Organisation Background

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO provides daily support to more than 1200 NGOs operating in 17 of the world’s most insecure countries.

INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.

Job Summary

As a Human Resources Manager, you will work closely with Country Directors and HR-responsible managers providing advice and developing and implementing HR policies, practices and projects. This is a field-focused role and you will oversee human resources activities within designated specific countries or regions.

INSO is growing and we are looking for THREE Human Resources Managers, including two fluent in French. These positions are based at our Headquarters in The Hague, Netherlands and report to the Deputy Director of Human Resources. You will travel to the field occasionally for support and capacity building.

Main Responsibilities

  • Act as a partner to Country Office managers by providing advice and support across the full range of HR activities.
  • Deliver clear, effective and timely HR advice and support on employment related issues to HR-responsible managers in Country Offices.
  • Serve as the Technical Referent in the recruitment and onboarding of HR-responsible managers.
  • Provide ongoing mentoring of HR – responsible managers and ensure HR synergies across countries.
  • Provide feedback on performance objectives record (POR) of HR-responsible managers.
  • Actively participate in strategic planning at the regional level, integrating HR objectives into overall strategies.
  • Monitor and support compliance and adherence to INSO and donor regulations.
  • Follow-up on audit reports to deliver solutions to identified HR issues in Country offices.
  • Provide first line of support on employee relations issues, conducting interviews and investigations where required.
  • Act as an effective ambassador for the HR department, communicating positively and professionally with all stakeholders to develop strong working relationships.
  • With the HR team, contribute to and report on HR performance metrics to measure accomplishments and progress.
  • Promote diversity, equal opportunities and safeguarding within INSO.

Requirements

  • 5 or more years in generalist HR positions with at least 2 years in the international NGO sector.
  • At least 1 year of NGO field experience in a coordination/ management role.
  • Fluent in English.
  • Fluent in French (two positions also require French fluency).
  • Ability to drive organisational goals through HR strategies and to creatively address issues and devise solutions.
  • Policy review and development experience.
  • Ability to work collaboratively and to cultivate and sustain strong partnerships with internal and external stakeholders.
  • Strong planning and project management skills.
  • Employee relations experience.

Nice to Have

  • HR qualification or similar.
  • Experience in a regional or multi-site HR role
  • Knowledge of other languages, particularly Arabic, Spanish or Portuguese.
  • Familiarity with NGO donor regulations eg. BHA, ECHO, etc.
  • Safeguarding/PSEAH and Human Resources-related investigations experience.
  • Familiarity with INSO’s vision, mission and values.

  • Ability to work well under pressure and to manage multiple priorities.

Terms & Conditions

Fixed-term (renewable) contract based in The Hague, Netherlands, EUR 5,610 per month plus 8% vacation pay (vakentiegeld), 2.5 days annual leave per month. We provide Basic Premium Health Insurance from ONVZ. This post is eligible for a Highly Skilled Migrant visa and relocation allowance.
