WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

THE MISSION

Placed under the direct supervision of the Field Coordinator and the technical supervision of the financial coordinators; HR and the logistics coordinator, the logistician – administrator ensures the administrative, accounting, financial and logistics management of his base, in compliance with donor and Solidarités International procedures.
He organizes logistical and administrative support for programs, guarantees the proper application of Solidarités International’s Human Resources policy and is responsible for supervising all logistical and administrative activities on his assigned base.

He supports, monitors and trains his team members.

He assists the base manager or field coordinator in implementing security rules.

JOB DESCRIPTION

Main Challenges:

  • Very limited market and heavily dependent on Cameroon, hence the need to anticipate purchases.
  • Training of suppliers in the organization’s procedures
  • Pressure from the local tax administration and the need for particular attention to the payment of taxes (lease registration fees, and declarations of tax withholdings on the various services) within the deadline.

Priorities for the first 2/3 months:

  • Implementation of base framework contracts, monitoring and rigorous management of fuel and goods as well as vehicle rental.
  • In the implementation of the PARSEP project, support the operationalization of PAD Drill through the establishment of framework rental contracts for trucks and cranes according to the procurement procedures of Solidarités International and donors.
  • Ensure good financial, accounting and treasury management of the base (OFU, LFU on a daily basis, holding at least one budgetary monitoring meeting per project per month) with the support of the PR and the CT.
  • Establish an internal audit/check mechanism in order to detect possible cases of irregularities with an action plan to this effect
  • Strengthen capacities and establish a climate of trust with support staff.

YOUR PROFILE

Formation :

Bac + 3 in finance, management, logistics

Experiences and technical skills:

  • 3-4 years of experience in the humanitarian sector
  • A first experience in a similar position
  • Supply chain management, automobile fleet, communication equipment, IT fleet, stock and security
  • Human resources and administration management
  • Management of accounting, treasury and finances
  • Good collaboration and team spirit
  • Good communication
  • Good writing skills in French

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2310 gross per month (2100 base salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of CFA Franc 480,000

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

LIVING CONDITIONS :

Since August 2022, SI has occupied a base in Bour in the Town Hall district in the city center. The Guest House and offices are located in the same compound. Energy is available 24 a day thanks to a recently installed 5KVA back up system as well as a 13KVA generator. Town water is available as well as a castle built on the base to improve access to water. SI’s curfew is 11 p.m. However, changes are to be expected depending on the evolution of the context which has been relatively calm for several months. A vehicle is available 24/7 as well as on weekends for expatriate travel. The base also has 24-hour Internet (V-Sat) but with frequent disruptions.
In Bouar, the capital of Nana Mambéré, you can find a few entertainment spots, bars and restaurants as well as the presence of several other expatriates.

SECURITY

The town of Bouar is classified at security level 3. There is a state curfew and that of SI. In general, the situation is calm but can be volatile. Expatriates can travel and visit other NGO and humanitarian GHs while respecting base security procedures.
