Organizational framework
El objetivo principal de las oficinas de la FAO, dirigidas por un Representante de la FAO, es ayudar a los gobiernos a formular políticas, programas y proyectos para lograr la seguridad alimentaria y para reducir el hambre y la malnutrición, para ayudar a desarrollar los sectores agrícola, pesquero y forestal, y utilizar sus recursos ambientales y naturales de manera sostenible.
Dependencia jerárquica
El/la Especialista trabajará bajo la supervisión directa del Representante de FAO en Nicaragua, en coordinación con el/la Oficial Técnico Líder de FAO y el/la Coordinador/a del Proyecto, y en estrecha colaboración con las contrapartes de la Secretaría de Cambio Climático de la Presidencia de la República (SCCP).
Campo de especialización
– Diseñar una metodología para la identificación de brechas y necesidades por ámbito de acción (mitigación, adaptación o transversal), en atención a los requisitos de la Decisión 2/CP.17, anexo III, sección V, con las mejoras pertinentes para avanzar hacia los Informes Bienales de Transparencia (BTR). – Identificar y sistematizar las brechas y necesidades nacionales en materia de financiamiento, tecnologías y desarrollo de capacidades, así como el apoyo recibido, para enfrentar los efectos del cambio climático y contribuir a la mitigación de este, para el periodo 2015-2021.
Tareas y responsabilidades
- Elaboración de un plan de trabajo y cronograma detallado en función de los objetivos y productos contemplados, considerando el tiempo dispuesto para el desarrollo de la consultoría.
- Design of a methodology for the identification of the current state, barriers and needs for continuous improvement in the implementation of measures, improvement of transparency and periodicity of reports, and monitoring of the financing and support received, in response to the requirements of Decision 2 / CP.17, annex III, section V, following the module on Financial needs, techniques and capacity development, and support received for Biennial Update Reports, elements of the Reference Manual for the Enhanced Transparency Framework ( MTR ) under the Paris Agreement, and the Modalities, procedures and guidelines to operationalize the MTR ( CMA 3, 2021 ).
- Identificación y valoración de las principales brechas financieras y tecnológicas para la adaptación y mitigación del cambio climático, así como la brecha existente para la mejora de la transparencia climática.
- Recopilación y clasificación del apoyo recibido, destacando los flujos de financiamiento, cooperación técnica y fuentes de financiamiento durante el periodo 2015-2021, para el desarrollo de acciones relacionadas con la implementación de medidas y la elaboración de reportes. La información debe ser sistematizada y adecuada en formato tabular de acuerdo con lo sugerido en el módulo sobre Necesidades financieras, técnicas y de desarrollo de capacidades, y apoyo recibido para Informes Bienales de Actualización y en las Modalidades, procedimientos y directrices para operacionalizar el MTR (CMA 3, 2021). CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:
Minimum requirements
- University degree in Environmental Sciences, Natural Sciences, Economics or related fields. Diploma or postgraduate studies on climate change will be valued in a special way.
- Minimum general work experience of five (5) years in issues related to the environment, rural development, adaptation and mitigation to climate change.
- Practical knowledge of Spanish (level C). Limited knowledge (level B) of English will be valued.
- Nicaraguan nationality or resident in the country with a regular work permit.
