How can you make a difference?

Goal and Objective: Under the supervision of the Health and Nutrition Manager, the consultant will develop an oxygen dashboard for the country. This dashboard should help healthcare authorities for efficient oxygen management, oxygen related resource management, facilitate emergency response, facilitate long term planning and forecasting, promote transparency and accountability in oxygen related resource management and needs to be serves as a centralized platform for effective communication and coordination among health care workers. Overall, the development of an oxygen dashboard for a country aims to ensure effective monitoring, resource management, emergency response, planning, transparency, and communication in the context of oxygen supply and demand. It plays a crucial role in optimizing the use of oxygen resources and ensuring timely access to life-saving oxygen therapy for patients.

Activities and Tasks:

  •  The oxygen dashboard needs to provide real time monitoring of oxygen availability and usage throughout the country. It should enable healthcare authorities to tract oxygen supply, demand, and distribution across different healthcare facilities in centralized manner.
  •  It also helps in efficient resource management by providing insights into the allocation and utilization of oxygen resources. It also must enable healthcare authorities to track oxygen supply, demand, and distribution across different healthcare facilities in a centralized manner.
  •  Oxygen dashboard must have ability to play a crucial role in facilitating emergency response. It enables rapid response teams to identify areas or facilities that require immediate attention in terms of oxygen supply. This helps in prioritizing and directing resources to the area’s most in need.
  •  An oxygen dashboard also must assist in long-term planning and forecasting. By analyzing historical data and trends, it helps authorities make data-driven decisions regarding infrastructure development, capacity planning, and investments in oxygen generation and distribution systems. This ensures that the country is adequately prepared to meet future oxygen demands.
  •  oxygen dashboards need to promote transparency and accountability in the management of oxygen-related resources. It also should allow for the dissemination of real-time information regarding oxygen availability and utilization, ensuring that stakeholders and the public have access to accurate and up-to-date data.
  •  An oxygen dashboard serves as a centralized platform for communication and coordination among healthcare facilities, government agencies, and other relevant stakeholders. It facilitates the sharing of information, best practices, and guidelines related to oxygen management. This promotes collaboration and enables a more coordinated response in times of need.

Work relationships:

  •  Based within the UNICEF Sri Lanka CSD section, the consultant will report to the Health and Nutrition Manager and will work closely with the Health and Nutrition Officer, consultant in oxygen system strengthening and CSD Programme Associate.
  •  The consultant needs to coordinate and liaise with the relevant officials in the Ministry of Health and the state health sector
  •  The consultant will also work in coordination with the County Office relevant programme sections, health/oxygen experts in other Country Offices, ROSA, HQ and external partners with relation to oxygen strengthening where relevant.

To qualify as an advocate for every child you will have…

Academic qualifications:

  •  Masters in biomedical informatics, Public Health, Software Development OR relevant sector
  •  Background/familiarity with computer software development would be an added advantage

Years of experience:

  •  At least five (05) years of experience with in-country software development or related activities
  •  Hands on experience in dashboard development is strongly desired, and broader computer software experience will be considered
  •  Demonstrated experience with in-country health systems technical assistance, including digital health system development
  •  Experience in developing national health dash boards is considered as an added qualification

Language competencies: Fluency in English (written and oral) is required, along with fluency in either Sinhala (written and oral), or Tamil (written and oral).

Competencies:

  •  Computer literacy, MS Office Suite required
  •  Familiarity with, or willingness to learn national oxygen supply system
  •  Proven ability to analyze data and develop the dashboards that are of high quality
  •  Excellent written and verbal communication skills to liaise with a wide variety of audiences, good attention to detail
  •  Able to quickly understand instructions, to proactively seek clarification when needed
  •  Able to work well in a team environment
  •  Able to work independently and problem solving oriented
  •  Able to work in a multi-cultural environment and establish harmonious and effective working relationships
  •  Demonstrated communication and relationship building skills
  •  Proven capacity to work with collaborative teams across different locations and with different technical skills

Technical skills and knowledge on some or all of the following:

  •  Proven experience working in multi-stakeholder settings
  •  Experience in developing digital health systems
  •  Experience in computer software development
  •  Proven track record in interfacing with Ministry of health

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
