1. Background
Terre des Hommes Netherlands (TdH NL) aims to protect children by preventing and stopping child exploitation and by empowering children to make their voices count. TdH NL focuses on sexual exploitation of children, the worst forms of child labour, child trafficking and migration, sexual and reproductive health and rights, and on child protection in humanitarian crises. For each of these forms of child exploitation, TdH NL is developing and implementing projects and programmes through local partners, mainly in Asia and East Africa. In Asia, TdH NL works in Cambodia, the Philippines, Thailand, Bangladesh, India, and Nepal.
2. Consultancy Purpose and Use
The Safety for Children and their Rights OnLine (SCROL) programme has been implemented in Kenya, Cambodia, the Philippines and Nepal by TdH NL country offices and 7 local partner organisations since October 2022, with the financial support of the Netherlands Postcode Lottery. Its goal is that all children, irrespective of their gender, sexual orientation, socio-economic status, religion, ethnicity and abilities are protected from Online Child Sexual Exploitation (OCSE) in a safe family and community environment.
OCSE is a complex issue that constantly evolves depending on technological and legal developments and internet usage. There is a need to strengthen the evidence base to inform current and future programming to increase the relevance and effectiveness of interventions that aim to prevent and respond to OCSE. In 2024, TdH NL will lead the design and implementation of a research piece in the 4 countries where SCROL is implemented, in order to contribute to the evidence base on OCSE, to contribute to the implementation of the TdH NL Global Research Agenda and to inform the implementation of the SCROL programme as well as future programming.
TdH NL recognizes that children with intersecting identities e.g. gender, disability, socio-economic status, placement in alternative care or other factors influence the vulnerability of children to sexual exploitation. It is expected that the SCROL research will embed the understanding of intersectional factors and will add on to the existing evidence of the role of these factors and mechanisms that lead to victimisation of children. In alignment with our key principle that places Children at the centre, a Child Advisory group will be formed to ensure the research is relevant to children’s needs and interests and is validated and disseminated by and with children.
In this context, TdH NL is looking for a Kenya Consultant to support the implementation of the in-country
3. Specific Objectives of the Consultancy
The purpose of this consultancy is to:
- Adapt the qualitative research framework and toolkit to the country’s context, ensuring participatory child-centred research methods are used
- Organise data collection in compliance with the set quality and ethical criteria
- Produce a country findings report
Deliverables:
- Inception report including an updated country context analysis, research approach, framework, including ethical guidance and toolkit in English, and a data collection plan with the relevant stakeholders
- Draft country results and findings report
- Final country results and findings report
- Findings presentations
4. Time period and Geographical area:
- The assignment will start in May 2024 and is expected to be completed by September 2024.
- The consultant must be based in Kenya, preferably in Nairobi, Kisumu or Kilifi (project sites).
5. Scope of work
Development of research framework and ethical approval – May 2024

Pilot of tools and data collection – June, July 2024
- Submit an inception country report including an updated country context analysis, research approach, framework, including ethical guidance and toolkit in local language whenever appropriate, and a data collection plan with the relevant stakeholders i.e. target group, sampling framework, schedule and conduct data collection activities e.g. interviews/focus group discussions: 3 days
- Pilot research toolkit and proceed to adjustments in collaboration with the child advisory group: 2 days
- Coordinate and conduct data collection e.g. interviews and focus group discussions in compliance with quality and ethical standards: 10 days
- Manage data following standards set in the General Data Protection Regulation: 2 days
- Analyse data using analytical framework discussed/developed with/by the Lead: 5 days
Produce a country findings report – August 2024
- Submit a draft country results and findings report and a summary slide presentation: 8 days
- Conduct validation activities with research participants in collaboration with the child advisory group: 2 days
- Submit a final country results and findings report, integrating the feedback received from TdH NL and research participants: 1 day
- Handover all collected personal information and data to TdH NL: 1 day
Total number of estimated days: 40 days
6. Intellectual Property
All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belonging to the client, which the consultant may come into contact with in the performance of their duties under this consultancy shall remain the property of TdH NL who shall maintain exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of TdH NL.
7. Ethics and Safeguarding Policy
The consultant shall sign and abide by the TdH NL Integrity framework including Safeguarding Policy, Code of Conduct, Read and Sign the Conflict of Interest policy, and its related procedures and will be required to disclose any prior convictions and undergo or present an up to date and valid criminal background check.
8. Payment Amount and Procedure
Payment shall be made based on a monthly basis following the submission of an invoice and detailed timesheet.
9. Profile of the Consultant:
Qualifications
- Masters degree in anthropology, sociology, development studies, childhood development, international human rights law, adolescent health or education, or other relevant field.
- At least five years of qualitative research experience, including participatory and child-centred methods
- Previous experience with undertaking qualitative data collection and analysis on an issue related to child protection, children’s rights, violence against children
- Understanding on issues related to Child Sexual Abuse and Exploitation, including technology-facilitated CSEA
- Excellent ability to communicate and write both in English and Kiswahili
- Experience working with diverse workforces
- Experience in working as part of a research team
- Working knowledge of research ethics, including informed consent, data confidentiality, do no harm, child safeguarding etc.
- Demonstrated commitment to and capacity to implement a research project in compliance with TdH NL’s key principles: Children at the centre, Intersectionality and power awareness, Safety and Wellbeing
10. Supervision / Management of the Assignment
The Kenya Consultant will report to the SCROL Programme Manager and work closely with the Lead consultant.
