Purchasing & Supply Support Mission Manager (M/F) At Expertise France


Expertise France is the public agency for international technical cooperation.

The agency operates around four priority areas:
• democratic, economic and financial governance.
• stability of countries in crisis/post-crisis situations and security.
• fight against climate change and sustainable urban development.
• strengthening of health, social protection and employment systems.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilization of technical expertise as well as a project integrator function involving public expertise and private know-how.

With an activity volume of more than 350 million euros and more than 500 projects in its portfolio in 80 countries, Expertise France is a major player in France’s policy of solidarity, influence and economic diplomacy. .

Within Expertise France, the Operations Department (DO) ensures the development and management of international cooperation projects and operations entrusted to the agency. It is made up of 8 sectoral technical departments, as well as a cross-functional support team, made up of:
• the geographic coordination unit.
• the operations management support unit.
• the organization and transformation cell.
• the contracts and purchasing unit.

SITUATION/POSITION :

Within the Operations Department, under the supervision of the Head of the “Contracts and Purchasing” Unit who defines, guides and supervises her role within the Operations Department.
The “Contracts and Purchasing” Unit provides methodological and operational support to thematic departments and project teams, on the following subjects:
• management of funding from institutional donors;
• management of implementation contracts within the framework of projects, which include purchasing contracts and subsidies. And other contracts linked to the implementation of projects
Within the framework of implementation contracts, two specializations working closely together: subsidies and purchasing and supplies.

YOUR MAIN MISSIONS:

Integrated into the “Contracts & Purchasing” Unit, the Purchasing & Supply Support Project Manager will be in charge of the following missions:

1. Develop purchasing management and monitoring tools (services/supplies/works) as part of cooperation projects.
• Deploy issues related to the supply chain within the agency, through the identification of needs and priorities for the agency, and the implementation of a capacity building plan.
• Ensure the continued development of purchasing management and monitoring tools, linked to purchasing & supply functions within thematic departments and countries of intervention.
• Ensure the development of internal training modules, linked to the priorities identified on purchasing management.
• Contribute to the evolution and strengthening of the agency’s regulatory framework for purchasing and the supply chain, in close collaboration with the Department of Legal Affairs (DAJ) and in accordance with the obligations of the agency’s donors.

2. Direct support to operational teams at headquarters and in the field
• Provide direct operational support to teams from technical departments at headquarters and in the field, as well as Expertise France offices in the field, on procurement processes and management of purchasing contracts.
• Within the network of referents on implementation contracts, lead the purchasing and supplies pillar, jointly with the Legal Affairs Department (DAJ).
• Support operational teams in setting up projects with a strong purchasing and supply component.
• Establish a pool of external experts to support purchasing management, for direct support to projects.

3. Control and monitoring of procurement within the framework of projects
• Participate in the evolution of roles and responsibilities within the agency for the validation and control circuits of procurement processes, in conjunction with the DAJ .
• Ensure feedback from control missions set up by shared support units and purchasing representatives within the project teams.
• Develop the DO control framework and tools, in conjunction with the DAJ.
• Ensure and monitor 1st level control of purchasing contracts, within the unit.

4. Capitalization and management of the activity, cross-functional projects
• Develop capitalization and monitoring tools for purchasing and supply management at the level of the Operations department.
• Participate in AFD group discussions on the capitalization of purchasing and supply activities, as well as on compliance issues.
• Contribute to the development of the agency’s operational IS tools, on the aspect of implementation contracts in close collaboration with the grant management support mission manager (cell) and the DAJ.

YOUR PROFILE ?

Experiences and skills:

  • BAC +4/5 in law (public procurement), or logistics and procurement, or project management.
  • Required experience of at least 5 years in purchasing and supply chain management, within the framework of development projects, good knowledge of public markets is a plus.
  • Coordination and information management skills, ability to set up and conduct training and capacity building.
  • Knowledge of the operational functioning of Expertise France is an asset.
  • Very good writing and presentation skills (oral and written).
  • Fluency in oral and written English.
