THE CONTEXT OF THE MISSION : In Chad, WFP and its partners provide assistance to the most vulnerable populations with a view to achieving the Zero Hunger objective by relying on the country’s human resources and strengthening their access capacity. food, in particular through a Cash and Vouchers program (money and coupons). The WFP is also involved in the implementation of a school canteen program which allows direct distribution of meals to students but also encourages girls to attend school with family rations distributed regularly.

RESPONSIBILITIES AND OBLIGATIONS : Under the direct supervision of the Program Associate, the CBT Program Assistant will be responsible for supporting cash transfer activities in accordance with WFP standards in this area. He/She will perform the following main tasks:

  •  Coordinate the implementation of assistance through cash transfers at the sub-office level respecting the steps, deadlines and responsibilities defined in the SOPs.
  •  Receive distribution reports, verify and forward to Country Office for Reconciliation.
  •  Actively participate in the collection of data allowing decision-making on the cash transfer modality at the sub-office level.
  •  Support in the preparation and establishment of lists of beneficiaries according to transfer mechanisms under SCOPE (mobile money, direct cash, electronic coupon);
  •  Monitor cross-cutting issues related to the implementation of cash transfer assistance (gender; protection, accountability, etc.)
  •  Ensure that cash transfer activity reports are entered into the CBT and COMET database for the relevant sub-office.
  •  Participate in the review of cash transfer proposals submitted by partners at the sub-office level
  •  Participate in the supervision of CBT distributions.
  •  Participate in capacity building of colleagues in the sub-office on policies, guidelines and standards for the implementation of cash transfers.
  •  Check the downloading and quality of distribution reports produced by financial partners on SCOPE
  •  Maintain the database of Lists of Beneficiaries and archive them electronically.
  •  Ensure compliance with the CBT operations procedure.
  •  Perform additional duties related to the position in order to achieve Project objectives.

PERFORMANCE INDICATORS :

  •  Reconciliations of money transfer activities are carried out quickly.
  •  Distribution reports in COMET are updated regularly allowing for monthly WINGS – COMET reporting closures
  •  The CBT operation procedure is respected for all distributions.
  •  The marked Lists are verified and archived for digital Reconciliation

REQUIRED QUALIFICATIONS AND EXPERIENCE : Education:

Have a degree in Economics, Management, Finance, Statistics or a similar discipline.

Experiences:

Knowledge & Skill : Justify at least 2 years of relevant experience in database management with previous experience in cash transfers

Experience in the humanitarian field or in an NGO is an asset.

Experience in report management is an asset.

Experience of the SCOPE and COMET platform would be an asset.

Basic knowledge of food security and cash transfer concepts;

A good spirit of analysis and synthesis;

Ability to write clear and concise reports;

Ability to extract, analyze, interpret, and transcribe data and solve problems encountered;

Ability to work with minimal supervision;

Ability to plan and organize work;

Excellent command of French (verbal and written communication).

Good knowledge of computer tools (Word, Excel, Power Point, Share Point).

LANGUAGES:

Perfect knowledge (read, write, speak) of French;

Knowledge of English is an asset.
