BACKGROUND OF THE POSITION

The tandem position is created to ensure constant and solid coverage of MedCo’s position in the DRC and, at the same time, give medical coordinators the opportunity to experiment and develop analytical and strategic vision skills. which often in the mission cannot be prioritized.

The tandem will be composed of 2 candidates. The availability of candidates must be at least 2 years (24 months), during which they will work full time, with a rotating system which provides that one of them assumes the role of medical coordinator, and the other supports the cell and the mission at a distance, and that they change between them every 3-6 months (length of rotation to be defined for the candidates, the mission and the cell).

The salary conditions that apply are those of the IRFFG: full-time salary of Medical Coordinator during the entire contract period (24 months). Per diem, HCA, and other conditions relating to LTC do not apply, as long as the position is based at home for half the time (12 months).

During the time of work from the place of residence, the selected person will have to Support the activities of TESACO concerning the mission of the DRC, the CAR, Cameron or Asia on the files of:

  • Preparation of medical orders and inventory management
  • Updating Health and MEDEVAC policies
  • Filling and monitoring the HMIS
  • Specific racing implementations (as needed)

BUT PRINCIPAL

Plans, designs, manages, supervises and coordinates the overall deployment of medical content, strategies, activities and resources in missions in order to facilitate the provision of quality medical care for patients and their communities, but also to improve the health of the population , its humanitarian conditions and disease prevention. The medical coordinator ensures the appropriate implementation and management of the medical aspects of MSF projects in the mission, thus ensuring the success of the planned objectives. He works in collaboration with the Head of Mission, the Medical department and other local authorities, conforming to the values ​​and philosophy of MSF , its health policy, its protocols, its operation plans and remaining attentive to the medical and humanitarian situation in the country.

RESPONSIBILITY

  • Responsible for defining, monitoring and updating the medical component of MSF ‘s policy, annual plan and budget in the country, by analyzing the necessary health resources through exploratory missions and the implementation of the health information system. health, the development, monitoring and review of project proposals, but also the determination of the necessary resources in order to cover the medical and humanitarian needs of the population at risk. These activities will be carried out in conjunction with the community, respecting medical ethics and the quality of medical programming (relevance, effectiveness, safety, adequacy and accessibility of MSF medical missions , “best practices” in medical care). patients).
  • Responsible for ensuring that the objectives and goals set in the annual Mission plan, the CPP and the project plan in relation to the medical activities carried out by MSF are achieved.
  • In close collaboration with the HR Coordinator, participates in the planning, definition and determination of the number of medical personnel in the mission, with a view to guaranteeing the deployment of medical activities there.
  • Responsible for defining and measuring other resources (pharmacy and medical equipment management, in collaboration with logistics) and schedules, procedures and protocols, in order to effectively achieve the medical objectives of the mission.
  • Responsible for supervising and directly supporting field coordinators and medical teams in the deployment of medical activities by translating MSF ‘s health policy and identified health needs into project objectives and activities, with the aim of ensuring proper quality of medical assistance to the population and the achievement of the medical objectives of the mission.
  • Responsible for evaluating the medical team through regular assessments and identifying training needs, with a view to managing talent and improving the contribution of medical staff.
  • Responsible for the mission’s health policy and medical repatriation policy. In common with the HR coordinator, defines, updates and implements an appropriate working framework from a health policy point of view, including medical and social insurance for national and international employees covering all necessary prophylactic and preventive measures, as well as as emergency plans and structures, management of medical evacuations, with the aim of guaranteeing the health of MSF employees .
  • Responsible for the preparation of all orders of a medical nature in collaboration with the Logistics department, ensuring compliance with rules and deadlines and the application of all MSF policies .
  • Responsible for submitting all requests for local purchases of medicines and equipment to headquarters.
  • Supervises the technical aspects (from a medical point of view) and, in coordination with the Logistics Coordinator, the material aspects of the programs (quality of medicines, safety and quality of care facilities, consumption, etc.) through visits to the field regularly but also through the analysis of the difficulties encountered during the deployment (at the departmental, regional and national level); reports problems as they arise (to local authorities, the capital coordination team, field project teams and headquarters), so as to provide the necessary solutions and achieve the expected results.
  • Facilitates communication, exchange of information and active participation of all medical staff in the development of the mission, reaffirming MSF values ​​and philosophy to improve team motivation and commitment.
  • Monitor the psychological state of all mission personnel and suggest solutions to help improve issues that may affect mental health.
  • Responsible for the proper management of the pharmacy within the mission (including projects).
  • Responsible for a maximum level of safety in relation to medical aspects (biosecurity, universal precautions, occupational health and safety), through the implementation of all MSF policies, protocols and procedures ( use of condoms , blood exposure accidents, etc.).
  • Responsible for the entire medical team and its supervision at the capital level.
  • Responsible for the Mission’s medical library, informs field medical staff of all available materials and maintains all medical documents in the database.
  • Represents MSF before local medical authorities and maintains regular contact with other actors in the mission (other NGOs, local and international organizations, donors, civil and military authorities, but also other sections of MSF present in the country) in a manner to broaden the analysis of the humanitarian and medical situation, to strengthen the impact of medical intervention and to help raise awareness of humanitarian issues.
  • Contributes to the adequate training of all entry-level staff, ensuring the organization of medical briefings and debriefings for all MSF staff .

RESPONSIBILITIES SPECIFIC TO THE MSF SECTION / CONTEXT

Monitor and provide daily technical support to the RUSC medical team, in particular the RUSC PMR, to ensure that alerts are correctly followed up, that explosives are prepared and evaluated thoroughly, that interventions are executed and closed appropriately.

  • Advocacy with other actors, the DPS, and others, regarding the health needs assessed by MSF, and this in all possible platforms – bilateral, clusters, monthly meetings, etc.
  • Revision of the operational strategy of regular projects, in line with the rapidly changing dynamics of the contexts: birth of an emergency, arrival of new actors, improvement of the health situation, etc. And ad hoc proposal made.
  • Support and supervision of Deputy Medco files, with clear sharing of responsibilities
  • Define training and technical support needs, together with HR and PMR at mission level, in a coherent and justified manner.
  • Final responsibility for operational research within the mission, and ensuring that it respects medical ethics and research standards in collaboration with the technical team at headquarters.
  • Ensure that medical conventions are up to date and adjusted as necessary to ensure adequate care delivery for medical staff and patient referral centers.
  • Validates referrals to the tertiary level (patients or staff) and ensures compliance with the mission’s referral policy.
  • In collaboration with the Pharma mission, ensure the preparation of international medical orders (regular, emergency and RUSC filling) based on the activity forecasts prepared and the adaptation and needs of the mission, while respecting restrictions and operational and budget limitations.
  • Responsible for ensuring the detection and reporting of serious adverse medical events (SMAE) and the establishment of monitoring and prevention mechanisms.

Education

  • Medical degree or other paramedical studies required. A specialization in tropical medicine or a diploma in public health would be an asset.Experience
  • Professional experience of at least 6 months in the MedCo position required, as well as at least one humanitarian experience with MSF or in another NGO in a developing country.
