Know our team

Nutrition International’s Program Operations Unit is responsible for ensuring the efficient and effective delivery of Nutrition International’s core program interventions including program development, design, planning, implementation, monitoring and reporting, and grant management, including setting annual operational planning, budgeting, and review processes. The unit comprises a global team of professionals located in our 10 core countries across Asia, Africa and our headquarters in Ottawa, Canada. Currently, Nutrition International is seeking applications for a Program Officer, Monitoring, Data & Learning (MDL) to be based in Canada.

About the role

The Program Officer, Monitoring, Data, and Learning will lead the development and management of NI’s digital data platforms, ensuring efficient collection, analysis, and visualization for project monitoring, course correction, and donor reporting. This role involves collaborating with MDL leads and contributing to staff capacity building in data-related tools.

Key responsibilities include:

Data Management:

  • Translate requirements into detailed product specifications with MDL leads.
  • Deploy and configure a cloud-based DHIS2 instance, managing the entire data cycle.
  • Co-design data dictionary and execute database back-end/front-end design.
  • Integrate DHIS2 with mobile data collection platforms, build staff capacity.
  • Provide system maintenance, including regular DHIS2 upgrades.
  • Support global and regional staff in improving monitoring systems, developing digital tools.

Data Visualization:

  • Develop and maintain user-friendly visual reports, dashboards, KPIs using Power BI.
  • Ensure integration of new data entry approaches into dashboards.
  • Support NI’s staff in using and maintaining Power BI dashboards.

Other Responsibilities:

  • Build staff capacity to use MS SharePoint for program information and monitoring data.
  • Troubleshoot MS SharePoint issues, provide training for optimization.
  • Suggest and implement improvements to libraries and organizational elements.
  • Design, develop, and quality assure analytic products with Regional and Country Offices.
  • Collaborate with Program Operations Unit for reporting needs and compliance.
  • Generate summary data for NI reports, corporate documents, and new proposals.
  • Compile and quality assure global data for donors and organizational reports.
  • Fact-check technical content in NI communications material, support funding proposals.
  • Support secondary analysis of NI programs and key data for organizational learning.

About you

  • Undergraduate degree in social sciences, statistics, computer science, public health, or related discipline. Master’s degree or certification in monitoring, evaluation, and data management preferred.
  • Minimum 5 years’ experience as a full stack developer; DHIS2 Academy level 2 specialization is an advantage.
  • Significant expertise in data management using DHIS2, Excel, Power Query, Power BI, and other platforms.
  • Proven ability to translate technical needs into database specifications and develop user-friendly applications.
  • Experience with global or national DHIS2 instances and user-centered requirements processes.
  • Expert knowledge of web-based applications, web service technologies, and mobile data collection solutions.
  • Familiarity with SQL/Postgres is an advantage.
  • Knowledge of results-based management, performance measurement frameworks, and program monitoring.
  • Strong numeracy, data management, and analysis skills.
  • Research skills, including literature review and analysis.
  • Database management experience.
  • Experience with MS SharePoint preferred.
  • Field experience in a developing country and/or with cross-cultural teams preferred.
  • Commitment to gender equality principles.
