The National Monitoring, Evaluation & Learning Officer reports to the RET Monitoring, Evaluation and Technical Manager in Venezuela.

Main Location

The position is based mainly in the RET National Office in the Metropolitan Area of ​​Caracas, Miranda State, with the possibility of transfers to other headquarters of the Foundation nationwide, as well as to field missions.

Main responsibilities:

Design and planning:

  • Support management in the design and supervision process of the project initiation process, the planning and relevance of the activities carried out to meet the indicators, and the project closure in close coordination with management and coordination.
  • Carry out, in coordination with the national team, the creation of databases and other instruments for data collection and/or measurement of results, which respond effectively to the project results framework.
  • Carry out the design of instruments for monitoring, follow-up, as well as for the collection of operational and contextual information/data in accordance with the requirements of the projects and local demands.
  • Supervise the alignment of intervention results and indicators with the goals and priorities of the projects and RET with local Monitoring, Evaluation and Learning assistants.
  • Plan and supervise the development of MEL tools and processes in local offices, aligned with the policies and strategies of the Monitoring, Evaluation and Technical Management.
  • Standardize the processes of collection, processing and analysis of data and information from each of the states, ensuring the quality of the data obtained.
  • Support the formulation of new proposals that are requested.
  • Consolidate useful, reliable and verifiable information for MEL’s expected performance activities and responsibilities from the states.
  • Design appropriate procedures to ensure correct loading to the different platforms required by RET, donors and OCHA (345W).
  • Develop a positive working relationship with other members of the RET team to contribute to teamwork, good communication and the achievement of objectives.
  • Ensure that the donor’s institutional image is in accordance with established guidelines.
  • Support the formulation of new national and regional proposals and initiatives.
  • Other binding tasks assigned for the proper execution of projects at the national and/or regional level.
  • Work with integrity and in accordance with the fundamental values ​​and principles of RET, ensuring compliance with the provisions of the Code of Conduct, the PSAE and the rest of the Procedures and Policies Manuals of RET and the donors.

Management, Monitoring and Control:

  • Monitor the progress of key performance indicators monthly and report timely to the Monitoring, Evaluation and Technical Management, on implementation, as well as challenges and opportunities in the states.
  • Supervise the completion of performance and accountability activities in a timely, agile and efficient manner in the states where the projects are implemented.
  • Supervise the implementation of monitoring tools and processes to ensure activities and contribute to the fulfillment of project objectives and indicators, as well as RET’s strategic objectives and contractual obligations.
  • Monitor that the performance measurement framework allows for accurate and effective quantitative and qualitative measurement of project progress and execution, through the development of baseline measurements and objectives with defined timeframes and clear indicators, feedback mechanisms to measure progress and results.
  • Systematize weekly monitoring and tracking of the progress of key performance indicators and timely report to the Monitoring, Evaluation and Technical Management on implementation in the states.
  • Guarantee the proactive use of information on the performance and results of each project in decision-making and adaptive management, based on monitoring data and as an expert in the development and use of performance boards (Dashboards) in the states.
  • Timely consolidate alerts associated with implementation challenges that affect the scope of project indicators and objectives.
  • Monitor the technical relevance of the implementation of the activities of the project(s) at the national level with a view to compliance with indicators, within the framework of the Monitoring and Evaluation Plans.
  • Consolidate periodic monitoring and feedback mechanisms for lessons learned and good practices of the project(s).
  • Ensure compliance with standards, transparency, organization and consolidation of the means of implementation and verification of the project(s) at the local and national level.
  • Use periodic verification/validation mechanisms on the quality of the information/data that feed project reports, guaranteeing compliance with institutional and consortium M&E standards.
  • Coordinate the upload of records of MEL activities of the projects carried out in RET, in the different platforms required by RET and in the humanitarian system, especially in the 345 W platform.
  • Provide key information for management in inter-institutional coordination spaces at the state and national levels.
  • Ensure the quality of monthly reports and periodic reports for the donor.
  • Systematize in a timely manner the M&E instruments and means of verification, according to the established periodic monitoring procedures and mechanisms.
  • Prepare monitoring reports on the established institutional criteria, and those that are requested. Guaranteeing the quality of weekly, monthly and periodic reports for the donor at the national level.
  • Lead at the national level the closing and presentation of the final report with the respective means of verification under the highest quality standards.
  • Provide guidance and assistance to national technical personnel for the correct implementation of procedures, measurement instruments and means of verification.
  • Contribute to periodic reports on the political, socioeconomic, migratory, and educational context, as well as trends in the country and the region to ensure that RET projects are relevant and respond to priorities and trends.
  • Work in coordination with the Monitoring, Evaluation and Technical and Project management in Venezuela to support the fluidity and implementation of the M&E Plan in the activities.

