Procurement Manager M/F At Doctors Without Borders


Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care. The French section is present in around thirty countries.

As part of a replacement following a secondment to the field, we are looking for a: Procurement Manager M/F.

Mission :

The Procurement Manager is under the hierarchical responsibility of the Procurement Coordinator in the Purchasing & Supply Department.

Main responsibilities:

Warehouse and stock management:

  • Ensure the cleanliness of spaces and signal the need for intervention by cleaning teams.
  • Ensure that items are stored in storage locations.
  • Perform spot checks of physical stock levels and report inconsistencies.
  • Organize with the Technical Representatives the clearance of obsolete items and carry out their evacuation and return for recycling/destruction.
  • Participate in possible inventories.

Transit management Departure locker:

  • Upon notification from the Operator, prepare orders for land to be shipped via Departure Locker (picking, packing, documentation.)
  • Organize shipments while respecting local customs procedures for imports (pre-customs clearance times, etc.) communicated by the field teams.
  • Prepare shipments intended for missions (overpacking, transport documentation) and ensure their proper handling by expatriates.
  • Ensure the security of shipments (verification of the contents of external packages and compliance with specific procedures requested by the field.)
  • Monitor and update transit files for MSF Logistics deliveries on the Portal and prepare the necessary support for their reshipment, particularly for customs-bonded deliveries.
  • Welcome and (de-)brief volunteers responsible for transporting goods on customs procedures departing from France and entering the country of destination.
  • If necessary and after negotiation with the land, prepare in collaboration with the freight forwarder the requested shipments by air or road freight.
  • Ensure the correct receipt of items shipped to the field and update the files of the orders concerned in the tools (Portal, EBP.)
  • Carry out external reception of deliveries of supplier orders and inform the Operator.

Management of departure locker equipment:

  • Ensure the availability of supplies necessary for the operation of the Departure Locker by notifying the Operator of appointments to be restocked if necessary.
  • Help with handling bookstore orders.
  • Management of cold chain items (receipt, repackaging, incident alert)
  • Daily management of cold chain equipment (equipment control, temperature reading.)

Management of after-sales service requests (in collaboration with Technical Representatives):

  • Reception and recording of after-sales service requests and returns of equipment.
  • In interaction with the Referents, ensure primary control of the equipment received and carry out the recommended replacement if necessary.
  • Preparation and shipment of equipment for after-sales service to external service providers (TSF, IT Bordeaux.)
  • Receipt, registration and reshipment of repaired equipment to recipients in the field.
  • Maintain and update tracking tools (the tracking file on sharepoint and EBP.)

Carry out a report on your activity to the supply coordinator and missions:

  • Monitor the activity of its scope via updating adapted monitoring tables and tools (Portal, EBP.)
  • Communicate to missions information on shipments awaiting departure.

Required profile :

Experiences and training:

  • Minimum experience of 2 years in a similar position or experience in a Supply position in the MSF field.
  • Bac + 2/license level training in transport logistics.
  • Humanitarian NGO experience is a plus.

SKILLS :

  • Mastery of transport and storage logistics.
  • Mastery of Pack Office, good command of Excel and use of management software would be a plus.

Languages: French level B2, English level B1.

Required qualities :

  • Teamwork, very good interpersonal skills.
  • Rigor.
  • Ability to organize, anticipate, manage priorities.
  • Know how to work in an emergency.
  • Appetite for operational issues.

Status: 4-month full-time fixed-term contract (100%). Position based in Paris (75019).

Conditions :

€35.56K gross annual over 13 months.

22 RTT days per year. Supplementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11 (60% covered by Médecins Sans Frontières). 50% coverage of the public transport subscription.
