive approach as an innovative problem solver.
  •  Exceptional interpersonal skills.
  •  Demonstrated initiative in tackling challenges.

Language: Fluency in both English and Somali Language is a requirement.