Evaluation and learning:

  • Manage independent evaluations in coordination with the MET and Project Management, guaranteeing the quality of the evaluation results, contribute or write the management responses and ensure that the projects comply with the Evaluation Policy of RET and the donors for the evaluation. intermediate and final of each project.
  • Coordinate internal and external learning processes and exchange of experiences. Systematize the information, data and means of verification required in the supervision and evaluation missions carried out by donors or auditors, information, analysis or reports on the progress made in relation to the indicators and means of verification in all projects.
  • Guarantee the organization and systematization of the information and means of verification required in projects at the national level, ensuring the necessary inputs for internal or external evaluation and learning.
  • Strengthen the capacities of the national and local team of each project and the beneficiaries (if necessary), in matters of MEL, through periodic and continuous training and training.
  • Facilitate the management of project communications, with information from the monitoring, evaluation and learning system at the national level.

Institutional guidelines and standards:

  • Carry out the development and updating of the institutional instruments of the Monitoring & Evaluation Toolbox within the established times.
  • Carry out the design of instruments for the follow-up, monitoring and implementation of the project, as well as for the collection of information/data.
  • Consolidate clear and accessible records of all official documents (project databases, proposals, reports, minutes, means of verification, etc.) of all projects, ensuring their quality.
  • Ensure that supporting information on the activities carried out at the national level is found in the digital upload folders (clouds).
  • Ensure the quality, transparency and accuracy of the information that is collected and reported from each local office.
  • Monitor that MEL activities are adequately implemented in the states.
  • In coordination with the local Monitoring, Evaluation and Learning assistants, participate in periodic meetings with the Monitoring, Evaluation and Technical Management about the progress of the project indicators.
  • Send in a timely manner the Monitoring, Evaluation and Learning instruments for validation by the MET Management, according to the established mechanisms.
  • Supervise local strategies and activities carried out in accountability with communities.
  • Prepare documents, infographics, and/or presentations requested by GMET.
  • Ensure compliance with the requirements and standards of projects related to Monitoring, Evaluation and Learning, accountability with communities, gender markers and other institutional and donor approaches and policies.
  • Promote, guide and support the incorporation of rights, protection, inclusion, diversity and gender equity approaches in all MEL actions of each project.
  • Work with integrity and in accordance with the fundamental values ​​and principles of RET, ensuring compliance with the provisions of the Code of Conduct, the PSEASH and the rest of the Procedures and Policies Manuals of RET and the donors.

Qualifications and Requirements:

  • Higher Technician or University Degree in Engineering, Geography, Social Sciences, project management, business administration, economics, statistics or related sciences.
  • Between two (2) and five (5) years of verifiable experience in similar functions working with systematization, monitoring, accountability and evaluation processes of social and/or humanitarian projects. In addition to working with populations in vulnerable situations.
  • Extensive knowledge in the application of feedback mechanisms and social and environmental safeguards.
  • Ability to solve problems, initiative, innovation, organization and communication with a demonstrated ability to interact at all levels of an organization and in all geographic areas.
  • Ability to work under pressure and with deadlines.
  • Excellent communication both written and oral. (English will be considered an advantage).
  • Demonstrated experience and knowledge, from work experience, in:
    • Mastery of data management and analysis, with solid statistical knowledge. Intermediate or advanced level Excel tools (sums and mathematical operations with parentheses, dynamic tables, filters, validations, drop-down lists, statistical functions, basic IF functions, VLOOKUP, linked sheets, graphs)
    • Excellent command of Internet-based collaborative tools (Office365, KoBo Toolbox, Google Drive, We-Transfer, Google Calendar or similar) and Microsoft Office (Word, PowerPoint and especially Excel at intermediate or advanced level).
    • Excellent writing skills (in Spanish) to prepare clear and precise MEL technical reports and reports on data, impacts, qualitative and quantitative indicators of humanitarian projects.
    • Ability to work and integrate into diverse and multicultural teams. Experience in the application of monitoring and evaluation methodologies.
    • Experience in knowledge management and institutional learning.
    • Emergency contexts, positively valuing participation in MEL in projects of this nature.
    • Excellent ability to collect, analyze and synthesize information in order to prepare reports that facilitate decision making, data analysis, programmatic reporting, strategic planning, internal controls and risk management.
    • Projects with populations in vulnerable situations in the Organization’s own lines of intervention.
    • International cooperation, non-governmental organizations, UN agencies and other international organizations, local and regional governments,
  • Venezuelan nationality or having permission to work in Venezuela (essential).
  • Immediate availability.
  • Results-oriented, with a track record of meeting objectives in a complex environment.
  • Flexibility to manage different tasks effectively and willingness to put in extra hours when necessary.
  • Availability to travel, as needed.
