IMPACT AND REACH

REACH was born in 2010 as a joint initiative of two international NGOs ( IMPACT Initiatives and ACTED ) and the United Nations Program for Operational Applications by Satellite ( UNOSAT ). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency contexts, reconstruction and development. REACH facilitates the management of information for aid actors through three complementary services: ( a ) the assessment of needs and the situation facilitated by REACH teams ; b ) situation analysis using satellite imagery; c ) provision of databases and mapping facilities ( Web ) and’related expertise.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO based in Paris and present in some thirty countries.

COUNTRY PROFILE

Haiti is one of the 10 countries in the world most exposed to natural disasters. The 2021 earthquake, which struck Haiti on 14 August, had devastating effects on the livelihoods of people and infrastructure in the country. The’ cholera epidemic, which has been raging since 2010 and the’ hurricane Matthew of 2016, have also been a major crisis that has contributed to weakening Haitian resilience capacities. The current situation of socio-political tensions and other structural factors tend to increase economic and social vulnerabilities. In 2021 food security remains one of the priority issues in terms of humanitarian needs more than 4.5 million people are food insecure’.

The steady increase in gang violence in the metropolitan area of Port-au-Prince has limited movement within the city, according to the report, as well as connections with areas outside the capital. In September 2022, cases of cholera were detected in the metropolitan area of Port-au-Prince. The latest cholera outbreak in the country, which began in 2010 and lasted 9 years, left 9,000 people dead.

We are currently looking for’un(e) in charge of data (senior) to support our team in Haiti. This position is based in Panama, and it is therefore’a position that requires working remotely (remote).

FUNCTIONS

Under the direction of the coordinator/national representative of IMPACT in Haiti, the/the data officer [senior] is responsible for the production of IMPACT analysis products in Haiti, Haiti, including preparation of research design, assistance in the design of sampling methods, data analysis plans, data collection tools, etc, data cleaning scripts and processes, analysis scripts, analysis results and (if applicable) the production of web maps and information management systems. The/the data officer [senior] will provide support during the dissemination and evaluation stages of the research cycle.

RESPONSIBILITIES

The responsibilities of the data manager (TAG1> senior [ are as follows :

RESEARCH PLANNING

  • Contribute to the identification and implementation of effective and appropriate data management and analysis solutions for IMPACT research in Haiti, in accordance with the relevant IMPACT research and data guidelines.
  • Support ( according to the designation of the hierarchical manager ) the design of the sampling, the creation and management of the data collection tools ( ODK or KoBo ), training in cleaning and data management techniques, support for setting up data analysis ( specifically carried out in the R ) environment.
  • Contribute to the development of research RTOs with a focus on sampling, data collection tools, data analysis plan, and data management plan; and ;
  • Support the development of qualitative and quantitative data collection tools, ensuring that research cycle/evaluation requirements are met ;
  • In coordination with the loaded.es evaluation and relevant GIS, support the construction of the quantitative sample ;
  • Track the progress and delays of all assigned tasks throughout the entire research cycle. Ensure that delays or problems identified are reported in writing and orally in a timely manner.

IMPLEMENTATION OF THE RESEARCH

  • Where appropriate, support the identification and training of enumerators for the collection of primary data ;
  • Where appropriate, support the supervision of data collection, in accordance with agreed terms of reference (including their annexes), including data cleansing processes, and, data cleaning controls and scripts ;
  • In coordination with the assessment officer(s), document any changes in data collection that result in a change to the agreed terms of reference, ensuring that the CC/CR and IMPACT headquarters are informed and agree to the changes.

DATA MANAGEMENT, CLEANING AND ANALYSIS

  • To monitor the accuracy of the data collected in accordance with the IMPACT minimum data cleansing checklist ;
  • Control the data collected in the field, ensure their regular updating and resolve any discrepancies ;
  • To serve as a focal point for statistical analysis and quantitative reporting on evaluations.

PRODUCT WRITING

  • Ensure accurate and timely data and analytical products (such as fact sheets, charts, web maps, dashboards) are written, and, which comply with the IMPACT guidelines ;
  • Ensure that all analysis results are validated by the IMPACT headquarters prior to their external dissemination ;

EXTERNAL ENGAGEMENT

  • After validation by the supervisor, represent IMPACT in the relevant meetings and working groups ;
  • After validation by the line manager, present the results of the research to the third parties concerned in order to improve their use and impact ;

’TEAM MANAGEMENT AND CAPACITY BUILDING

In the event that the/the person responsible for the data [senior] ensures the direct management of the line to the staff :

  • Hold regular meetings with staff to assess progress in relevant research cycles and review the work plan ;
  • In coordination with the CC/CR, the RM or the specialists, organize the initiation of new staff members, and, including training in the basic technical skills in the processing and analysis of data
  • Support to CC/CR, RM or IMPACT specialists in developing and implementing capacity training plans for data processing team members and others. He/she is responsible for setting clear and personalized development goals, and designing training and mentoring plans to assist team members in their professional development.
  • Be available to provide regular support and technical support to all country office teams and units.
  • Where appropriate, support/lead the staff assessment and recruitment process in collaboration with the CC/CR and RM.

CONDITIONS REQUIRED

  • Academic Excellent academic qualifications, preferably including a master’s degree in the relevant discipline ;
  • Skills in the field of research Proven experience in the field of data science. Excellent data analysis skills.
  • Software skills Advanced knowledge of R, STATA, Python or equivalent statistical software. Proven knowledge of Microsoft Office, including Word, Excel, and PowerPoint. Knowledge of ArcGIS is an advantage.
  • Years professional experience At least 1 year of relevant work experience (2 years for senior). Experience in the highly desirable humanitarian field ;
  • Work experience in food security, nutrition, health,’EHA (water, hygiene & sanitation) an asset ;
  • Management skills Experience and skills in highly desirable team management ;
  • Communication and reporting skills Excellent communication and writing skills for writing effective reports ;
  • Ability to perform multiple tasks head-on in tight deadlines, over many research cycles ;
  • Independence level Proven ability to work independently ;
  • Intercultural working environment Ability to work in an intercultural environment requiring flexibility ;
  • Experience in the geographic region Previous experience in the Caribbean region is desirable ;
  • Language skills Mastery of French required, mastery of’anglais is an asset ;
  • Safety environment Ability to work in a complex and challenging security environment

REMUNERATION AND BENEFITS

  • For this position, the salary is between 2’040 CHF and 2’520 CHF per month (before income tax), etc., as well as a monthly subsistence allowance of 300 USD.
    • NB – IMPACT salaries are strictly determined by our salary grid according to the grade of the position and the level of education of the staff. A security adjustment and/or isolation depending on the place is then applied to take into account the fact that certain staff members have to work in difficult places where living and working conditions are much more difficult than elsewhere.
  • Accommodation and food in a guest house. Depending on the situation in the country, a contribution to a housing allowance of up to 75% of the country-specific benchmark can be considered instead.
  • Membership of a Swiss private pension fund ( Swisslife – around 9.975% of the gross salary of staff ), health insurance, life insurance and repatriation assistance
  • Accompanied status does not apply to this position.
  • Airline tickets every 6 months and visa fees covered (travel costs in the country and professional expenses are fully covered)
  • Contribution to the transport of luggage: between 20 and 100 kg, depending on the duration of the contract (+ luggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Initiation before departure – 3 days at IMPACT Initiatives headquarters in Geneva + one week of training before departure at ACTED headquarters in Paris, France, including 4-day in situ safety training; and ;
  • Registration at Research Foundation Learning Programme impact Initiatives within the first 3 months after the start of the contract.
