Advocacy Manager Mission France M/F At Doctors Without Borders


Médecins Sans Frontières , an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care. The French section is present in around thirty countries.

As part of an increase in activities, Mission France is looking for a: ADVOCACY MANAGER MISSION France M/F.

Context :

Since December 2017, Mission France has provided assistance to migrants.

It provides medical, psychological, legal and social care for people excluded from health care and advocates for access to care for vulnerable foreign people, particularly unaccompanied minors (UMAs).

Mission France currently has three projects:

– Ile de France and Marseille: the projects are focused on the multidisciplinary care (medical, psychological, social and legal) of Unaccompanied Minors.

– Calais: the project is aimed at migrants on the northern coast.

Main Mission:

The advocacy manager coordinates all of the mission’s advocacy activities, for which he/she complies with MSF policies and values ​​and follows the operational line.

He/she is part of the mission coordination team and plays the role of contact person on advocacy issues for all operational and medical teams.

Responsibilities:

In collaboration with the head of mission, the advocacy manager contributes to the overall strategy of the mission. He/she supports the head of mission and project coordinators in identifying the health needs of precarious exiles in France and understanding the institutional and political obstacles to access to care.

The advocacy manager defines the mission’s advocacy strategy. Based on his/her analysis of the French context and his/her expertise in the right to health and foreigners’ rights, the advocacy manager defines the public positioning of the mission. He/she identifies relevant targets and action levers to improve access to health for foreigners in precarious situations in France. This work is done in close collaboration with the mission’s communications manager in order to guarantee the coherence of advocacy and communication actions.

The Advocacy Manager coordinates all of the mission’s advocacy activities, ensuring that they are consistent with MSF’s policies and values. He/she coordinates the implementation of advocacy actions within the mission by providing technical support to other members of the coordination and to the project coordinators of the mission (Ile-de-France, Marseille, Calais).

The advocacy manager works in a network with other sections/missions of MSF and other humanitarian and associative actors in France . He/she initiates and participates in joint advocacy actions.

1.Define the advocacy strategy

– Ensure contextual, legislative and regulatory monitoring on the themes dealt with by the mission (migration, access to care, child protection, rights of foreigners, precariousness, etc.) in order to adapt, if necessary, the public positioning of the assignment.

– Define, in conjunction with the Head of Mission and program managers at MSF headquarters, the mission’s advocacy objectives and the actions to be implemented to achieve them.

– Identify key players and develop/maintain the mission’s institutional, political and associative network.

– Ensure monitoring and evaluation of actions carried out. Contribute to internal communication at MSF on the advocacy activities carried out by the mission (operational reporting).

2. Coordinate the implementation of the advocacy strategy

– Support coordination and project coordinators in making operational decisions by analyzing the legal and regulatory framework and the political context of the mission.

– Support the collection of data and operational information from the mission’s activities and, in collaboration with the teams, contribute to bringing them to the attention of stakeholders (writing reports/information notes, defining a argument…).

– Guarantee the appropriation, by the coordination and project teams, of key advocacy messages (drafting of internal information notes, training session, etc.).

– Work closely with the MSF France legal department (OCP) which leads all legal initiatives, developing advocacy activities around them.

– Work in close collaboration with the communications manager: the advocacy manager contributes to the communication strategy and communication actions to guarantee the coherence of the public discourse carried by the mission towards the general public and institutional and political actors.

3.Representation and spokesperson

– Participate, in agreement with the Head of Mission, in meetings with institutional actors and stakeholders: the advocacy manager requests and participates in institutional and political meetings with key actors.

– Represent the mission at public meetings: the advocacy manager identifies and participates in public events (conferences, etc.).

– Represent the France mission in the media: the communications manager can ask the advocacy manager to intervene in public communication events or as a spokesperson in the media.

– Consolidate the position of the mission within the French associative fabric: the manager identifies and joins forces with relevant inter-associative collectives and advocacy groups.

Required profile

Training: university training at Bac +4 level and above (political science, public health, institutional communication, international relations, etc.).

Experience :

  • Proven experience in advocacy
  • At least two years’ experience in an NGO
  • Good understanding of current humanitarian debates and the dilemmas and trade-offs that belong to modern humanitarian interventions.

Languages: French, English

Skills and Abilities :

  • Good knowledge of the national legal and administrative framework on “migration” and “health” themes.
  • Good knowledge of the functioning of institutions and the associative environment in France.
  • Good knowledge of the European and international legal framework on the “migration” theme.
  • Strategic vision

  • Autonomy, rigor, flexibility
  • Ability to argue and convince
  • Ability to lead meetings and speak in public. Media and public speaking experience is a plus.
  • Good interpersonal skills and appetite for teamwork.

Status: Fixed-term contract (CDD) 12 months, renewable.

Job characteristics:

  • Position based in Paris
  • The position requires occasional availability in the evening to participate in conferences or meetings with other associations
  • Regular travel to projects (Marseille, Calais and Ile de France).

Conditions :

  • €3,351.74 gross monthly over 13 months.
  • 22 days of RTT per year. Supplementary health care 100% covered by Médecins Sans Frontières.
  • Restaurant vouchers with a face value of €11.00 (60% covered by MSF).
  • 50% coverage for public transport or bicycle miles.
