Tetra Tech International Development (International Development Jobs – Tetra Tech) currently accepting expressions of interest from qualified candidates for a potential The Public Engagement Manager position on an anticipated USAID-funded program in El Salvador.

Position Description / Summary:The goal of this project is to strengthen water utility management, operations, and service delivery in El Salvador. The Public Engagement Manager will provide technical and operational support in the development of water utility public communication and customer engagement initiatives in El Salvador for the Activity. The Public Engagement Manager will coordinate and ultimately be responsible for citizen engagement and public communication initiatives including improved customer service with relevant government counterparts and will report to the Chief of Party. The Public Engagement Manager will increase public personal safety, knowledge, and engagement on water issues specifically among youth and within target urban communities and will also be responsible for tracking progress of social behavior change ( SBC ) through monitoring, learning,and evaluation. This is anticipated to be a full-time position based in San Salvador for the life of the project (anticipated five years).

Responsibilities:

* Implementation programming to increase public personal safety, knowledge, and engagement on water service delivery issues;

* Improve transparency of water utility service providers through citizen engagement initiatives such as public education and awareness through media, social media, and other activities;

* Lead Activity’s public engagement strategy and improve public communications of service providers;

* Lead, implement, and oversee social behavior initiatives engaging youth and urban communities;

* Mainstream and integrate gender, equity, and social inclusion into Activity programming;

Effective generation and use of research, data, and evidence, to inform the design, measurement, and monitoring of SBC programs and outcomes and to build SBC evidence base;

* Promote continuous learning, strengthening, and scaling up of SBC through capacity building of government counterparts;

* Develop tools, guidelines and training materials and facilitate capacity building on SBC, community and public engagement and other related topics for staff and partners who are involved in planning, implementation, and evaluation of SBC interventions.

Qualifications:

* Minimum of a master’s degree in communications, education, public administration, business administration, social behavior change, or other related field;

* Minimum 10 years of experience in development sector with at least 7 years of experience in designating, planning, and implementing evidence-based SBC approaches and/or communication initiatives for consumer engagement and education as part of relevant international development programming;

* Minimum of 5 years in senior-level technical specialist role in development / donor-funded programs in the Latin America Region, preferably as a technical specialist for a USAID-funded project or equivalent;

* Proven track record leading social behavior initiatives and engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equity, youth promotion, and social inclusion;

* Familiarity with local context and water sector in El Salvador;

* Professional fluency in Spanish is required; English skills preferred;

* Proven experience navigating complex and high-pressure operating environments;

* El Salvador nationals are strongly encouraged to apply.

Specialist in public participation in the activity of access to water in El Salvador

Job Description / Summary:The objective of this project is to reinforce the management, operations and provision of services of public water services in El Salvador. The Public Participation Specialist will provide technical and operational support in the development of public communication initiatives and citizen participation in water services in El Salvador for Activity. The Participating Specialist will coordinate and ultimately be responsible for citizen participation and public communication initiatives, including improving customer service, with the relevant government counterparts and will depend on the Director of the activity. The Participating Specialist will increase personal safety, knowledge and public commitment on water-related issues,specifically among youth and within target urban communities, and will also be responsible for monitoring the progress of social behavior change (CSC) through monitoring, learning and evaluation. It is expected to be a full-time position based in San Salvador for the duration of the project (five years).

Responsibilities:

* Launch programs to increase personal security, knowledge and commitment of citizens on issues related to water supply;

* Improve the transparency of public water service providers through citizen participation initiatives such as education and public awareness through the media, social networks and other activities;

* Direct the public participation strategy of the Activity and improve public communications of service providers;

* Direct, implement and supervise initiatives for social behavior change in which young people and urban communities participate;

* Integrate gender, equity and social inclusion issues in the programming of activities.

Effective generation and use of research, data and evidence to inform design, measurement and monitoring of cross-border cooperation programs and results and to create a evidence base for cross-border cooperation;

* Promote continuous learning, strengthening and expanding cross-border cooperation through training of government counterparts;

* Develop training tools, guidelines and materials and facilitate capacity building in cross-border cooperation, community and public participation and other related issues for staff and partners involved in the planning, implementation and evaluation of cross-border cooperation interventions.

Qualifications:

* Minimum of master’s degree in Communication, Education, Public Administration, Business Administration, Social Behavior Change or another related field;

* Minimum of 10 years of experience in the development sector, with at least 7 years of design experience, planning and implementation of evidence-based South-South cooperation approaches and/or communication initiatives for consumer participation and education within the framework of international development programs;

* Minimum of 5 years in the role of high-level technical specialist in donor / development-funded programs in the Latin American region, preferably as a technical specialist for a USAID-funded or equivalent project;

* Proven trajectory leading social behavior change initiatives and engaging effectively with stakeholders, fostering collaborative learning and adaptive management, and promoting gender equality, youth promotion and social inclusion;

* Familiarity with the local context and the water sector in El Salvador;

* Professional fluidity in Spanish is required; English skills are preferred;

* Proven experience in complex, high-pressure operating environments;
