Title: Recruitment of an International Technical Expert for the design and facilitation of the “system in the room” workshop for the engagement of key players in solving bottlenecks in the supply chain of inputs malaria in Cameroon

- Context
Impact Santé Afrique (ISA) is a Non-Governmental Organization based in Cameroon which has set itself the objective of contributing to improving the health of populations. She set up the “Equity Access to Malaria” initiative with the aim of increasing the involvement of civil society in the implementation of the National Strategic Plan to Fight Malaria in Cameroon.
The situation of the supply chain of inputs for the fight against malaria in Cameroon is complex. ISA in collaboration with the PNLP and the Ministry of Public Health is conducting a study on the analysis of this supply chain with the aim of documenting and clarifying the different processes, roles and responsibilities of suppliers at the national, regional and district levels. and the ASC in order to identify the different processes, highlight the bottlenecks as well as all the different actors involved. Following this activity, a workshop will be organized with all identified stakeholders to find solutions to the bottlenecks identified to ensure that the products reach the CHWs. In order to carry out this activity, the “system in the room” methodology will be used.
To do this, ISA is recruiting an International Expert who will be responsible for preparing and facilitating the “system in the room” workshop as well as training ISA and PNLP members on this methodology. This workshop will make it possible to clearly define the solutions adapted to the bottlenecks identified during the study, thus ensuring that anti-malaria inputs reach the CHWs on a regular basis, the first link in the fight against malaria at the community level.
Goals
The main objective of this consultancy mission is to organize and facilitate the “system in the room” workshop in order to find solutions to the various bottlenecks in the malaria input supply chain and enable the commitment of key players in the process.
Specifically, the International Expert will be concerned with:
- Travailler avec les consultants nationaux ayant fait l’étude sur l’analyse de la chaîne d’approvisionnement des intrants afin de ressortir conjointement les goulots d’étranglement et les acteurs clés du processus.
- Proposer une méthodologie « système dans la salle » qui sera adoptée permettant d’identifier collectivement les goulots d’étranglement et des propositions de solutions;
- Former les membres d’ISA et du PNLP sur le concept « système dans la salle » afin qu’ils puissent suivre les recommandations de la feuille de route
- Soutenir l’équipe de Impact Santé Afrique dans la préparation de l’atelier « système dans la salle » ;
- Faciliter ledit atelier,
- Proposer une feuille de route explicite pour le suivi des recommandations de l’atelier.
- Fonctions et responsabilités du consultant
Placé sous la supervision directe de la Directrice Exécutive de Impact Santé Afrique (ISA), et travaillant en collaboration avec le Chargé de projet – Plaidoyer de l’Initiative « Equité Accès Palu », l’Expert international devra mener les activités suivantes :
- Participation aux réunions de travail préliminaires avec l’équipe d’ISA, les consultants nationaux et d’autres partenaires dans le cadre de cette mission ;
- Former les membres de l’équipe d’ISA et du PNLP sur la méthodologie « système dans la salle »
- Organiser et animer l’atelier « système dans la salle » pour l’identification conjointe des goulots d’étranglement et la recherche de solutions
- Elaboration d’une feuille de route détaillée pour le solutionnement des goulots d’étranglement de la chaîne d’approvisionnement identifiés intégrant les stratégies adaptées au contexte local et les acteurs clés;
- Rédaction et soumission de son rapport de fin de mission.
Principaux résultats et livrables attendus :
- La formation des équipes d’ISA et du PNLP sur la méthodologie « système dans la salle » est effectuée,
- L’organisation et la facilitation d’un atelier « système dans la salle » avec une participation active des principaux acteurs clés liés à la chaine d’approvisionnement en intrants antipaludiques du Cameroun ;
- L’établissement d’une feuille de route pour l’engagement des acteurs clés de la chaîne d’approvisionnement ;
- Un rapport de fin de mission rédigé, validé et déposé auprès de l’ONG Impact Santé Afrique (ISA).
1. Période de la mission d’expertise
Cette mission de consultation se déroulera du 15 au 26 juillet 2024.
2. Profil du candidat
L’expertise souhaitée portera sur le recrutement d’un expert international dont les qualifications et compétences sont présentées comme suit :
- Diplôme dans un ou plusieurs des domaines suivants : Master en Gestion des projets, Santé Publique/Santé Communautaire, sciences sociales, sciences du développement ou spécialisation équivalente ;
- Expérience avérée dans la conception et la facilitation des ateliers à l’aide de la méthodologie « système dans la salle » ;
- Bonnes capacités rédactionnelles, d’analyse et de synthèse ;
- Experience in facilitating workshops with multi-sector partners in the health field, leadership qualities and skills in facilitating consensus;
- Perfect oral and written command of French and/or English;
- Perfect mastery of remote working tools.

4. Evaluation of offers
The evaluation of the offers received will be based in particular on the following criteria:
- The candidate’s experience in carrying out missions similar to those specified in these terms of reference;
- Understanding the mission’s expectations and the proposed intervention methodology;
- The proposed financial offer.
