Consultancy for Mapping Financial Service Providers (FSPs) in Syria At Caritas Switzerland

After 12 years of the Syria crisis, Syria faces a multitude of challenges that make it one of the world’s most complex humanitarian and protection emergencies. One approach adopted for the humanitarian response since 2018 is Cash Voucher Assistance (CVA).

To strengthen the evidence on using Cash and Voucher Assistance in Syria, the HCT Cash Working Group (CWG) decided to conduct a mapping of Financial Service Providers (FSPs). The objective of the consultancy is to outline who is working in GoS Areas and providing financial services on the delivery side of MPCA for CVA actors in the country with the different options and best practices on the delivery mechanisms and the geographical areas coverage where its applicable.

The selected consultant for this task will be expected to compile the fragmented work into one unified narrative report, whilst including key informant interviews with key Cash practitioners in the country. Details are provided in the Terms of Reference.

Relevant qualifications:

  • Demonstrated knowledge of the CVA context in Syria.
  • Previous experience working in the MENA region.
  • Demonstrated work experience in Cash and Voucher Assistance (CVA), both at a strategic and technical level.
  • Knowledge of the coordination architecture.
  • Proven research, analysis and writing skills.
  • Fluency in English, Arabic is an advantage.
