WFP’S MANDATE AND INTERVENTIONS IN MADAGASCAR

In Madagascar, WFP supports the government’s efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with State institutions, Non-Governmental Organizations (NGOs) and partners of the United Nations System, the WFP organizes monetary or in-kind transfers to meet the food needs of families affected by climatic hazards, provides school meals which promote access to education for girls and boys, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and their access to the market.

WFP also provides air transport service, providing humanitarian and development actors with safe, reliable and economical transport to other regions of Madagascar.

ORGANIZATIONAL CONTEXT

At this level, position holders are responsible for technical work, including planning, implementing and coordinating activities that require an in-depth understanding of the program/project context, issues and the ability to apply a series of guidelines/practices. They independently manage a wide range of specialist program or policy support activities and may be involved in analytical work. The work performed generally has a significant impact on other parts of the program.

In collaboration with the Government of the Republic of Madagascar, WFP contributes to the scaling of the integrated approach with a strong emphasis on the creation of productive assets as part of an integrated resilience project, financed by several donors including Germany (BMZ), CERF, KFW, etc. Strengthening the resilience of vulnerable communities is at the heart of WFP’s work in Madagascar. Through its new Country Strategic Plan (CSP 2024-2028), WFP is committed to building resilience so that improvements in livelihoods, food security and nutrition are not repeatedly lost in the poorest provinces and communities; more vulnerable and exposed to climate shocks.

Through integrated resilience projects, WFP and its partners help the most vulnerable populations by relying on the country’s human resources and strengthening their capacity to access food, particularly through a transfer program. monetary (cash and coupons). Ultimately, the project’s objective is to significantly improve the resilience of communities and ecosystems. WFP intends to play a very important role in achieving Sustainable Development Goals 2 and 17 in particular.

KEY RESPONSIBILITIES (non-exhaustive)

Under the overall supervision of the Program Manager and the direct supervision of the Resilience Manager, the post holder will perform the following tasks:

  • Contribute to the process of designing new project interventions to strengthen, accelerate and scale up resilience in the country office, including the preparation of project concepts, proposals and budgets.
  • Ensure budgetary monitoring of funds in the WINGS system (verification of availability, push down request for the creation of POs) and ensure monitoring of resources (monitoring of expiration dates of Grants and amenities) of resources received from different lessors ;
  • Provide project management support in the preparation of operational guidelines/standard operating procedures for resilience interventions, such as; Participatory community planning, seasonal livelihood programs; the 3PA approach;
  • Coordinate, analyze and guide partner project proposals
  • Organize periodic visits to program intervention areas and provide specific inputs and recommendations to improve the quality of program interventions due to results on the ground
  • Analyze policy and operational issues to inform program policy development needs or refine existing guidelines and procedures; support the implementation and validation of prototypes of innovative resilience-building interventions.
  • Contribute to the development of the Sub-Bureau work plan and the planning and monitoring of resilience interventions; ensure the compilation of accurate and timely reporting on activities to enable stakeholders to make informed decisions on project implementation;
  • Identify opportunities for collaboration with other institutions, particularly governmental and non-governmental, and United Nations agencies; participate in various forums and discuss innovative learning in resilience.
  • Contribute to the preparation of reports on programs and activities, absorption of funds, thus enabling informed decision-making and consistency of information presented to different stakeholders.
  • Perform any other tasks as needed

OTHER RESPONSIBILITIES

  • Lead the development of the implementation plan and tools, technical guidance and operational manuals/materials for staff and partners to guide implementation, including ensuring risk management and promotion of innovation;
  • Coordinate regular data collection, proactive monitoring of implementation and alignment with strategic direction and quality criteria, budget and deadlines in collaboration with the RAM (Research & Assessment and Monitoring) unit ;
  • Ensure the management of strategic partnerships with different actors (government, civil society, United Nations, private sector, academics*);*
  • Support WFP’s contribution to UN joint programming (UN Sustainable Development Country Framework, Integrated Strategic Framework, joint projects, etc.), coherent contribution, alignment with overall national priority and the Program 2030 and ensure effective and efficient joint programming with key United Nations Agencies and partners;
  • Strengthen collaboration and synergies between resilience, anticipatory actions, emergency preparedness measures, school feeding, emergency response, nutrition, local purchasing/SAMS (Smallholder Agricultural Market Support);
  • Contribute to resource mobilization efforts for WFP interventions, including by clearly articulating needs, priorities and WFP’s contribution and added value.
  • Represent WFP in relevant coordination and policy development mechanisms and platforms and ensure its contribution through direct participation, briefings, information products and other documents.

MINIMUM QUALIFICATIONS REQUIRED

Education :

  • Higher university degree (Master) or Engineering (Bac +5) in Agronomy, Environmental Sciences, Agroeconomics, Rural Development, Resilience, international development, international relations or undergraduate university degree with an additional 5 years of work experience in the field of rural development or international development.

Experience :

  • Have at least 5 years of professional experience, at increasingly higher levels of responsibility, including a minimum of 3 years in the areas of food security, resilience, management of natural resources on livelihoods, food value chains, research or development of social safety nets, social protection;
  • Have experience in livelihood analysis and participatory community planning;
  • Have experience coordinating activities with government officials, local stakeholders, smallholder farmer cooperatives, organizations, businesses;
  • Have professional experience in monitoring and supervising activities and training of cooperating partners or technical services;
  • Experience in policy dialogue and advocacy, as well as social safety nets.

OTHER SKILLS AND KNOWLEDGE

Language: Mastery of French and the Malagasy language as well as a very good knowledge of English.

  • Have good command of IT tools (Word, Excel, Access and Power Point etc.).

QUALIFICATIONS REQUIRED FOR ENTRY INTO THIS ROLE

  • Knowledge of priorities, policies, systems and programs in the education, health and agriculture sectors. Proven expertise in project coordination and implementation;
  • Excellent report writing and communication skills.
  • Excellent interpersonal skills to interact with various stakeholders; and advanced facilitation skills.
  • Experience working in NGOs or at the UN is an asset;
  • Ability to proactively identify and recommend areas for improvement in the design and delivery of specialist services
