General objective of the position

Action contre la faim is an international non-governmental non-profit organization that was established in 1979. It is private, not political, not religious. Its objective is to combat hunger and dangerous situations that threaten women, men and children. Currently, 500 expatriates and more than 5,000 employees work for Action contre la faim in more than forty-six countries, for projects covering our four areas of work: the’alimentation, health, food security and water and sanitation management.

GENERAL OBJECTIVE OF THE POSITION

The (la) Coordinator(trice) Program Development (CDP), in close collaboration with the Deputy Country Director Programmes and the’Coordination Team, will provide oversight, monitoring and, regular monitoring and support for the management of the mission’s grant portfolio throughout the project cycle management, from the very first discussions with donors and/or strategic partners, the development of project proposals, to’s donor reports.

The CDP (la) will lead the entire’ process of developing high-quality project proposals, and donor reports in accordance with donor rules, and will follow the established internal’Action Against Hunger processes.

In order to ensure the efficiency of the processes and contract monitoring, the CDP (the) must keep the tools and grant management files up to date, including the GESPRA system (’archiving platform of’ACF projects) and keep informed of donor requirements.

Main responsibilities

  • Objective 1 : Identify, coordinate, prepare, draft and submit quality and timely proposals/concept notes, by following the validation processes of Action contre la Faim and taking into account the directives of the donors.
    • Under the direction of the Deputy Country Director and in coordination with the coordinators and technical managers, logistics, human resources and finance, the CDP (the) will design, coordinate the process, and, collect contributions, collect relevant information to write complete proposals (including narrative and other required appendices, and, such as the budget and the PPP) or concept notes to be presented to donors ;
    • This will also involve the preparation of internal work plans and donor formats, the revision of donor directives, the’writing of certain parts of the proposals, etc, the control and consistency of proposals guaranteeing a high level of quality including the logical and justified’chaining of all proposals, the revision of the’ spelling and syntax, etc, consistency between narrative and budget.
    • The (the) CDP will ensure that proposals are validated and submitted in time to donors :
    • If necessary, the (the) CDP will participate from the beginning in discussions (technical and/or strategic) with the lessor;
    • When necessary the (the) CDP will organize workshops/retreats of’ elaboration and’writing, especially for large multisectoral projects ;
    • The CDP (la) will ensure that the proposals take into account the guidelines on gender and the protection of the’environment, in accordance with the policies of Action contre la faim ;
    • The CDP (la) is actively involved in the development and assembly of consortia for the’ development of new project proposals.
  • Objective 2: Strengthen the skills of the’Extended Coordination Team (ECE) in the preparation of proposals and project reports for donors
    • During the development of concept notes and proposals, support the’ECE (coordinators and technical managers, field coordinators, project managers) on the design and the’writing of proposals, on donor guidelines and requirements (procedures, donor guidelines) ;
    • With the HR department, evaluate the skills of’ECE and organize training workshops on’ development of proposals and project reports and on project cycle management ;
    • Evaluate and update the tools for proposal and report development, and monitoring of mission contracts ;
    • Evaluate skills and accompany the Reporting Manager.
  • Objective 3 : Supervise the’ development of quality donor reports and on time
    • Supervises the Reporting Manager to ensure that donor reports are submitted in a timely manner and comply with donor requirements ;
    • Supervises the Reporting Manager to ensure the updating of donor reporting schedules and ensures that all concerned are informed of their contribution ;
    • Facilitates the coordination of the Reporting Manager with the financial coordinator (financial report) and with the DPA (narrative report) ;
    • Liaise with the headquarters or the donors in the follow-up of the reports submitted.
  • Objective 4 : Participate in donor relations and in the monitoring of the search for financing
    • In coordination with the Country Director, monitor potential funding opportunities, as and when requests are made, including donor mapping/monitoring ;
    • Establish and continuously update a database for donor guidelines and regulations, and participate in updating information sheets for major donors ;
    • Inform teams of any changes to donor guidelines and regulations ;
    • Act as a focal point for the mission for external communications with donors for all grant management and reporting issues.

Do you correspond to the profile we are looking for ?

  • Desired area of training:
    • Specific training in areas related to development and / or humanitarian aid
    • Master in one of the following technical fields: 1 ) public health, international health, nutrition; 2 ) water, sanitation, hygiene; 3 ) agricultural knowledge or an area related to food security.
  • Technical Knowledge Specific desirable :
    • Good experience in writing project proposals, donor rules, validation procedures, process coordination.
    • Good experience with development projects.
    • Project cycle management experience.
    • Ability to write project proposals and project reports in an excellent French language.
    • Communication skills with a diplomatic approach, but firm to obtain the support and contributions of colleagues involved in the production of proposals and project reports.
  • Experience :
    • Experience in a similar position in the development or cooperation sector or’emergency of at least 3 years
    • Knowledge of Action Against Hunger would be an asset.
  • Desirable computer knowledge in :
    • Good command of the Ms Office Pack.
  • Languages :
    • Excellent command of French in writing is essential
    • English and Spanish is a plus.
  • Mobility of the position :
    • National and International Mobility.

Our pay package

We propose immediate incorporation into a dynamic international organization including the following contractual conditions :

Expatriation work contract with status NOT Accompanied.

  • Duration: 12 months ( with possibility of renewal )
  • Department: Operation
  • Base: Nouakchott ( Mauritania )
  • Salary between 45,178 € – 55,016 € gross per year depending on professional experience and responsibilities.
  • This salary is divided into 12 payments and based on experience and context.
  • Housing supported by the Mission by the organization ( Guest house or Allowance for personal apartment )
  • Transport costs up to the mission taken care of by the organization.
  • Breaks d’one week with shipping costs to the reference area every 3 months and an extra of 215 € for the week.
  • 25 Working days of vacation per year with tickets supported by the organization.
  • Repatriation insurance, accident and travel and life.
