Organizational framework

Since January 2023 the Project “ Resilient Agriculture and Integrated Management of Water Resources in the Dominican Republic ” ( PARGIRH ) has been implemented, in the Yaque del Norte and Ozama-Isabela basins for a period of 6 years, with financing from the World Bank. The institutions in charge of the project are: INDRHI, Ministry of Agriculture ( MA ), Ministry of Environment, INAPA and MEPyD. The objective of the project is aimed at contributing to improving the sustainable management of the area of influence and access to water supply and sanitation services in the hydrographic basins benefited.

Four components make up the operational structure of the project: Component 1: Sustainable productive management of agroecosystems, Component 2: Improvement of Resilience and Management of Hydraulic Infrastructures, Component 3: Pollution reduction by improving Water Supply and Sanitation Services in Prioritized Areas and Component 4: Strengthening Project Governance and Management.

Under component 1 of PARGIRH, the Ministry of Agriculture ( MA ) as the institution responsible for the implementation of subcomponent 1.1. Sustainable production systems and subcomponent 1.2. National Soil and Water Conservation Service ( SNCSA ), requested technical assistance from the FAO office in the Dominican Republic, with a view to accompanying the technical team of the ministry in the implementation of the activities provided for in the work plan of the subcomponents under their responsibility. In this sense, in August 2023 an agreement was signed between MA, INDRHI and FAO, in order to strengthen the technical and institutional capacities of the Ministry of Agriculture in the management of natural resources in hydrographic basins,the promotion of sustainable production models and the application of effective and inclusive methodologies for the design of business plans with organizations of producers in the agricultural sector, through the model of productive alliances. It also highlights the promotion of climate smart livestock models and the promotion of soil and water conservation practices on resilient agricultural and livestock farms.

To support the implementation of this project, within the framework of the agreement signed between MA, INDRHI and FAO, it is planned to contract the position of Monitoring Specialist, Evaluation and Monitoring of projects to support the implementation of the activities foreseen in the work plan established in the aforementioned technical assistance agreement.

Hierarchical dependency

The contracted person reports directly to the General Coordinator of the Project and will work under the general supervision of the Representative of the FAO office in the Dominican Republic and will maintain a close flow of communication with the AFAOR-Programs and the AFAOR-Administration of FAODO, the Project Leader Technical Officer. Likewise, it will maintain a direct communication flow with the Ministry of Agriculture and the Coordination and Implementation Unit of PARGIRH ( UCIP ), as well as with organizations of agricultural producers and producers, and other collaborating institutions, as necessary.

The position requires movements to the provinces of the Yaque del Norte and Ozama-Isabela basins.

Tasks and responsibilities

The M&E Specialist will support the General Coordinator and the ( the ) financial manager ( a ) of the project, for organizational and reporting issues. In addition, it will be responsible for the design, implementation and maintenance of the project’s M + E system, helping to generate planning tools, monitoring and monitoring in a way that ensures effective systematization and reporting of the information produced by the project. In addition, it will be responsible for coordinating actions at the institutional level with partner entities and key public and private actors, as well as providing technical leadership to carry out the tasks set forth in the project work plan, ensuring the participation of different actors and a gender approach. For this,the person to hire will carry out the following tasks:

  •  Design and implement a monitoring and evaluation plan for the project.
  •  Ensure timely compliance with goals and indicators established in the technical assistance agreement signed between FAO, INDRHI and MA.
  •  Ensure due monitoring of the timely execution of the activities foreseen in the Project’s annual Operational Plan.
  •  Ensure the systematic collection of information, registration and monitoring of project indicators.
  •  Support the preparation of the annual Operational Plans, annual budgets, Procurement and contracting plans; provided for in the framework of the technical assistance agreement signed between FAO, INDRHI and MA.
  •  Prepare progress and final reports of the project, ensuring its delivery on time and in quality, as established in the framework of the technical assistance agreement signed between FAO, INDRHI and MA.
  •  Support actions aimed at promoting knowledge management on issues related to the project approach to promote resilient production systems and SNCSA.
  •  Provide technical and methodological leadership to carry out planning and evaluation workshops on the annual operational plans for the implementation of the Project as established a technical assistance agreement signed between FAO, INDRHI and MA.
  •  Validate, adjust and implement the instruments for collecting, storing, updating and communicating the impacts of the Project and meeting its goals.
  •  Support MA and PICU in the intermediate and final evaluation processes of the PARGIRH project.
  •  Ensure compliance with indicators related to the social and environmental safeguards established within the framework of the technical assistance agreement between FAO, INDRHI and MA, agreed with the World Bank.
  •  Support the planning and execution of project communication activities.
  •  ll ) Plan and carry out progress presentation and results evaluation workshops, when required.
  •  Support the organization of coordination and monitoring meetings of the Project.
  •  Support the design of a monitoring, evaluation and learning plan ( MEA ) for the technical extension personnel that make up the National Soil Conservation Service ( SNCS ).
  •  Carry out supervision visits, technical support and other matters derived from the operation of the Project, both to the communities and to government, academic and social organizations and agencies, when required.
  •  Support in any other project activity that is required.

THE CANDIDATES WILL BE EVALUED BASE TO THE FOLLOWING CRITERIA:

Minimum requirements

 University degree of Social Sciences, Agricultural Economics, Agricultural Engineering Engineer, Animal Production, Animal Husbandry, Environmental Sciences or related areas. Master in Planning, Monitoring, Evaluation and Knowledge Management in development projects or related areas.

 At least 5 years of experience in the design and implementation of planning, monitoring and management systems for learning applied in development and / or agricultural projects.

 Practical knowledge of Spanish ( level C ).

 Familiarity with the work and programs of FAO and / or other UN agencies working in these areas is desirable.

 Familiarity with mainstreaming and applying the gender equality approach

 Limited knowledge of English ( level B ), desirable.
