After 12 years of the Syria crisis, Syria faces a multitude of challenges that make it one of the world’s most complex humanitarian and protection emergencies. One approach adopted for the humanitarian response since 2018 is Cash Voucher Assistance (CVA).
To strengthen the evidence on appropriateness and effectiveness of CVA programming in GoS Areas, the Syria HCT CWG has shown interest in conducting a study that collect evidence on the impact of cash in Syria, tracking the monitoring outcomes for the different CVA practitioners in the country. The objective of the consultancy is to outline what impact is available of outcomes on CVA programmes to brief donors, improve CVA programming and provide recommendations on building the actors capacity on monitoring CVA programmes and activities.
The selected consultant for this task will be expected to compile the fragmented work into one unified narrative and analytical report with the statistical factor. Details are provided in the Terms of Reference.
Relevant qualifications:
- Demonstrated knowledge of the CVA context in Syria.
- Previous experience working in the MENA region.
- Demonstrated work experience in Cash and Voucher assistance, both at a strategic and technical level.
- Knowledge of the coordination architecture.
- Knowledge of M&E tools and CVA Monitoring.
- Knowledge of the market monitoring tools and analysis.
- Proven research, analysis and writing skills.
- Fluency in English, Arabic an advantage.
