Organizational framework

The main objective of FAO offices, led by an FAO Representative, is to help governments formulate policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and use its environmental and natural resources in a sustainable way.

Hierarchical dependency

The Specialist will work under the general supervision of the FAO Representative in Nicaragua and the National Program Officer, the Senior Specialist and the technical coordinator of the project.

Field of specialization

  •  Systematize the process of construction and implementation of the Territorial Recovery and Resilience Plan in the territories of Telpaneca – Mozonte – Totogalpa, in the dry corridor and in the Karatá community, at RACCN.
  •  Build a Model for scaling up rural recovery and territorial resilience plans.

Tasks and responsibilities

Under the general supervision of the FAO Representative in Nicaragua and the National Program Officer, the Senior Specialist and the technical coordinator of the project, the holder will have the following responsibilities and/or general functions:

  •  Participate in an initial meeting with the FAO team to understand the context of the project, define the scope and specify relevant information for the systematization process.
  •  Carry out a documentary review of secondary information related to the project ( PRODUCT, CPLI, Diagnostics, Recovery Plan and Territorial Resilience PRRT ).
  •  Prepare the systematization plan, tools to apply and schedule of activities, validate it with the systematization monitoring team. All of the above must be designed from a focus on indigenous peoples.
  •  Plan and coordinate meetings with the entities participating in the PRRT implementation process ( territorial leaders, municipal governments, regional government, INSFOP, BICU ) for the collection of primary information.
  •  Develop the process and instruments for gathering field information.
  •  Prepare or facilitate the preparation of technical monitoring reports, meetings, workshops, field trips and activities related to the implementation of the project.
  •  Capture images for the audiovisual repository of the project, which make it possible to demonstrate the process of preparing the PRRT systematization.
  •  Stick to standards of transparency, objectivity and impartiality in the development of all consulting activities, in line with FAO policies.
  •  Incorporate project management principles as well as the application of FAO Social and Environmental Standards.
  •  Prepare the systematization document draft version.
  •  Prepare Model for scaling PRRTs in other territories, according to previously agreed structure.
  •  Prepare the Systematization Document and roadmap for the escalation of the Territorial Recovery and Resilience Plan ( PRRT Model ) Approved by FAO. Delivered electronically, with its annexes and photographic database.

In general: The specialist must be ready to collaborate in other activities not contemplated in the terms of reference, and that are identified as essential to achieve the objectives of the consultancy. Its headquarters will be in Managua with visits to the 4 territories to collect field information.

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree at the bachelor’s level and / or engineering in economics, agricultural economics or agronomy, sociology.
  •  Post-Grade-Courses on rural development.
  •  General experience of at least 10 years.
  •  Experience in process systematization, minimum 5 years.
  •  Practical knowledge of English Language Level A ( Basic ).
  •  Nicaraguan nationality or resident in the country with regular work permit.

Technical / functional skills

  •  Management Competences: The consultant must show skills to facilitate dialogues, participatory meetings, motivate participants, identify connectors and consensus, conflict resolution, innovative solutions.
  •  Technical Competences: It must show knowledge in operational work in the territory, especially with indigenous peoples, coordination with multiple actors, executive writing. Knowledge in rural development, adaptation and mitigation to the phenomena of climate change in Nicaragua. Knowledge of participatory planning methods. Knowledge of gender and youth approaches.
  •  Microsoft office knowledge: Word, Excel and PowerPoint.
  •  Knowledge of gender methodologies in the rural sector.
  •  Experience in working with Indigenous Peoples.
