WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

THE MISSION

As part of his mission, the candidate will have to work on four (4) projects:

  • Rapid Response Mechanism (RRM) financed by UNICEF (phase 13), the prefecture of Nana-Gribizi, Ouham Fafa (only in the sub-prefectures of Kabo and Batangafo), Kémo and Bamingui-Bangoran providing an emergency response in WASH, AME and Shelter to people affected by a shock (displacement, return, flood, epidemic, etc.).

Phase 13 of the RRM begins in May 2024 for a period of twelve months.

  • Complementary RRM project for emergency food assistance in the prefectures of Nana-Gribizi, Ouham, Kemo and Bamingui-Bangoran financed by BHA.
  • Emergency Response Project in Food Security and Livelihoods and Water Hygiene Sanitation for vulnerable people affected by armed conflicts in the Ouham prefecture in CAR under ECHO funding, implemented in Kabo from April 2024 as part of HIP 2024
  • Integrated emergency response project in water, sanitation and hygiene for vulnerable populations in the sub-prefecture of Kabo under FH funding from November 15, 2023 to August 14, 2024

JOB DESCRIPTION

Main objective :

The Log admin Manager Under the supervision of the administrative coordinator and the logistics coordinator, the logistician – administrator ensures the administrative, accounting, financial and logistical management of his base, in compliance with donor and Solidarités International procedures.
He/she organizes logistical and administrative support for programs, guarantees the proper application of the Human Resources Solidarités International policy and is responsible for supervising all logistical activities on his/her assigned base.
He/she supports, monitors and trains his/her team members.
He/she assists the field coordinator in the implementation of safety rules.

Main Challenges:

  • Security : Due to the security situation in the intervention areas linked to the programs, the organization of security remains a major challenge with the support of the field coordinator. It is essential to fully understand the security dynamics and further strengthen networking.
  • Communication and monitoring with the coordination of the various financial & logistical files: In relation to the considerable activities implemented and especially the challenge in terms of responsiveness within the framework of the RRM at the level of the Kaga Bandoro base and at the Kabo base, a continuous monitoring and follow-up must be done with the various technical log and coordination coordinators with a certain anticipation
  • Interdepartmental coordination : The role of the Log admin Manager with the support of the CT is to be the link between the support and program department. As part of the urgent dynamic of activities he/she should have a certain capacity for reactivity and decision-making in order to prioritize certain activities in relation to operational capacity (availability of funds, vehicles, thuraya, codan, etc.), maintain the dynamic exchange through the different Skype groups in order to ensure a certain coordination

Priorities for the first 2/3 months:

  • Ensure good management of purchases and supply of the base
  • Ensure good financial, accounting and treasury management of the base (OFU, LFU on a daily basis, holding at least one budgetary monitoring meeting per project per month) with the support of the PR
  • Establish an internal audit/check mechanism in order to detect possible cases of irregularities with an action plan to this effect
  • Establish a climate of trust with staff after a difficult start to 2024 (suspension of the contracts of several team members)

YOUR PROFILE

Experiences

  • 3-4 years in the humanitarian sector
  • 3-4 years in a similar position

Technical and transversal skills:

  • Management of the supply chain, automobile fleet, communication equipment, IT fleet, stock and security
  • Human resources and administration management
  • Management of accounting, treasury and finances
  • Taste for teamwork (Interculturality+++)
  • Experience working in a volatile security context
  • Knowledge of CHS criteria, humanitarian principles and Do no Harm

Languages: French

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2310 gross per month (2100 base salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of CFA Franc 480,000

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

LIVING CONDITIONS :

Since April 2018, SI has occupied new premises in Kaga-Bandoro towards the northern part, particularly in the part mainly inhabited by the Muslim community. The offices and the house are located in the same compound. The new building has 6 bedrooms, 1 living/dining room, 1 kitchen and 1 bathroom and has been recently renovated. The compound is large which limits the feeling of confinement although extra-professional activities are limited and a curfew established at 9 p.m. Electricity is available 24 hours a day (excluding periods of fuel restocking difficulties), and equipment such as a TV set (CANAL+ package), microwave, fridge, washing machine. The base has the Internet network (V-Sat) 24 hours a day. In addition, there is a vehicle available at all times (including weekends) for international staff travel.
A certain number of humanitarian actors are present in Kaga Bandoro: OCHA has an office there, as well as the ICRC, NRC, INTERSOS, MDA, Plan International and IRC. Although the opportunities for going out are limited, the presence of these actors makes it possible to have a social life outside of work. Consultations are possible in case of suspected illness (prefectural hospital supported by the ICRC), and a MINUSCA hospital (the preferred choice) is also accessible. In the event of a serious problem, repatriation to Bangui will be carried out. As in the capital, regular taking of an antimalarial is strongly recommended, particularly during the rainy season.
