Organizational framework

The activities are part of the FAO regional project TCP 3909 “ Reduction of the impact of droughts and water scarcity on livelihoods and food security without leaving anyone behind ”. The Project will generate regional public goods through participatory processes around 4 essential products to reduce the impact of droughts and water scarcity on agricultural production and SAN.

This mission is specifically framed in product 3: “ Governments have the knowledge and tools to promote transformative innovations to reduce the impact of droughts and water scarcity on agricultural production and SAN.

The work is part of FAO Regional Initiative 3 “ Sustainable and Resilient Agriculture ” for the Latin American and Caribbean region. This initiative responds to the demand for technical assistance from the countries of the region in critical areas for their agri-food systems.

Further, the Project is part of the Emergency and Resilience program of the FAO regional office for Latin America and the Caribbean that seeks to prevent and reduce the impact of disasters and crises that can affect food security and agricultural livelihoods through resilient and better prepared agri-food systems.

Hierarchical dependence

The owner will report to the Emergency Team Coordinator, Risk Management and Resilience of the FAO Regional Office for Latin America and the Caribbean and will work together with the task force ( task force ) of the project made up of specialists in water, disaster risk management, climate change. Agrometeorology, gender, and focal points in the country offices where the experts are consulted.

Field of specialization

The/the specialist will be in charge of identifying transformative approaches to reduce drought impacts and water scarcity that have contributed or may contribute to reducing impacts on production and SAN without leaving nobody behind. Specifically, it should be in charge of identifying these experiences, analyzing them from a scale in the Latin American and Caribbean region, and socializing them at a technical and political level.

Tasks and responsibilities

The professional will have the following responsibilities:

  •  Develop and implement a methodology for a participatory process to identify experiences of implementing transformative approaches to reduce drought impacts and water scarcity that have contributed or may reduce impacts on the agricultural production and SAN: combining desk research, interviews and technical dialogue and working with an FAO interdisciplinary team.
  •  Prepare a document systematizing the process of applying the methodology.
  •  Prepare a document for the systematization of experiences: describing governance / institutional architecture, implementation model, instruments, budgets and technical ingredients.
  •  Organize, facilitate and prepare technical content for face-to-face conversation with experts.
  •  Sistematización del conversatorio: elaborar un reporte del conversatorio enfocado en la discusión y resultados.
  •  Elaborar documento de policy brief con recomendaciones de políticas públicas a nivel regional, a partir del conversatorio.
  •  Colaboración en agenda/metas del programa de Emergencias y Resiliencia FAO RLC: Contribuir, a través de las actividades del producto, al fortalecimiento de la agenda del programa de Emergencias y Resiliencia de FAO RLC.

LOS CANDIDATOS SERÁN EVALUADOS CON ARREGLO A LOS SIGUIENTES CRITERIOS:

Requisitos mínimos

  •  Título de grado en geografía, agronomía, ingeniería en recursos hídricos, ingeniería en recursos renovables, ciencias sociales o profesiones afines.
  •  5 años de experiencia en temas de gestión de recursos hídricos
  •  1 año mínimo de experiencia en planificación territorial
  •  Deseable experiencia en agricultura y/o sequía.
  •  Nivel de español nativo, inglés intermedio.
  •  Deseable nivel de inglés avanzado.
  •  Nacional o residente con permiso de trabajo regular en el País en que prestará los servicios, al ser una vacante home-based.

  •  Experiencia de trabajo en equipos multidicisplinarios.
  •  Experiencia de trabajo con actores de América Latina y El Caribe en el ámbito de la consultoría.
  •  Experiencia de facilitación de procesos de consulta y planificación multiactor.
  •  Capacidad demostrada para analizar, sintetizar y presentar información de manera clara y ordenada.
  •  Deseable experiencia de trabajo en planificación territorial.
  •  Deseable experiencia de trabajo en el sector público.
  •  Deseable experiencia y/o conocimiento de enfoque de género, enfoque intercultural y generacional.
  •  Deseable conocimiento del contexto de América Latina en relación a los temas de la mision.
  •  Disponibilidad para realizar viajes dentro de la región LAC.
