Job Description

one. Background

2. Project Description

Since 2019, the Ministry of Housing and Urban Planning (MINVU) and the United Nations Development Program (UNDP) have maintained a collaboration agreement that, in the main, is aimed at contributing to developing concrete proposals that allow progress towards urban and housing development with high standards of quality, connectivity and environmental sustainability, that promotes social and territorial integration as well as access to urban parks and green areas, always ensuring the fundamental principle of leaving no one behind, with special focus on the most vulnerable groups in society.

In order to contribute to these purposes, the MINVU Urban Development Division, through its Urban Management Department, require a professional oriented to the construction area to be part of their team to monitor and control the execution of urban projects, that allows the fulfillment of the annual investment goals, under the framework of institutional commitments.

3. Scope of work

Support the monitoring and control of technical, budgetary and administrative processes for program management, urban investment projects and studies at all scales of the Comprehensive Territorial Programs of the Department of Urban Management.

Among the functions and expected results are:

  •  Assist in the control and monitoring of the progress and fulfillment of tasks, processes and projects related to the urban management programs of the DGU.
  •  Carry out the monitoring and control of urban investment programs, projects and studies assigned to it.
  •  Monitoring and control of the technical teams of SEREMI and SERVIU in the execution of the Master Plans and urban / housing projects of the Comprehensive Territorial Programs of the Department of Urban Management.
  •  Monitoring and control of urban / housing projects to obtain approval of resources.
  •  Monitoring and control of administrative tasks derived from the performance of technical functions.

2. Assist in the management control and monitoring of progress and fulfillment of commitments and goals in the area.

  •  Monitoring and control of compliance with the strategic guidelines of urban / housing projects of the Territorial programs of the Department of Urban Management, which are assigned to it.
  •  Coordination with the Management Control and Budget team of the Urban Management Department to follow up on actions that lead to meeting the annual budget execution goal (99.1%) and other tasks that this Unit requires, within the framework of institutional commitments.

3. Support the development, performance and maintenance of the management systems applicable to the area, in particular, the quality management and process improvement system, as well as the security of institutional information.

  •  Monitor procedural improvements to organize the workflow of the processes in charge, ensuring quality, precision and time optimization.
  •  Support in the proper functioning of the quality management system that integrates.
  •  Contribute to the effectiveness and continuous improvement of institutional Information Security, safeguarding the confidentiality, integrity and availability of information assets in the processes in which it participates, consistent with its functions and responsibilities regarding the mission, strategic objectives, General Information Security Policy, specific policies, procedures and other documents of the Information Security System.

4. Carry out all the necessary actions to achieve the objective of the position and the Unit where he works.

  •  Control and monitor relevant information regarding the assigned processes.
  •  Follow up on assigned tasks and / or projects, monitoring quality to minimize errors in execution.

4. Institutional agreement

The position will be held in the DDU (Urban Development Division), in the Ministry of Housing and Urban Planning, under the direct supervision of the head of the Department of Urban Management DGU, in direct coordination with the head of the Project Unit. The working day will be full-time. On the UNDP side, administrative supervision will correspond to the respective project coordinator.

6. Minimum NPSA Ratings

Minimum academic education required

  •  Complete secondary education.
  •  Degree of graduate or professional title of Civil Engineer; Engineer Builder, Civil builder or other related to the area of construction projects and physical investment of works, will be considered favorably, but it is not a requirement.

It will be considered an advantage to have a professional degree in the mentioned areas.

Minimum years of relevant work experience

  •  Minimum 5 years (with complete Secondary or Technical Education) or 2 years (with a bachelor’s degree and / or university professional degree) of relevant experience.
  •  Experience relevant to the set of work experience that includes:
    •  Experience in the operation of the state and its regulations, in public entities such as municipalities, undersecretaries, ministries.
    •  Knowledge and experience in territorial planning instruments, such as PLADECO, sector plans, etc.
    •  Work experience in the monitoring and control of Housing and Urban Projects in their different lines and plans.
    •  Work experience related to understanding the planning of works of urban projects.

In your application, refer to the years, institutions, projects and / or experiences, according to the required experience. Years of experience above the relevant minimum indicated, will have a better evaluation.

It will be considered an advantage, in the case of professional graduates or graduates, have a minimum of 5 years of relevant work experience and 10 years in the case of minor academic training.

    •  Law 19,537 on Real Estate Co-ownership and its formalization processes.
    •  Budgetary management in public bodies related to housing, urban planning or public works.
  •  Work experience, at some level, in the design, evaluation and / or review of Housing and Urban Projects in their different lines and plans.
  •  Skills and experience in advising technical tables, workshops and participation instances, at national and regional level, in areas related to the purposes of this position.
