ICT Coordinator NCAM – Tegucigalpa Honduras (Nationals Only) At Norwegian Refugee Council


1. Objective

The ICT (Information and Communication Technologies) Coordinator is responsible for planning resources, contributing to the development and implementation of services and ensuring that lessons learned are captured and shared.

2. Main Responsibilities

Team management and technical support

  • Evaluates the skills and quantitative capacity (workload) of ICT collaborators in each area office to maintain capacity appropriate to the volume and complexity of the work.
  • This referent for, or delegates at its discretion, the technical support provided to the organization’s collaborators in NCA&M, in second level and third level technical support (resolution of incidents and requests for hardware, software, networks and user queries). ) for computer equipment, office automation, networks and technological tools and NRC standard information systems.
  • Acts as a technical reference for ICT collaborators in each area office.
  • Participates in the recruitment processes of area office positions to ensure a uniform level of ICT competencies in each area.
  • Evaluates the performance of the employees directly in charge and participates in the performance evaluation of ICT colleagues in each area office as a technical reference.
  • Designs and formalizes local SOPs, based on NRC SOPs at the global level, or according to local needs, taking the initiative to identify these needs in a timely manner.
  • Identifies generic and specific training needs for general staff and ICT collaborators, and develops training plans.

Budget management:

  • Leads the process of collecting ICT budget needs for each year to contribute to the construction process of the NRC master budget at NCA&M.
  • Manages and approves budgets as assigned from each project budget up to a limit of $10,000.

IT park maintenance:

  • Ensures standardization of IT material characteristics across all area offices through NCA&M.
  • Advises purchases of ICT equipment in accordance with ICT standards and policies and actively collaborates with Logistics in the selection of suppliers and identification of ICT equipment needs.
  • Identifies the existence of new technologies applicable for the use of NRC in NCA&M (videoconferencing systems, physical networks, ergonomic devices for desks, etc.)

Security of the information:

  • Assists with the implementation of procedures and tools to ensure information security within NRC.
  • Ensures the correct use of the electronic file in O365, as well as pushes the structuring of the Filing Tree folders and that each competency, according to NRC standards.
  • Coordinates and acts as an advisor in programmatic information management work, evaluating and seeking the efficiency of data flows from the point of entry to the final deal to optimize the use of NRC resources in NCA&M, ensuring uniformity and data security.
  • Conducts periodic audits of NRC’s general information system at NCA&M to identify possible gaps and risks to which NRC would be exposed in the way it manages data and information systems.

Innovation:

  • Proactively works with the Regional/Global ICT team in the development and implementation of tools and platforms required for the operation of NRC in NCA&M.
  • Develops and maintains contacts with ICT teams in other countries and regions in order to be aware of the tools available in other operations that could serve NRC in NCA&M
  • Leads the dissemination of a culture of innovation in each area office, promoting the general effort to identify opportunities for technological innovation that facilitate work at all levels of the organization, facilitating spaces for thematic exchanges

Reports and analysis

  • Develops and maintains a ticket system for ICT problems to be resolved in NCA&M, and tracks the correct resolutions of cases reported through the help desk tool, maintaining statistics to propose avenues for structural improvements.
  • Promotes and supports local report development initiatives as requested by program or support teams

3. Professional Competencies

Competencies are important for the employee and the organization to obtain the desired results. The competencies are relevant to all staff.

  • Minimum of 3 years relevant ICT work experience in a leadership position in a humanitarian/recovery context
  • Bachelor’s degree in Computer Science or Higher Diploma in Information Technology or equivalent
  • Previous experience working in complex and volatile contexts
  • Documented results related to job responsibilities
  • Proficiency in English, both verbal and written
  • Ability to stay up to date on modern ICT trends
  • Cultural awareness and sensitivity
  • Good communication and interpersonal skills
  • Knowledge of NRC or experience in the humanitarian field will be an advantage
