ORGANIZATIONAL CONTEXT
These jobs are found in regional offices ( RB ), country offices ( CO ), zone / field offices ( AOs / FOs ). The incumbents of these positions are generally accountable to a program policy officer or a local office manager.
At this level, the incumbents of the position are responsible for technical work, in particular planning, the implementation and coordination of activities that require a thorough understanding of the context and problems of the program / project and the ability to apply a series of guidelines / practices. They independently process a wide range of specialized program or policy support activities and may be involved in analytical work. The work done generally has a substantial impact on other parts of the program. Job holders show initiative in identifying and resolving a wide range of issues / problems, and effectively deal with unforeseen situations.They can act as technical focal points in the field of vulnerability assessment and analysis. Job holders set goals, resolve large-scale issues and unforeseen issues, supervise and supervise a team of support staff in an area of responsibility.
BACKGROUND AND OBJECTIVE OF EMPLOYMENT
WFP recognizes that gender equality and the empowerment of women are essential to the fulfillment of its mandate, which is to end world hunger and save lives during humanitarian crises. The lack of gender equality and empowerment of women exacerbates and reinforces the cause and the underlying effects of food and nutrition insecurity. WFP’s gender policy ( 2022 ) provides general guidance and guidelines for mainstreaming gender and empowering women ( GEWE ) in all activities of WFP to ensure that the diverse needs of women, men, boys and girls for food security and nutrition are taken into account. So that WFP can fulfill its commitment to the’gender equality and the empowerment of women and the effective implementation of the new Country Strategic Plan, it is essential to focus on gender mainstreaming.
Afin d’aider le bureau de pays à respecter cet engagement, en s’appuyant sur les engagements actuels en matière d’intégration de la dimension de genre et en incorporant des activités de transformation de la dimension de genre dans la programmation du bureau de pays, le PAM cherche à recruter un associé dynamique et motivé dans le domaine du genre. L’associé(e) chargé(e) des questions de genre est censé(e) soutenir la mise en œuvre du Plan d’action pour l’égalité des sexes dans le cadre du Plan stratégique de pays (PSP) du PAM au Sénégal, en étroite collaboration avec le conseiller régional pour l’égalité des sexes et la protection, et soutenir la conception et la mise en œuvre d’activités de transformation de l’égalité des sexes dans le cadre d’un partenariat mondial PAM-MCF intitulé “Renforcer les systèmes alimentaires pour promouvoir l’augmentation des possibilités d’emploi dans la chaîne de valeur pour les jeunes au Sénégal”, en étroite collaboration avec le (la) coordinateur(trice) du programme.
QUALIFICATIONS MINIMALES STANDARD
Education:
Avoir un diplôme de premier cycle (Licence ou équivalent) ou un certificat post-secondaire en sociologie, genre, droits de l’homme est souhaitable.
Experience:
- – Six (06) ans d’expérience progressive de participation à la mise en œuvre de programmes techniques relatifs au genre et à l’inclusion sociale.
- – mise en œuvre de programmes avec un niveau de responsabilité accru.
- – Fournir une contribution aux discussions sur les politiques.
- – Mise en œuvre d’un renforcement des capacités axé sur le genre..
Langue :
Maîtrise de la communication orale et écrite en anglais et en français. La connaissance d’au moins une langue locale est souhaitable.
CONNAISSANCES ET COMPÉTENCES
– Familiarité avec l’Agenda 2030 et les cibles respectives – en particulier SDG1, SDG2, SDG5 et SDG17 – et comment le travail du PAM peut contribuer à leur réalisation ;
– Connaissance du mandat du PAM
– Compréhension approfondie des concepts techniques et théoriques relatifs au genre ;
– Connaissance approfondie des principaux contextes et problèmes nationaux et régionaux ;
– Compétences analytiques quantitatives et qualitatives ;
– Capacité à produire des documents écrits de haute qualité dans la langue de travail.
– Compréhension des principes de base de l’engagement des parties prenantes avec le gouvernement et d’autres homologues au niveau national ou local.
– Appétit pour l’exploration et l’expérimentation de nouvelles idées et approches.
– Capacité à travailler de manière indépendante, en temps voulu et de manière organisée ;
– Ability to work in a team, participate in open dialogues and value the diverse opinions of others, regardless of gender, culture, background, experience or country assignment.
– Ability to manage, guide and empower teams.
– In-depth computer knowledge.
RESPONSIBILITIES:
- Develop a Gender Action Plan as part of a multi-annual value chain development and job creation project focused primarily on young people and women, Ensure that the specific Gender Action Plan for the MCF Program is inclusive with a clear implementation timeline linked to the overall project timeline
- Work as a team within the Program team and under the direct supervision of the Project Coordinator
- Actively participate in meetings of the Gender Community of Practices
- Identify qualitative research themes on youth and women themes in agricultural value chains
- Facilitate new strategic partnerships with youth and women’s associations active on the themes of defending women’s rights and women’s leadership
- Deputize for the Gender Focal Point in participating in inter-agency Gender thematic groups (GTG SNU, GTG and other working groups related to gender equality issues)
- Support the Country Office Gender Focal Point for the implementation of the global Gender Action Plan, for Gender reporting obligations in the Country Office and other gender-related tasks
- Monitor, in conjunction with the Gender Focal Point and the RAM Unit, the Gender Compendium indicators for annual reporting needs
- All other tasks directly or indirectly related to gender issues.
