ORGANIZATIONAL CONTEXT

In Zimbabwe, WFP has a strong track record of delivering food assistance and managing supply chains during crises, while building resilience to shocks among vulnerable communities. The July 2022-December 2026 Country Strategic Plan (CSP) provides a road map to promote shock-responsive social protection and sustainable and resilient food systems. The July 2022-December 2026 articulates collaborative efforts to better anticipate future needs, improve data and forecasting and strengthen livelihoods and local capacities to withstand, respond to and adapt more readily to sudden or chronic stresses. WFP will support informed decision making on food security and nutrition in Zimbabwe, and will integrate nutrition, gender, protection and inclusion, youth engagement, technological innovation and decentralized zero hunger action throughout the plan. WFP will establish new partnerships and leverage existing ones to their full potential, including those with the other Rome-based and other United Nations agencies.

WFP Zimbabwe’s July 2022-December 2026 CSP focuses on the below areas:

  •  Social and humanitarian assistance for food-and nutrition-insecure populations in targeted rural and urban areas.
  •  Support to urban food insecure households for resilient livelihoods.
  •  Support to rural communities for climate resilient livelihoods, sustainable management of natural resources and enhanced participation in local markets and value chains.
  •  Collaboration with national actors to enhance capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food and nutrition security.
  •  Services to humanitarian and development actors in Zimbabwe so they can implement their programmes and provide support to their beneficiaries in an efficient, effective and reliable way at all times, including during crises.

JOB PURPOSE

To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

KEY ACCOUNTABILITIES (not all-inclusive)

  •  Contribute towards the development of VAM systems, processes and plans, ensuring alignment with wider WFP policies and guidance.
  •  Provide technical guidance and support to WFP, the government and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with the WFP standards and processes.
  •  Strengthen the Country Office’s knowledge base and the understanding of food security and vulnerability issues at country level, contributing to a better preparedness and response capacity to protect the lives and livelihoods of vulnerable communities.
  •  Providing technical support to the field offices and cooperating partners in maintaining a functional market monitoring and food security monitoring systems.
  •  Contribute to the designing and implementation of assessments i.e. tools design, from planning, organising, data collection, data cleaning and report writing.
  •  Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  •  Contribute to the preparation of accurate and timely reporting on the progression of food security to enable informed decision making and consistency of information presented to stakeholders.
  •  Conduct spatial analysis, producing maps and catalogues to improve information management.
  •  Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  •  Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses. Language: Fluency (level C) in English language and knowledge of any local language.

Food Security Analysis

Demonstrates ability to conduct structured food security analysis—Identify underlying macro and micro factors impacting food security of communities and countries. Provides findings and recommendations for the programmatic response.

Food Security Monitoring

Manages the implementation of food security monitoring systems. Investigates any observed anomalies in the datasets and informs program management for operational response.

Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.)

Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.)

Food Security Assessment

Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.

Strategic Operational Understanding

Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  •  Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
  •  Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
  •  Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
