one. Background

2. Project Description

To achieve sustainable development, it is essential to harmonize three basic elements: economic growth, social inclusion and protection of the environment. These elements are interrelated and are all essential for the well-being of individuals and societies. A development model that does not promote this harmonization, along with other factors, causes significant impacts on natural systems, the goods and services they provide to society, clean air, water in optimal conditions for drinking and irrigation, raw materials, recreation opportunities, among others and, especially, on human communities directly linked and dependent on these systems. Furthermore, the deterioration of environmental conditions manifests itself socially and territorially in a heterogeneous way,which could increase the inequalities and vulnerability of the least favored groups in national society: boys, girls, youth, women and the elderly.

The Environment and Sustainable Development Program belonging to the United Nations Development Program (UNDP) in Chile, supports strengthening capacities to face environmental challenges at the national level, seeking and sharing best practices, providing an innovative advisory policy, and engaging partners through programs and projects that help people build sustainable ways of life. It promotes and supports participatory and articulation processes between the public, private and civil society sectors, which allow progress on an agenda for a more sustainable country. Ensures that women are included in decision-making on natural resource management in environmental initiatives,relieving their role as agents of change and promoting actions that allow them to advance in their physical, political and economic autonomy.

Thus, UNDP, in conjunction with the Chilean Ministry of the Environment, are implementing the project “ Support for the development of the strategy of Fair Socio-ecological Transition by the State in Chile ”, whose main objective is to strengthen the institutional capacities of the Chilean Ministry of the Environment to design and implement policies and measures based on the application of the Fair Socio-ecological Transition approach, for the socio-environmental recovery of environmentally vulnerable territories and sustainable water management at the river basin level.

In this context, and in the framework of the execution of the aforementioned project, UNDP requires having a TSEJ Communications Assistant, who under the supervision of the Project Coordinator and in direct relationship with the Fair Socio-ecological Transition Office of the Ministry of the Environment, will support and strengthen the implementation of the communication actions of the project, in accordance with the scope indicated in these Terms of Reference.

3. Scope of work

The general objective of this position is to provide communicational support to the project “ Support for the development of the Fair Socio-ecological Transition Strategy for Chile ” and to the Office of Fair Socio-ecological Transition (OTSEJ) of the Ministry of the Environment, in the planning and development of communicational actions that enable and reinforce the implementation of the Fair Socio-ecological Transition approach promoted by this office, for the socio-environmental recovery of various territories of the country.

Among the functions and expected results are:

  •  Provide assistance in aspects of internal and external communication on the Fair Socio-ecological Transition processes that are promoted by the OTSEJ of the MMA or by the project. Likewise, manage or support the management of events and other activities that are required within the framework of the country’s Fair Socio-ecological Transition process.
  •  Support the preparation of proposals for strategies and communication plans, considering the programming of project activities, as well as the necessary actions for approvals and follow-ups for implementation. In particular: Strategy and communications plan for the OTSEJ and communications plan for the “ National Strategy for Fair Socio-ecological Transition ” [1], framed in the OTSEJ communication strategy.
  •  Collaborate in the implementation of the activities described in the communications plan with the counterparts of the Ministry of the Environment, either at the central level or in regions. Likewise, ensure, in relation to its areas of action, compliance with the Communication Policy of the United Nations Development Program in Chile, this in coordination with the UNDP Communications Unit through, among others, of meetings as required with this Unit in conjunction with the UNDP Environment and Inclusive Development area.
  •  Support the management of the press of local or national circulation, as well as in other documents related to this area, such as minutes, press releases, scheduling and scheduling of activities. In addition, manage or support in the preparation of graphic inputs and web content for the communication of advances or strategic issues of the OTSEJ.
  •  Report to the Project Coordinator, permanently and fluently on progress, being proactive/a in evidencing the risks that may arise for the fulfillment of the elaboration and implementation of the activities associated with its functions.
  •  Ensure compliance with a communication that integrates in a transversal way an approach of gender equality and social inclusion, in accordance with the standards of the United Nations Development Program and the Ministry of the Environment of Chile.

[1] The National Strategy will be elaborated within the framework of the project, being led by the OTSEJ and according to guidelines of the Fair Socio-ecological Transition Interministerial Committee.

4. Institutional agreement

The ( the ) contracted ( a ) will serve under the direct supervision of the Project Coordinator ( a ) and in direct relationship with the MMA Fair Socio-ecological Transition Office, as well as in coordination with the UNDP Environment and Sustainable Development area, in charge of its respective ( a ) Officer, as with the UNDP Communications Unit. Physically, the person hired will work at the Ministry of the Environment, in the city of Santiago.

6. Minimum NPSA Ratings

Minimum academic education required

  •  Complete secondary education.
  •  Degree of graduate or professional degree in communications, journalism or related field, will be considered favorably, but it is not a requirement.

It will be considered an advantage to have a professional degree in the mentioned areas.

Minimum years of relevant work experience

  •  Minimum 5 years (with Secondary Education or Complete Technique) or 2 years (with a bachelor’s degree and / or university professional degree) of relevant experience.
  •  Experience relevant to the set of work experience that includes:

– Work experience in the field of journalism, communications or public relations.

– Experience in communications on issues of environment, energy and / or sustainable development (environmental dimension).

– Work experience in the formulation and / or execution of communication plans and / or in the communicational management associated with the environmental field, in topics such as biodiversity, energy or sustainable development (environmental dimension).

In your application, refer to the years, institutions, projects and / or experiences, according to the required experience. Years of experience above the relevant minimum indicated, will have a better evaluation.

It will be considered an advantage, in the case of professional graduates or graduates, have a minimum of 5 years of relevant work experience and 10 years in the case of minor academic training.
