1. PRESENTATION D’ASMAE

Asmae – Sister Association Emmanuelle (Asmae) is a French international solidarity NGO specializing in the development of children and young people. It operates in 8 countries: France, Egypt, Lebanon, Philippines, Burkina Faso, Madagascar, India and Ivory Coast. Independent, secular and apolitical, it is open to all. Asmae’s action aims to support vulnerable children & young people as well as their families via tailor-made and long-term support from local actors who work in the fields of education, child protection and socio-professional integration of young people. Asmae has been working in Madagascar since 2001.

The NGO works in close collaboration with local authorities and the technical services of the ministries concerned. Today, it supports around ten partner associations active in the fields of education, educational integration and child protection as well as in the training and socio-professional integration of young people in Antananarivo and Antsirabe. Currently, Asmae is implementing 4 projects (2 in Antananarivo and 2 in Antsirabe) co-financed by AFD and DCI (among others). The team is made up of around twenty employees spread across four departments: logistics, administration and finance, partnership projects and quality. The team is spread over two offices: that of Antananarivo and that of Antsirabe.

2. MISSION Attached to the Asmae Country Representative in Madagascar, the Logistics and Security Officer (CLS) ensures the operational management of the Madagascar mission, with regard to the management activities of the logistics and general services. He/she contributes to carrying out internal communication actions. To do this, the CLS monitors and ensures good coordination in terms of logistics and security between the Antananarivo Office and the Antsirabe Regional Office. Thus, the CLS works in close collaboration with the Regional Office Assistant in Antsirabe, whom the CLS will support if necessary. Le.a CLS manages and coordinates the activities of its team at the Antananarivo office (guards, drivers, cleaning lady). In addition, the.a CLS supports the management of security of offices, teams, and interventions contributing to the analysis of the security context, by participating in security monitoring in intervention areas, by leading networks and ensuring the application of local security rules and standard operational measures, in particular those related to movement and security of premises

: 3. RESPONSABILITES

3.1 Management of logistics activities and general services

➢ Ensures the logistical management of programs and the national office

– Ensures the logistical management of Asmae offices and its equipment;

– Monitors contracts for goods and services from the Country Office.

– Prepares the monthly report and monthly planning of logistics and security activities.

➢ Manages travel and the car and motorcycle fleet:

– Ensures preventive and curative maintenance of the vehicle fleet;

– Calculates, monitors, controls and reports fuel consumption;

– Ensures the fuel supply of vehicles.

3 ➢ Manages stocks – Ensures the maintenance of the Country office and its equipment;

– Ensures physical and theoretical management of stocks:

periodic inventories of supplies and fixed assets.

– Guarantees the storage conditions of the material as best as possible.

➢ Manages petty cash and purchases – Manages “petty cash” on a daily basis;

– Develops project and office purchasing plans, in collaboration with the Partnership Project Manager (RPP), project managers, technical advisors and the Administrative and Financial Officer (CAF);

– Implements purchasing plans upon request for purchasing or services;

– Ensures compliance with logistical purchasing procedures;

– Organizes the different stages of purchasing goods and services: ordering, monitoring, reception;

– Maintains the monitoring table for purchases, framework contracts, suppliers and service providers on a weekly basis;

– Ensures the monitoring of quality/price/guarantee negotiations with suppliers;

– Ensures the archiving of purchasing files;

– Supports, accompanies and trains partners in respecting logistics procedures as part of their activities.

➢ Supports security management:

– Contributes to risk analysis and the implementation/update of the security plan;

– Ensures the safe management of Asmae’s property and people on premises, during travel and crisis or incident management;

– Participates in meetings of NGO security focal points/referents;

– Is in contact with insurance companies for claims management;

– Monitors the office’s phytosanitary measures;

– Ensures monitoring of premises security providers;

– Supports training and awareness raising of employees in terms of safety (drivers, missionaries, project team)

– Contributes to the compliance of Asmae’s security practices with INSO recommendations.

➢ Support for the management of logistics activities, general services and security of the Antsirabe Regional Office in close collaboration with the Regional Office Assistant.

3.2. Human resources management :

– Ensures the management and capacity building of its employees (guards, drivers, cleaning lady) and leads its team;

– Contributes to the recruitment and integration of its employees;

– Contributes to the compliance of Asmae’s practices with the country’s regulatory framework.

3.3. Contribution to the development of the activity of the National Office:

– Participate in team meetings;

– Organizes and monitors the smooth logistics of missions/field visits from Headquarters, consultant missions and partners from other countries;

– Contributes to the implementation of external communication actions and supports (press review, interviews, agenda, and other thematic documents);

– Facilitates the integration of expatriate employees (support in finding accommodation, security/safety support).

  1. REQUIRED PROFILE

Training / Experience:

– Minimum Bac + 3 in management, management, administration or equivalent;

– Minimum 3 years of experience in an equivalent position;

– Good experience in team management;

– Experience in logistics and security management functions within international NGOs

– Experience in risk management and prevention;

– Knowledge of donor procedures Asmae – Sister association Emmanuelle – Mada 3 Professional skills required:

– Excellent oral and written communication skills in French and Malagasy;

– Mastery of purchasing procedures, inventory management, and contractual obligations;

– IT skills: perfect command of IT tools (Office pack), internet; Required personal characteristics:

– Rigor, professionalism, sense of priorities and responsibilities;

– Very good organizational and planning skills;

– Versatility, dynamism, sense of initiative

– Negotiation and proposal strength;

– Very good interpersonal skills, diplomacy;

– Ability to work in an intercultural context, both in a team and independently;

– Listening skills, adaptability and flexibility;

– Good stress management skills.

4- PRACTICAL TERMS AND CONDITIONS OF THE POSITION

Place of work: Antananarivo (Madagascar)

Status: Fixed-term contract under Malagasy law

Start date: as soon as possible (urgent)

Duration: 1 year (with possibility of renewal)

Remuneration: From 1,900,000 Ar MGA gross monthly, depending on profile and experience
