The Food and Agriculture Organization of the United Nations ( FAO ) contributes to the realization of the 2030 Program through its Strategic Framework, by facilitating the transition to more efficient agrifood systems, more inclusive, more resilient and more sustainable which allow improvements in production, nutrition, environment and living conditions ( the four improvements ), leaving no one aside.

The FAO Representative ( e ) is the accredited senior official ( e ) who represents FAO in the country. He / she directs the Organization’s programs in the country and must report on their implementation. FAO is today launching a call for candidates for the post of FAO Representative ( e ) in its country office in Tehran ( Islamic Republic of Iran ). Organizational framework

The main function of FAO country offices, which are headed by a representative of the Organization, is to assist governments in developing policies, programs and projects aimed at ensuring food security and reducing hunger and malnutrition, contributing to the development of the agricultural sectors, fisheries and forests and to use their environmental and natural resources in a sustainable manner.

The incumbent will be assigned ( e ) to the Office of the FAO Representative in Tehran ( Islamic Republic of Iran ). Hierarchical position The representative ( e ) of FAO reports to the Assistant Director-General / Regional Representative / Assistant Director-General/Regional representative and works under his general authority and supervision and, where appropriate, under the technical supervision of the Sub-regional Coordinator / Sub-regional coordinator; he/it manages and is accountable for the FAO country program and country office, as well as the resources and staff assigned to it. He / she works closely with the regional management team and receives the support of technical, administrative and operational staff from regional and / or subregional offices and from headquarters, as appropriate.The FAO Representative ( e ) also reports to the Resident Coordinator/to the Resident Coordinator on matters relating to her contributions to the United Nations country team and contributes to the implementation of the United Nations framework for cooperation in the sustainable development. Area of specialization Le/the FAO Representative ( e ) directs the activities of the Organization intended to respond to national priorities and challenges in terms of sustainable development in order to promote the implementation of the 2030 Program and promote the implementation of measures which are likely to accelerate the achievement of the Sustainable Development Goals ( ODD ), as provided for in the ( CPP ) country programming framework established in accordance with the FAO Strategic Framework and its four improvements. In this regard, he / she pays particular attention to the priority areas of the ( DPP ) Program, in particular the Hand Initiative in hand as a resource mobilization tool, accelerators such as innovation and digital development, as well as cross-cutting themes,such as gender equality and youth. He / she also piloted FAO’s contributions to the United Nations framework cooperation plans for sustainable development. Key Results The FAO Representative ( e ) heads and manages the FAO country office and represents the Organization in the country or countries with which he / she/it is accredited ( e ). He / she develops, maintains and strengthens collaboration with the government of the host country and with other key stakeholders on development and humanitarian issues. He / she is responsible for managing relations with the host country and the interests of FAO in interactions with government, international and local organizations, as well as the country’s networks and media.The FAO Representative ( e ) strictly respects the standards of conduct of the United Nations and, as a framework, promotes team spirit, inclusion and accountability of staff members and their interlocutors and interlocutors.

Essential functions He / she represents FAO and defends the activities of the Organization, and must as such:

  •  represent FAO to national authorities, partners and stakeholders in the country;

  •  lead all emergency preparedness, coordination and response activities across the country, in cooperation with the government, the United Nations country team, the humanitarian country team and sector groups, and take charge of related resource mobilization efforts.

He / she ensures, on the basis of the United Nations framework plan for sustainable development, the development and implementation of the PPC, and must as such:

  •  support the country’s efforts to achieve the SDGs, in accordance with the mandate of FAO and its Strategic Framework;
  •  lead, in accordance with national priorities and after consultation with national stakeholders and partners, the timely development of the PSC and the country work plan – in line with and on the basis of the United Nations sustainable development cooperation framework process –, as well as FAO programs, projects and / or other related activities ( strategic and normative functions, for example );
  •  conduct the analysis of the country’s situation and provide, where appropriate, up-to-date information and alerts on the main events and major trends, which will also be used for the joint analysis of United Nations countries;
  •  direct FAO’s contribution to the United Nations common planning and programming frameworks ( common country analyzes, United Nations framework for cooperation for sustainable development, global appeal procedures, humanitarian action plans, flash appeals, joint programs, etc. ); help internal partners to publicize the country’s priorities and needs, advise them and facilitate the consideration of these priorities and needs in regional and organizational policies; facilitate dialogue and liaise with relevant national authorities on matters within the mandate of FAO.

He / she ensures the establishment of partnerships and the mobilization of resources, and must as such:

  •  support the operational implementation of the PSC and the United Nations framework for cooperation in sustainable development;
  •  support the establishment of effective partnerships and collaborations with governments, donors, civil society, non-governmental organizations, other organizations of the United Nations system and other international organizations;
  •  lead the mobilization of extrabudgetary resources at the country level, making the most of the specialized skills available in decentralized offices;
  •  provide support to the Resident Coordinator / Resident Coordinator and the Coordinator/to the Humanitarian Coordinator in the context of the United Nations strategic positioning in the country and the joint efforts of the United Nations system to mobilize resources.

  •  strengthen compliance with legal, statutory or regulatory obligations, FAO ethical standards and its internal human resources rules and policies, in particular by enforcing the FAO zero tolerance policy with regard to sexual harassment, sexual exploitation and abuse, as well as the Organization’s gender policy; promote the training and well-being of staff members;
  •  identify and put in place effective and efficient control mechanisms capable of providing a better response to the operational risks incurred in the pursuit of the objectives of FAO, in particular by preparing and implementing anti-fraud plans;
  •  guarantee and improve the reliability, usefulness and timeliness of financial and non-financial information;
  •  reduce the loss and waste of goods and resources, whether due to poor orientation of efforts, avoidable errors, mismanagement, abuse or fraud;
  •  ensuring that a gender focal point is appointed, in accordance with the requirements of FAO policy in this area;

THE CANDIDATE ( E ) WILL BE SELECTED ( E ) S ACCORDING TO THE CRITERIA Minimum conditions to be fulfilled

  •  Higher level university degree in a field linked to the activities of the Organization ( agriculture, forestry, fishing or rural development, for example )
  •  Ten years of experience in planning, formulating, implementing, monitoring and evaluating field programs
  •  Practical knowledge of English ( current knowledge – level C ) and average knowledge ( intermediary – level B ) from another of the official languages of FAO ( Arabic, Chinese, Spanish, French or Russian ).

Technical / functional skills

  •  Experience in at least two duty stations or areas of activity, particularly in the field, is essential, both in program areas and in relations with governments.
  •  Extent and relevance of experience in developing and managing field programs in countries from conception to execution ( definition, formulation, analysis, planning, implementation, monitoring and evaluation of programs and projects ).
  •  Scope and relevance of experience in coordinating and / or managing technical cooperation projects and programs, including emergency programs, resumption of activities and recovery.
  •  Proven experience in resource mobilization.
  •  Scope and relevance of experience in negotiation and cooperation with national governments, intergovernmental organizations and other institutions and with regard to the establishment of joint collaboration networks and programs.
  •  Current knowledge ( current knowledge – level C ) of another FAO language or Farsi will be an asset.
