Job Description

Background

he United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme (CPIII) 2022-2025 with a focus on capacity-building of various federal and provincial public institutions in the areas of transnational organized crime and border management; criminal justice including preventing and countering terrorism; and drug demand reduction and HIV/AIDS. UNODC is also a provider of specialized assistance to Governments for addressing the legal, criminal justice and rule of law aspects at all levels.

In the context of Pakistan, the United Nations internationally recognized role and mandate on counterterrorism and criminal justice is combined with its trusted relationship with national and provincial counterparts. The programme “Preventing and Countering Terrorism” has been developed jointly by the Government of Pakistan and the United Nations Office on Drugs and Crime (UNODC) with an aim to provide sustained solutions towards security, rule of law and related challenges in general and to strengthen the processes related to pre-investigations, investigations, prosecutions and adjudication of terrorism-related cases in particular. The objectives of the program encompass enhancing the skills and knowledge of law enforcement officials, prosecutors and judges while improving coordination between provincial and federal authorities including between the National Counter Terrorism Authority (NACTA), Counter Terrorism Department (CTD) and national and provincial law enforcement agencies.

In order to assist effectively the programme implementation at all levels, UNODC Pakistan requires the services of a Senior Programme Associate who will support programme activities including training, providing equipment, compiling data on trends and monitoring and evaluation.

Assignment Objectives:

To assist the sub-programme Advisor and outcome officers in implementation, monitoring and evaluation of the programme and associated projects, the Senior Programme Associate is expected to provide support to the implementation of programme and associated project activities in coordination with the programme team.

Planning and Implementation Arrangements: The Senior Programme Associate will be based in the Country Office for Pakistan Islamabad and report to the Programme Advisor- Preventing and Countering Terrorism under the overall supervision of the Representative, Country Office Pakistan.

Payment Schedule and Rate

The Officer will be issued an SC contract in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for service contract holders.

Duties and Responsibilities

The Senior Programme Associate will be required to work closely with the federal and provincial departments and the affiliated Government ministries and national and international development partners under the overall supervision of the Advisor- Preventing and Countering Terrorism and the Representative of UNODC Country Office Pakistan: The Senior Programme Associate will undertake the following substantive duties and responsibilities

1. Assist in designing and developing planning and monitoring tools and manage the implementation of programme activities, conduct sectoral analysis, institutional assessment, stakeholder management and risk management analysis. 2. Develop and assist in managing digital databases for the programme and projects and provide technical backstopping to the stakeholders 3.Design, source and review experts’ input into programme activities, for substantive and monitoring purposes. 4. Assist in designing and developing program proposals including conceptual, methodological, operational, evaluative, and financial aspects along with monitoring reports and monthly progress reports. 5. Assist senior management in building linkages and liaison with concerned stakeholders including civil society, government departments and beneficiaries. 6. Review regular (quarterly and biannual) reports received from the Implementing partner organization and provide feedback. 7. Support in preparation and submission of quarterly/biannual/annual progress reports of the programme to donor agencies. 8. Provide assistance to the relevant outcome officers and programme advisor in the programme management. 9. Participation in planning and management periodic forums and providing necessary support to the programme. 10 .Maintain updated data and information on UNODC programmes and activities as well as on other multilateral and bilateral stakeholders’ activities for various internal and external purposes. 11. Render assistance in mobilizing goods and services and other project inputs, including preparing specifications for required goods and services and Terms of References (ToRs) for expert consultants, meetings, training programmes and workshops. 12. Any other duties as assigned by the Programme Advisor and the Representative Country Office in Pakistan

Required Skills and Experience

Education:

  •  High school (Secondary Education) with 7 years of experience or 4 years experience with Bachelor degree in the field of development studies, social/public administration, Project Management, political sciences, international relations, business administration is desirable.

Experience:

  •  Experience working in programme management and administration with national/international organization is required.
  •  Excellent verbal and written communication skills in English.
  •  Previous experience in project management, product development (MIS systems), MS Project or monitoring and evaluation.
  •  Knowledge and experience working with the Government of Pakistan.
  •  Previous experience with UN agency is an asset and desirable.
  •  Previous experience working in the domain of Planning, Monitoring and Evaluation is desirable.
  •  Ability to work under pressure and tight deadlines.
