Context :

The humanitarian context in the cross-border area between Burkina Faso, Mali and Niger continues to deteriorate. The deterioration of the security situation has led several thousand people from the Sahel, North, North-Central and Eastern regions to flee to neighboring towns. In addition, the presence of non-state armed groups and improvised explosive devices made roads inaccessible and hampered activities. Violence has serious consequences on fragile livelihoods and people’s ability to meet their needs, and puts a strain on already weak basic social services. More and more people are fleeing their homes in search of safety in neighboring fields or villages, sometimes several times. 2.6 million people are internally displaced in Burkina Faso (UNHCR dashboard from May 2023). In Burkina Faso, the Sahel and North-Central regions are the most affected and have the highest number of displaced people, although displacement trends are also worsening in the East and Boucle de Mohoun region. . Large-scale displacement has a significant impact on already scarce natural resources, with negative consequences on both the displaced population and host communities, thereby increasing the risk of compromising social cohesion and population protection. . In Burkina Faso, humanitarian access to populations in need and access to basic social services remain a major problem. We are witnessing a shrinking of humanitarian space in areas where humanitarian activities are concentrated.

It is in this context that the organization is looking for an Emergency Project Manager to contribute to the implementation of its emergency strategy and the coordination between the different emergency response sectors.

  1. Role et responsabilites
  • Immerse yourself in the determinants of RRM in Burkina Faso and understand the needs to strengthen staff in collaboration with the Emergency Specialist and area managers;
  • Operationalize an internal humanitarian monitoring system and connect it to the existing mechanism in the regions covered by the NRC programs;
  • Setting up an emergency team through the recruitment and training of new staff;
  • Support teams to analyze shocks, prioritize alerts and suggest NRC response positions;
  • Support teams in conducting multi-sectoral needs assessments (Exploratory Missions and MSA)
  • Support teams to conduct quality targeting;
  • Support teams in carrying out quality emergency responses within the required time frame;
  • Support teams to plan, implement and exploit the results of post-distribution/intervention evaluations in collaboration with the M&E team
  • Work in collaboration with PM/PDM Shelter-WASH, Education, ICLA and Protection to identify and help implement management specificities linked to RRM projects (logistics monitoring, budgetary management, human resources management)
  • Ensure the management of emergency projects developed in different regions in collaboration with the relevant CC PMs and Area Managers.
  • Participate in operational coordination meetings for rapid response at national and regional levels as well as monthly cluster meetings specifically (SECAL, Shelter, Wash, Education and Protection) on the emergency component.
  • Apply and enforce the rapid response guidelines in Burkina Faso;
  • Monitor response times, analyze continuously, propose avenues for improvement, and document them

Professional skills

  • Minimum of 3 years of experience as a project or program manager in the field of emergency project management
  • Minimum Master’s degree in WASH, Shelter, Education, Protection, ICLA, Livelihoods or any other relevant field of study. Expertise in the field of emergency project management
  • Experience in analyzing needs in an emergency project implementation area
  • Ability to conduct rapid multi-sector assessments
  • Ability to write quick sitreps and produce flash reports
  • Good communication skills in an emergency area
  • Documented results related to position responsibilities
  • Knowledge of own leadership skills/profile
  • Knowledge of French and English, written and oral
