Regional Programs Manager – MENA At Internews


ABOUT THE OPPORTUNITY

The Regional Programs Manager – MENA is a management position which can be designated to act as Regional Director when required and has programmatic oversight of a regional portfolio. The RPM is part of the PMU senior leadership team, which is led by the Regional Director and also includes the Director of Business and Program Operations and/or Business Manager, and one or more RPMS. It is crucial that the leadership team collaborates and coordinates efficiently. This position directly oversees multi-country and country-specific projects; ensures quality of program deliverables; ensures grants received by Internews are properly executed; and works with a wide range of USG, European, and private funders to ensure continuity and growth of Internews programming in countries/regions of oversight.

The Regional Programs Manager reports to the Regional Director and directly supervises Country/Project Directors and other program staff to ensure effective implementation of programs. In coordination with the Headquarters-based support staff, the Regional Programs Manager provides managerial support and training to the program teams as required and acts as a strategic lead in the development of new programs, in close coordination with the Regional Director.

LOGISTICS

Internews has offices in Washington, DC and London, UK which support a hybrid workforce with staff working remotely, fully in-office, or partially remote. Ultimately, this position may be based in Washington, DC; London, UK; Jordan; or Tunisia.

DAY-TO-DAY TASKS will include:

Implementation of Existing Projects

  • Provide overall program management over a portfolio of projects, including ensuring all supervised country portfolios and regional projects are meeting their goals and recommending program adjustments, as necessary.
  • Maintain strategic awareness of major political and media developments in the countries where the supervised projects operate, as well as in the larger region.
  • Analyze projects’ results and design interventions to address project challenges.
  • Ensure that Internews fulfills reporting requirements to funders.
  • In partnership with the business support unit, monitor expenditures and finances within portfolio.

New Business Development and Strategic Initiatives

  • Design new programming in response to needs and opportunities identified in the countries of oversight, and potentially other countries or projects in the portfolio as assigned.
  • Serve as a liaison with all funders and key program counterparts.
  • Represent Internews in external meetings and on committees and serve as the primary spokesperson for regional projects with internal and external audiences.
  • Develop plans for improvement and expansion of activities in the countries of oversight.
  • Develop new projects and priorities in the region and keep abreast of program opportunities.
  • Participate in new fundraising efforts to support projects in the countries of oversight and beyond.

Staff Management and Operations

  • Provide mentorship and coaching to Country Directors/Project Manager and program support/project implementation staff as needed.
  • Establish and maintain effective and regular communications with supervised country and project leads.
  • Oversee employment planning, assign and direct work, assess performance, address complaints, and resolve personnel issues within the region. As needed, develop and track monthly schedules and strategies.
  • Liaise with HQ Administration/Accounting teams and support unit to ensure Internews policy is being upheld in the supervised regional and country offices.

Organizational Responsibilities

  • As a member of the PMU Leadership Team, the RPM may be requested to fill in as acting Regional Director, as needed.
  • Actively participate in the PMU Leadership Cohort, engaging in identifying and solving problems for the organization.

QUALIFICATIONS WE’RE LOOKING FOR

Required

  • 10+ years’ experience in international development, media, and/or nonprofit fields, with field management experience and experience in challenging operating environments strongly preferred.
  • 3+ years’ management experience, including strategic planning, resource management, and recruitment and mentoring of project management staff; experience in country-level implementation strongly preferred.
  • Proven experience managing projects funded by US and/or European agencies or international organizations.
  • English fluency in writing and speaking.
  • Previous work experience with USG programs and projects.
  • Experience creating and monitoring project budgets.
  • Experience developing successful proposals for major international donors.
  • Excellent communication skills: speaking, writing, and listening.
  • Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate.
  • Demonstrated leadership skills and ability to mentor and develop seasoned professionals.
  • Proven analytical, critical thinking, and problem-solving abilities.
  • Proven ability to work both independently and as an effective team member.
  • Proven ability to prioritize and handle multiple ongoing assignments.
  • Proficiency with MS Office.
  • Proficiency in additional languages required for the region.
  • Availability to travel up to 25% of the time.
