Who we are?

IDA is an international independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters and epidemics regardless of race, religion, gender or political affiliation.
IDA was founded in 2012 by Syrian doctors from Aleppo in response to the healthcare and humanitarian crisis in Syria.

IDA Syria is the main healthcare provider in the Northern Aleppo/Syria area, working closely with 500,000 IDPs and 700,000 host communities through 20 healthcare facilities and other health and nutrition projects

During last year, IDA has provided 1.2 million services in Heath, Nutrition, WaSH and Camp Management

Job Summary:

The WASH Programs Manager will be responsible for the planning, implementation, monitoring, and evaluation of Water, Sanitation, and Hygiene (WASH) programs within [IDA] operating in Northern West of Syria. This role requires a dynamic and results-oriented professional who can lead a team, coordinate with various stakeholders, and ensure the successful delivery of WASH interventions in a challenging and dynamic environment.

Key Responsibilities:

  1. Program Management:
    • Develop, implement, and oversee WASH programs in compliance with organization goals and objectives.
    • Create detailed work plans, budgets, and project timelines for WASH initiatives.
  2. Team Leadership:
    • Recruit, train, and manage a team of WASH professionals, ensuring their capacity building and professional development.
    • Provide guidance, supervision, and mentorship to program staff.
  3. Stakeholder Engagement:
    • Establish and maintain strong working relationships with government agencies, local partners, and other stakeholders to facilitate program implementation.
    • Collaborate with international donors and NGOs to identify funding opportunities and partnerships.
  4. Needs Assessment and Planning:
    • Conduct regular needs assessments to identify communities in need of WASH interventions.
    • Develop and adapt program strategies based on community-specific needs and priorities.
    • Secure annual plan for the Head of programs to the program outcomes and outputs expected.
  5. Monitoring and Evaluation:
    • Design and implement robust monitoring and evaluation systems to track program progress and impact.
    • Prepare and submit regular reports to head of programs, senior management and donors.
  6. Capacity Building:
    • Build the capacity of local communities in WASH practices and promote hygiene awareness.
    • Ensure community participation and ownership of WASH initiatives.
  7. Budget Management:
    • Manage program budgets, including expenditure tracking, cost control, and financial reporting.
    • Ensure efficient allocation of resources to achieve program goals.
  8. Quality Assurance:
    • Maintain program quality and adherence to international standards and best practices.
    • Ensure that WASH activities are carried out safely and sustainably.

These are skills, knowledge, and experience that are important for effective performance.

Generic professional competencies for this position:

  • Bachelor’s or Master’s degree in a relevant field (e.g., Public Health, Environmental Engineering, Development Studies).
  • Minimum of [4] years of experience in WASH program management, with a proven track record in a humanitarian or development context.
  • Experience in WASH programs implementation in an integrated way to health and nutrition sectors.
  • Excellent networking and relations with WASH cluster, and WASH active partners and UNICEF.
  • Strong understanding of WASH principles, including water supply, sanitation, hygiene promotion, and community mobilization.
  • Experience working in conflict-affected or emergency settings, particularly in Syria, is a strong advantage.
  • Excellent interpersonal and communication skills, with the ability to build strong relationships with diverse stakeholders.
  • Strong planning skills.
  • Strong leadership and management skills with a commitment to team development.
  • Proficiency in project management tools and budget management.
  • Ability and willing to cross the border to Syria if security situation allows.
  • Fluency in English and Arabic (both written and spoken).

  • Knowledge of the context in Northwest Syria
  • Good standing and reputation in the community
  • Experience working with local partners;
  • Experience in conducting assessments and monitoring activities;
