Job Description:

Blumont is looking to identify a Deputy Chief of Party (DCoP) for future work in Mali. The anticipated 5-year program is funded by U. S. Agency for International Development (USAID). The goal of the program is to support strengthening local governance and civil society.

The DCoP is a senior leadership position and will provide overall strategic direction in the design, management, implementation and quality assurance of the project. S/he will also provide technical assistance. The DCoP will work with the Chief of Party as a primary point of contact with USAID and all relevant stakeholders. S/he will collaborate with the relevant Ministries and other critical partners to provide high-level support for effective capacity building at the local level and sustainability of the project interventions. The DCoP will oversee a team of experts and support staff, prepare reports and annual operating plans, align project initiatives with in-country priorities, and ensure the program is compliant with USAID and Blumont’s regulations.

Job Requirements:

Other duties include, but are not limited to:

  • Prepare strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines
  • Lead start up activities including offices establishment and team recruitment
  • Ensure technical compliance with the agreement / contract with USAID and timely delivery of project activities
  • Oversee systems for project reporting, monitoring and evaluation, financial management, and personnel and procurement to ensure that program results are met
  • Proven leadership and organizational skills; demonstrated success managing and coordinating large and disparate work groups
  • Ensure proper financial management, procurement, human resources and logistics management in compliance with Blumont’s policies
  • Create a positive working environment for all staff and ensure fair professional growth and training opportunities for team members
  • Facilitates collaborative partnerships between relevant donors and stakeholders
  • Represent Blumont and the project before USAID and in coordination meetings with national institutions and international donors
  • Work with the project’s security focal person and Blumont’s regional security focal person to develop and maintain systems that promote the safety and security of all team members
  • Support identification of growth opportunities in the region
  • Other duties as assigned.

Qualifications and Skills:

  • Master’s Degree required in water supply and sanitation, public health, business administration, international development or a related advanced degree
  • Minimum of 10 years of experience designing, implementing, and managing complex WASH projects, private sector development, and/or governance programs in developing countries
  • Professional experience managing relationships with senior-level officials and staff in government agencies, international donor organizations, civil society and private sector in developing countries, experience in Mozambique is preferred.
  • Proven success serving in a leadership role for a project addressing issues related to water supply and sanitation
  • Knowledge of and familiarity with USAID program requirements, and their policies and regulations
  • Strong negotiation and presentation skills and ability to build strong relationships with host governments’ institutions, local and international NGOs, and donors
  • Strong oral and written communication skills in French and English is required.

Job description

Blumont is looking for an assistant project manager (Deputy Chief of Party, DCoP) in Mali. The program, planned for five (5) years, will potentially be funded by the American Agency for international development (USAID). The aim of the programme is to support the strengthening of local governance and civil society.

The DCoP is a high-level management position. He/she will provide overall strategic direction in the design, management, implementation and quality assurance of the project. He/she will also provide technical assistance. The DCoP will work with the project manager (head of mission) as the main point of contact with USAID and all relevant stakeholders. He/she will work with relevant ministries and other key partners to provide comprehensive support for effective capacity building at the local level and for the sustainability of project interventions. The DCoP will oversee a team of experts and support staff, prepare annual reports and operational plans, and,align the project initiatives with the country’s priorities and ensure that the program complies with USAID and Blumont regulations.

Requirements of the position :

Other tasks include, but are not limited to :

  • Ensure technical compliance between the agreement/contract concluded with USAID and the implementation of project activities within the specified time frame.
  • Oversee systems for project reporting, monitoring and evaluation, financial management, personnel management and contracting, and, in order to ensure the achievement of the results of the programme.
  • Ensure adequate financial management, procurement management, human resources management and logistics, in accordance with Blumont policies.Proven leadership and organizational skills ; proven success in the management and coordination of large and diverse working groups.
  • Create a positive work environment for all staff and ensure that team members benefit from equitable professional development and training opportunities.
  • Facilitate partnerships and collaborations between donors and relevant stakeholders.
  • Represent Blumont and the project to USAID and in coordination meetings with national institutions and international donors.
  • Work with the project security manager and Blumont regional security manager to develop and maintain systems that promote the safety of all team members.
  • Support the identification of growth opportunities in the region.
  • Execute any other tasks assigned by the hierarchy.

Qualifications and skills :

  • Master in water supply and sanitation or public health or business management or international development or a related field.
  • At least 10 years of experience in the design, implementation and management of complex water, sanitation and hygiene (WASH) projects, private sector development and/or governance programmes in developing countries.
  • Professional experience in managing relations with senior officials and staff of government agencies, international donor organizations, civil society and the private sector in developing countries; an experience in Mali is desired.
  • Successful experience in leading a project on issues related to water supply and sanitation.
  • Knowledge and familiarity with the requirements of USAID programs, as well as with their policies and regulations.
  • Strong negotiation and presentation skills and the ability to build strong relationships with host government institutions, local and international NGOs and donors.
  • Strong oral and written communication skills in French and English are required.
