CONTEXT :

The Sahel-Atlantic program (SAHA) was created in 2019. Resulting from the merger of 2 programs, it operationalizes around thirty projects across the entire Development – Chronic Crisis – Humanitarian Crisis spectrum. The flagship sectors of HI’s response to the needs of the most vulnerable people and people with disabilities are the sectors of Inclusive Education, Rehabilitation, Economic Integration, Mental and Psychosocial Health, Shelter and Essential Household Items , Inclusive Humanitarian Action, Food Aid and the Logistics Platform.

YOUR MISSION :

Under the responsibility of the Regional Program Director (DP), in functional management with the operations manager (O2), and in collaboration with the country managers and managers of the technical unit, the program development specialist in the field actively contributes to strengthen the program by designing and implementing the fundraising strategy for the program. He/she helps identify funding opportunities and leads the process of developing concept notes and project proposals until their submission to donors (public institutions, foundations and the private sector).

In this context, your missions will be as follows:

Mission 1: Strategic positioning & planning

  • Monitor donor strategies and priorities at the national/regional level and identify opportunities in order to anticipate calls for proposals and tender possibilities.
  • Participate in the development and monitoring of the operational strategy, with emphasis on the fundraising action plan and internal project documents.
  • Ensure monitoring, implementation and control of the fundraising strategy.
  • Interact with identified donors and analyze their perception of HI’s current programming in order to identify their priority sectors and target fundraising efforts
  • Update the mapping of humanitarian and development actors in the country/region to follow trends and remain competitive.
  • Analyze fundraising trends and inform the program on the conversion rate, project coverage, duration and amounts obtained.
  • Coordinate fundraising efforts, particularly networking and tracking donor opportunities.
  • Liaise and mobilize team members to support fundraising efforts and organize regular meetings with Program/Country Directors
  • Coordinate with other programs/countries to gather and promote best practices and facilitate dialogue with donors.

Mission 2: Relationship management

  • Work with the Program Director and Technical Unit to strengthen the attractiveness and influence of HI, developing key relationships with relevant decision-makers in national and local organizations, donors and major international organizations;
  • Develop active and quality working relationships with donors and strategic partners in the country to identify potential consortiums.
  • Participate in platforms and meetings to increase HI’s visibility and enable the collection of information on funding opportunities.
  • Promote the technical positioning, approaches, know-how and skills of HI within relevant networks with a view to developing consortia with the support of the technical unit.
  • Develop communication documents linked to the Grant Officer such as “project sheets” and/or “donor sheets”; and develop new tools.
  • Establish a CRM policy and ensure it is updated as necessary.

Mission 3: Development of project proposals

  • Coordinate the development of the proposal, distributing tasks among key people involved in drafting the project to be submitted to the donor, in accordance with the HI proposal writing process and tools, including the development of: logical frameworks, MEAL plan , narrative description of the technical approach, planning, staffing and budgeting.
  • Ensure the coordination and framing of the proposal together with the O², the IPO/SIPO, the shared services of the headquarters, and the technical staff of the headquarters and the HI mission.
  • Proactively coordinate the participation and input of all relevant technical advisors in the development of all proposals.
  • Identify, where applicable, relevant/competitive arrangements and facilitate negotiations.
  • For consortia: ensure coordination and communication, and manage stakeholder input during project development.
  • Review the final project proposal/concept note prior to submission to verify compliance with donor guidelines and expectations, consistency between budget and technical description, and overall quality.
  • Proceed with the final submission of concept notes and project proposals to donors.
  • Coordinate and collaborate with national HI associations
  • Support the Grant Officer in drafting institutional activity reports.

Mission 4: Capacity building

  • Develop training modules on proposal writing and project cycle management for all program staff and local partners.
  • Provide training on donor rules, procedures and strategies to all program staff involved in proposal writing.

YOUR PROFILE :

  • You have general training in management and project management, in the field of international solidarity (ideally BAC +5);
  • You have at least 5 years of experience in Development or Humanitarianism and 2 years of experience as a development manager/Business Development in an NGO or operational coordinator with a strong development component;
  • You have experience in a humanitarian crisis/emergency context;
  • With excellent coordination, prioritization and organization skills, you are able to work in a team;
  • You have excellent analytical, formalization/writing and synthesis skills;
  • You have good interpersonal skills, and are able to represent and negotiate for HI.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

In Burkina Faso the living environment is pleasant, but there is still a risk of deterioration in security conditions, which restricts the freedoms of expatriates and requires everyone to be vigilant.

For expatriates, travel outside of Ouagadougou is subject to security conditions, but they have the option of driving and walking in residential areas of the city. Certain travel restrictions on foot or by bike apply at nightfall depending on the periods according to the instructions of the HAS department.

In Benin the living environment is pleasant, basic foodstuffs are easily available and transport conditions are correct. It is easy to travel in the countries of the sub-region and several airlines provide connections to Europe. However, northern Benin is affected by security constraints.

  • International contract for 12 months starting ideally from 01/07/2024
  • The international contract allows social coverage adapted to the needs of each person

  • Salary : from €2,757 gross/month depending on professional experience
  • Per diem : €536 net/month if in Ouagadougou, €586 if in Cotonou – paid in local currency on the ground
  • Hardship: €250 net/month if in Ouagadougou
  • Paid leave : 25 days per year;
  • R&R : 1 day per month in Cotonou, 5 days every 3 months in Ouagadougou
  • Post: unaccompanied
  • Coverage of transport costs, visas and transport of your personal effects
  • Accommodation: Individual supported by HI
