A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. Intervention of the FIU in the area

The Democratic Republic of Congo, the second largest country in Africa, is now home to more than 90 million inhabitants. A population that is growing sharply and facing a prolonged multi-sector crisis. The challenges are immense, both at the epidemiological level, access to water, sanitation and health, and in terms of protection or food insecurity which affects around 26.2 million people in September 2021. .

The French Red Cross has been operating in the DRC since 1979 as part of a partnership with the Red Cross of the Democratic Republic of Congo (CRRDC). From the 2000s, the FIU has a delegation (permanent office) in Kinshasa, and mainly carries out health projects in the former Bandundu. From 2018, the organization is intensifying its interventions, with Projects focused on the Prevention and Control of Infections (PCI) of epidemiological diseases, Water Hygiene and Sanitation (WASH) measures and support for staff and health centers .

The CRF intervened in the East of the DRC in the response to the 10th Ebola epidemic to support health structures in medical Infection Prevention and Control (PCI) and WASH, consolidated during the 11th epidemic with response teams from emergency, and the Covid-19 Response in North and South Kivu.

Function

Under the responsibility of the Program Coordinator, the PPP Consortium Coordinator is responsible for the management of the consortium, planning, coordination, steering, management and reporting of the program, in collaboration with the Base Manager /Project Manager. He/she supports the entire implementation of the program. To do this, he/she ensures good collaboration between the parts of the consortium, representation of the consortium and communication between the members of the consortium and all partners (Movement and Non-Movement), the quality of interventions, the compliance with standards and policies in force by ensuring effective and efficient management of resources (human, financial, material) dedicated to the project, ensures training and capacity building for project teams and operational and technical partners, and participates in the capitalization of acquired knowledge.< /span>

Responsibilities:

  • Coordination and management of the project: he/she ensures planning, coordination, including with the consortium partners, the implementation of the project, in compliance with and application of ECHO quality standards and policies national;
  • Close support of the CEA manager, the MGRI manager, the data manager and health coordinator in the operational implementation of the 2nd and 5th results for the preparation and response to epidemics and pandemics
  • Management of the consortium coordination team, collaboration and communication between the consortium parties;
  • Technical and operational support: he/she provides formative supervision, skills transfer, deployment of tools and training of project teams;
  • Monitoring-evaluation (operational planning, data collection and analysis), reporting and capitalization of the project;
  • Financial and logistical monitoring;
  • Representation and communication.

Terms of employment

  • Type of status : expatriate
  • Type of contract : French fixed-term contract/precariousness bonus paid at the end of the contract
  • End of year bonus : equivalent to a 13th month pro-rata based on attendance time
  • Per diem : daily per diem which varies depending on the country
  • Leave : 5 weeks of paid leave/year and 21 days of recovery – Plane ticket 100% covered by the CRf for travel home/mission for leave after 6 months
  • Health coverage : CFE + Mutuelle MSH (100% covered) – 75% covered by the CRf
  • MedEvac/repatriation insurance : YES
  • Other insurance : provident insurance (death-disability)

A- FORMATION

  • Professional diploma/Master in the field of project management
  • Training relating to diseases with epidemic potential or disaster risk management appreciated
  • Training or technical knowledge in health systems in developing countries would be an asset

POSITION REQUIREMENTS

  • Proven experience in emergency program management and coordination within INGOs.
  • Experience in managing a consortium is a plus.
  • Excellent knowledge and proven experience of ECHO administrative and logistical guidelines as well as basic documents (logical framework, project proposal, M&E tool)
  • Experience in project management essential, integrating the management of human, financial and material resources.
  • Experience in an emergency epidemic response or disaster risk management program preferred
  • Have coordination, representation and partnership management skills.
  • Experience in Gender promotion/GBV prevention.
  • Experience in implementing feedback and complaints mechanisms
  • Very good knowledge of financial management
  • Excellent organizational and anticipation skills, as well as taking initiative
  • Excellent analytical and problem-solving skills
  • Good command of English (written and oral)
  • Knowledge of the South Kivu area is a plus.

SPECIFIC KNOWLEDGE:

  • Expertise on Health/GRC/CEA themes appreciated
  • Knowledge of health systems in developing countries and the DRC in particular appreciated
  • Knowledge of the specificities of the intervention of national societies of the Red Cross and Red Crescent movement.
  • Mastery of data collection and analysis tools (kobo, LQAS survey methodology).
  • Ability to develop an accountability system.
  • Experience in the region or in a similar context.
