The International Monetary Fund’s (IMF) Communications Department (COM) is looking for a Senior Communications Officer to work in its Public Affairs Division (PU) with a focus on legislative affairs.
The Communications Department (COM) is the IMF’s center for strategic communication. It develops and coordinates the IMF’s external and internal communications strategy, shapes key messages, and advises Management and staff on how best to convey those messages. The department also monitors and responds to what is being said and written about the institution, both inside and outside the Fund.
The Public Affairs Division of COM (COMPU) is responsible for developing and fostering relationships with non-media external stakeholders (such as civil society, parliamentarians, youth organizations, think tanks, among others). The Division also develops and implements communications strategies on issues of strategic importance to the IMF, such as sovereign debt, inequality, climate change, economic resilience, and recovery from the COVID crisis. Under the supervision of the Chief of the Public Affairs Division, the candidate’s main responsibilities will include:
- Advise senior IMF staff on public engagements involving key influencers, by organizing speaking opportunities and high-level meetings for IMF Management.
- Devise and implement outreach and engagement strategies with legislatures across IMF member countries, including the U.S. Congress.
- Produce weekly newsletter updates on U.S. legislative issues that have a bearing on the IMF and its policy priorities, including scheduled hearings and decisions.
- Contribute to the implementation of the Fund’s broader communications strategy, by actively participating in regional and functional working groups and designing effective outreach strategies to external stakeholders that focus on the work of the Fund.
Qualifications
- Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in communications, international relations, politics, or a related field, supplemented by a minimum of eight years of relevant, progressively responsible work experience, is required. Alternatively, a university degree, or equivalent, and fourteen years of relevant professional experience are required.
- Meaningful legislative expertise, including knowledge of the U.S. political system and well-developed relationships with colleagues in U.S. Congress and Treasury. The ability to build and develop networks, are essential.
- Excellent oral and written communication skills coupled with good judgement, strong interpersonal skills, and an ability to communicate persuasively.
- Thorough understanding of the IMF’s goals, priorities, and operations. Deep knowledge of the global economy and financial issues, as well as an ability to analyze the latest political economic developments in the world and assess their impact on the Fund. Must have a demonstrated understanding of the role international financial institutions (IFIs) play in the international financial system. Prior work experience for an IFI or in work related to IFIs is desired.
- Proven track record of developing and delivering communications strategies as part of a team.
This is a one-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent’s performance, budget availability, and continuous business need.
