About this job:
We are looking for a motivated, high-performance person with teamwork skills to occupy the position of climate change consultant in Honduras. As a climate change consultant, you will provide support in the IDB office in Honduras by preparing analytical inputs to drive sustainable development in IDB operations, seeking to meet challenges such as poverty, inequality and food insecurity, while contributing to low development in greenhouse gas emissions ( GHG ) and resilient to climate change compatible with the commitments made by Honduras under the Paris Agreement ( AP). Likewise,You will support coordination with stakeholders and capacity building to advance public policy dialogue around the implementation of the National Determined Contribution ( NDC English ) and other instruments for climate planning and investment and sustainable development in the country. All this with the aim of facilitating a better understanding of the opportunities and risks of climate change in the relevant sectors.
You will work in the Climate Change Division ( CCS ) which is part of the Climate Change and Sustainable Development sector ( CSD ). This team is responsible for incorporating the issue of climate change throughout the IDB Group. Activities include, among others: ( i ) increase access to climate finance in borrowing member countries; ( ii ) provide support to the construction of climate institutions for the implementation of relevant initiatives and projects; ( iii ) develop and disseminate useful climate knowledge to encourage a transformation towards low carbon development and resilient to the negative impacts of climate events in LAC.
This is what you will do:
- Support dialogue on sustainable development and climate change with stakeholders from government, the private sector, civil society, actors in international cooperation, and other relevant parties.
- Contribute to the technical assistance provided by the IDB to advance the Sustainable Development Agenda and policies related to addressing climate change in Honduras.
- Develop technical inputs to identify Country Development Challenges ( CDC ) linked to sustainable development, food security and the transition towards a model resilient to climate change and low in GHG emissions in Honduras, motivating its attention in the Country Strategy.
- Contribute to the operations programming process, providing technical advice for the early identification of projects that deserve close support to ensure their alignment with the AP and/or to maximize your contribution to climate change.
- Assist project teams in aligning the operation with the AP according to the methodology agreed with other Multilateral Development Banks and IDB Group sector documents; as well as in the accounting for climate and green financing, reflecting this in the Climate Change Annex of operations.
- Provide support to monitor the timely implementation of climate change and sustainable development actions in operations during the implementation phase.
- Support coordination activities with other Bank divisions and groups in efforts to incorporate climate change, disaster risk management, and sustainability into operations.
- Support the logistics management and development of technical inputs for continuous training activities in the country office around the climate change and sustainable development agenda.
- Systematize databases and technical documents related to climate change in different sectors ( energy, transport, AFOLU, etc. ) in the national context and support the generation of knowledge products.
- Support in the process of identifying sources of climate financing, application for access to them, as well as monitoring and implementation of these projects.
- Apoyar en temática relacionada con indicadores para acciones de mitigación y adaptación climática, incluyendo -entre otros- identificación de estos indicadores y metodología para su monitoreo y evaluación. Lo anterior particularmente enfocado en secuestro de carbono, reducción de emisiones, reducción de vulnerabilidad y/o aumento de resiliencia.
Esto es lo que necesitas:
- Educación: Maestría o equivalente en economía, desarrollo sostenible, ciencias políticas, desarrollo internacional u otros campos pertinentes a las responsabilidades de la función.
- Experiencia: Por lo menos cinco años de experiencia progresiva en temas relacionados a cambio climático y políticas medio ambientales. Preferencia será dada a personas con experiencia en el gobierno y/o en organismos o bancos internacionales de desarrollo, así como experiencia de campo en Honduras. Familiaridad con la preparación y/o implementación de proyectos con financiamiento climático es altamente deseable
- Idiomas: Se requiere dominio de español y de inglés, oral y escrito. Se prefiere tener conocimientos adicionales de francés y portugués.
